INFORMATIONA complaint of Dr. Harbaksh Singh Sethi NRI, aged 74 years, aConsulting Advisor for the World Bank was received at PS Narainastating therein that on 26/11/2009 he contacted and requested theaccused persons namely Sanjeev Bhatia and his wife Topsy Bhatia forthe purchase of Air tickets from Delhi – Tel Aviv- Delhi for 3/12/2009and return ticket for 18/12/2009. He had given cash of Rs. 95,937/- tothe accused person and got the air tickets of Business class for Delhi– Tel Aviv- Delhi. In the evening of 2nd December 2009 few hoursbefore the departure of the flight, accused Sanjeev Bhatia and TopsyBhatia informed him that he is urgently required to make payment ofthe air ticket for Delhi– Tel Aviv- Delhi by credit card otherwise hewould not be allowed by the Airlines to fly. As the complainant hadfixed up an urgent meeting with officials of Palestine Government andcould not miss the meeting, hence he paid an amount of Rs. 97,650/- byhis credit card to the concerned Airlines. The complainant was handedover a cheque by the accused persons for return of the amount paid incash by him for the purchase of Air ticket. But later the said chequegot bounced. The complainant contacted them but they deliberatelyavoided him and went under ground.

INVESTIGATIONA team headed by SI Sanjeev Kumar under the supervision of SHO/NarainaInspr. Rakesh Ahuja started working on this complaint. Sufficientevidence was collected against the accused persons and a case wasregistered vide FIR No.24/11 u/s 420/120-B IPC at PS Naraina. On16/02/2011 a trap was laid near B Block, Naraina Industrial area andat about 3 PM accused Sanjeev Bhatia came there and was nabbed by thelocal police.INTERROGATION AND MODUS OPERANDI

During interrogation accused Sanjeev Bhatia disclosed that he hasdone his Graduation in commerce from Khalsa college and thereafter hehas gone to Australia for his Post Graduation in Business Management.Initially he used to assist his mother in her Garment Export factoryin Naraina but subsequently it was closed in the year 1997. He startedhis Travel Agency in the name of Companion Travel Service at NarainaIndustrial Area Phase I and the same was engaged in Air ticketing,Visa services and Hotel booking etc. In between he came in contactwith another company and started running taxis comprising of Innova,Ford Icon, Indica cars. He could not do well in this business andsuffered huge losses and has to dispose off these vehicles at a verylow price. He further disclosed that his wife is born in Thailand andgot a Thai passport. Her parents and other family members were settledin Thailand and having good business there. His wife used to assisthim in his work of Travel Agency and used to look after the officeduring his absence. Both these accused persons could speak very goodEnglish and could influence anyone with there talk. They used totarget clients particularly NRI or elderly persons who are takinginternational flights and looking for air tickets. They used to takecash for booking of air tickets and once the ticket is booked, theyused to call the client one night prior to the date of journey andused to ask him to make payment again through credit card on somepretext with the promise that the cash given earlier will be returnedby way of post dated cheque. Invariably these cheques used to getbounced due to insufficient fund. Some time they used to cancel theair ticket on the pretext of short coming in documents / visa etc andused to keep the refund with them. They will issue post dated chequeswhich will bounc subsequently. He closed his office due to number ofcomplaints in the recent past and used to operate on mobile.Information has been collected which shows that more that 25 cases arepending in various Courts of Delhi and NCR against accused persons forunder Negotiable Instruments Act and u/s 156(3) CrPC. One NBW wasalso issued against the accused Sanjeev Bhatia by Ld. MM Sumit Dass,Dwarka Court, Delhi and one process u/s 82 CrPC have been issued forexecution. It is gathered that he has cheated number of personsamounting to Rs. 20 lacs and more.Further investigation is in progress.

17.02.2011NOTORIOUS CRIMINAL INVOLVED IN MORE THAN 25 CASES OF SNATCHING IN THELAST ONE YEAR ONLY, ARRESTED : AN EXPENSIVE MOBILE HENDSET SNATCHEDFROM A DOCTOR OF MAYOR VIHAR AND MOTORCYCLE USED IN CRIME RECOVERED. With the arrest of one notorious snatcher who has committed more than25 cases of snatching in the last one year only, the South DistrictPolice has solved sensational snatching case of Police Station Viharin which the accused had snatched an expensive mobile handset of adoctor from the Metro Station, Mayur Vihar, Delhi. Snatched mobilephone and one Bajaj Pulsar motorcycle used in commission of crime havebeen recovered.ACCUSED ARRESTED: Mohd. Shahid age 22 years s/o Layeek R/o H.N. 27/448, B-27, Trilokpuri, New DelhiTEAM, RAID & ARREST: In order to prevent the incidents of snatching and to arrest thecriminals involved in such incidents, several teams were formed inSouth District. A special police team comprising of HCs Hashim Khan,Ranjeet Singh, Yatender Malik, Constables Dhara Singh and PrashantKumar under the supervision of Inspr. Anil Sharma, SHO/Fatehpur Beriand Sh. Rajender Singh, ACP/Mehrauli was constituted.The team so formed worked relentlessly and deployed sources in thearea. The efforts of the police team bore results when in the eveningof 16.02.2011, a secret information was received that a notoriouscriminal would visit Sultanpur Metro Station in order to commit acrime. Immediately a trap was laid near Sultanpur Metro Station andon pointing out of the informer, a motorcycle borne stout built youthriding Bajaj Pulsar motorcycle was intercepted but he tried to fleefrom the scene. Immediately the nearby patrolling motorcycles alsoswung into action and accused was nabbed in Sultanpur area after abrief chase. On personal search, an expensive mobile phone handset wasrecovered from him. On sustained interrogation, it was revealed thathe had snatched this mobile handset from a doctor about 20 days backfrom Metro Station, Mayur Vihar, Delhi. A case vide FIR No. 28/11Dt. 26.01.2011 has already been registered in this regard at PS MayurVihar Phase I. Accordingly, accused has been arrested U/S 41(1)Cr.P.C. and the production warrant is being placed by the Mayur Vihar,Police Station.The Subsequent interrogation revealed that the accused is an activesnatcher of East Delhi and had committed more than 25 snatching in theyear 2010 only. He has previously been arrested in similar offencevide FIR No. 362/10 Dt 31/8/10, U/S 379/356 IPC and has recently beenreleased on bail. Accused Mohd. Shahid has studied up to up to 5th Class. DECLARATION OF REWARD

The Commissioner of Police, Delhi has announced a cash reward of Rs.25,00,000/- (Rupees Twenty Five Lacs Only) which will hold good for a period of one year with immediate effect for any one who may give information/clue(s) to trace out or render any help to arrest the accused person(s) involved in bomb blast. That on 19.09.2010 at about 11.20 AM two bikers fired upon the tourist bus No.DL-IPC-2229 parked at Gate No.3 of Jama Masjid, Delhi while tourists of Taiwan were descending from the bus. In this firing incident two tourists sustained bullet injuries. Later on, at about 2 PM one Maruti Car caught fire after mild blast near Jama Masjid and in this regard a case FIR No.66/2010 dated 19.09.2010 u/s 3/4/5 Explosive Substances Act was registered at PS Jama Masjid, Delhi.

As and when any information about the accused person(s) involved in the said case is received the same may be sent to Inspr./Computer Centre (Web Site), SCRB, Kamla Market as well as in C&T Branch, PHQ.

The Commissioner of Police, Delhi reserves the right to decide finally by whom the reward has been earned and in what proportion it will be distributed amongst various claimants, in case more than one claimant comes forward for the same.

ENHANCEMENT OF REWARD

The Commissioner of Police, Delhi has also announced an enhancement of the amount of reward from Rs. 10,00,000/- to Rs. 30,00,000/- (Rupees Thirty Lacs only) declared vide this Hdqrs. order No. 41086-185/C&T(AC-III)/PHQ, dated 06.10.2010 in case FIR No. 65/2010 dated 19.09.2010 u/s 307 IPC & 27 Arms Act P.S.Jama Masjid, Delhi, which will be hold good for a period of one year with immediate effect for any one who may give information/clue(s) to trace out the two bikers or render any help to arrest the accused person(s) involved in firing upon the tourist bus No.DL-IPC-2229 parked at Gate No.3 of Jama Masjid, Delhi while tourists of Taiwan were descending from the bus. GANG OF BANK ROBBERS / SNATCHERS BUSTED: 3 ACCUSED ARRESTED, 12 CASES OF SNATCHING / ROBBERY WORKED OUT AND CASH RS. 3.5 LACS / ROBBED PROPERTY RECOVERED

With the arrest of Tajdar Hussain Khan @ Chhote Jaan (35 years) s/o Inteha Hussain Khan, Ahsan Qureshi (26 years) s/o Mohd. Umar and Sumit Kumar @ Guddu (25 years) s/o Shankar Lal, the staff of PSs Mangolpuri & Vijay Vihar, Outer District have busted a gang of robbers involved in several heinous cases of robberies, snatchings, etc. Cash Rs 3.5 Lacs, vehicles and property worth lacs of rupees have been recovered from their possession. 12 cases of robberies and snatchings of Outer District have been worked out. One Santro Car purchased by the accused persons from the robbed money has also been recovered.

BRIEF FACTS/INCIDENT:

On 03.02.2011, a PCR call was received at PS Vijay Vihar regarding robbery of Rs. 8 lacs from Sector-5, Rohini. On receipt of the call, the local police reached at the spot and met Sh. Ashok Kumar (complainant) who stated that he alongwith his wife had withdrawn Rs. 8 lacs from Punjab National Bank, Sector-5, Rohini. At about 2 pm, when they were about to reach their house, two motorcycle borne persons came and forcibly snatched their bag containing Rs. 8 lacs. On the statement of Sh. Ashok Kumar, a case vide FIR No. 35/2011 dated 03.02.2011 u/s 392/34 IPC PS Vijay Vihar was registered and investigation taken up.

INVESTIGATION:

During the course of investigation, the local police procured the CCTV footages from the bank and analyzed the same minutely. In the process of analyzing the CCTV footage, few suspects were identified. The local police developed the photographs of the suspects and involved beat staff to locate the persons matching with the description.

Immediately, several teams comprising of Inspector Hari Singh, SHO/ Vijay Vihar, Inspector Gajender Singh, SHO/Mangolpuri, Inspector Surinder Singh Rathi, SHO/South Rohini, SI Jasmohinder Chaudhary, I/C PP Sanjay Gandhi Memorial Hospital, SI Sunil Kumar, SI Ajay Karan, HC Sunil Dutt, HC Pradeep, HC Surinder Dahiya, HC Rohtas Singh, HC Rajesh, HC Mahabir Singh, HC Sukhbir, HC Shiv Kumar, Constables Surinder Rana, Manish, Ashwini and Ravinder were constituted under the close supervision of Sh. Om Prakash, ACP/Rohini for identification of the accused persons and to arrest them. Each team was given specific tasks to probe from all possible angles.
