A Bill to Require Teen Pregnancy Programs for Parents Enrolled in Public High Schools
SECTION 1. Public high schools across the United States are hereby required to offer a Teen Pregnancy Course for all teen-aged parents to help them develop the necessary skills needed to raise a newborn child.
SECTION 2. Teenagers are defined as ages 14 years to 19 years, being in the grades 9th through 12th. The Teen Pregnancy Program is a class that combines child development and personal finance in order to prepare the young parents for raising and financing for their child.
SECTION 3. The local school boards will hereby stand by the making of this program. If any public high school refuses to acknowledge this program and merge it into the school’s curriculum it will result in disciplinary action from the Department of Elementary and Secondary Education.
SECTION 4. This bill will fall into effect in August of 2017 before the school year of 2017-2018.
SECTION 5. All laws in conflict with this legislation are hereby declared null and void.
A Bill to Keep Peace in the South China Sea
SECTION 1. The United States government shall formally announce its intent to keep peace in the South China Sea.
SECTION 2. Keeping peace shall constitute the use of economic sanctions, diplomatic agreements, and military presence for the purpose of preventing armed conflict.
SECTION 3. The peace-keeping means deemed necessary by the U.S. government shall be carried out by their respective governing bodies.
A. The U.S. Department of Commerce and Department of the Treasury shall oversee economic sanctions as deemed necessary.
B. The U.S. Office of the President and the U.S. Senate shall make and approve treaties as deemed necessary.
C. The U.S. Department of Defense shall oversee required military action as deemed necessary.
SECTION 4. This bill shall go into effect October 1, 2017.
SECTION 5. All laws in conflict with this legislation are hereby declared null and void.
A Resolution to End Mandatory Sentencing
WHEREAS, a mandatory sentence is defined as a sentence which a judicial officer is required to impose regardless of the circumstances of the offense; and
WHEREAS, mandatory sentencing inhibits judicial discretion; and
WHEREAS, mandatory sentencing undermines the role of a judge in a criminal trial; and,
WHEREAS, mandatory sentencing is not an effective crime deterrent; and,
WHEREAS, mandatory sentencing violates the right to fair punishment; therefore,
BE IT RESOLVED by the Congress here assembled that mandatory sentencing be eradicated from the American criminal justice system.
A Bill to Phase-Out the H-2B Work Visa
SECTION 1. The H-2B Work Visa program will be phased out over a three-year period.
SECTION 2. The H-2B Program allows U.S. employers or U.S. agents who meet specific regulatory requirements to bring foreign nationals to the United States to fill temporary nonagricultural jobs.
SECTION 3. The Department of Labor will oversee enforcement. Businesses who do not comply with the reduction of foreign workers will be fined $50,000 annually per employee over limits set forth in this bill.
SECTION 4. By January 1, 2017, a company’s employees under the H-2B program must be downsized from 2015 levels by a third, cut in half by January 1, 2018, and completely eliminated by January 1, 2019.
SECTION 5. All laws in conflict with this legislation are hereby declared null and void.
A Resolution to Stop North Korean Aggression
WHEREAS, North Korea has been making more advanced long to medium range missile technology; and
WHEREAS, North Korea’s military has over 1.19 million active service members, and South Korea only has 28,500 United States forces and 680,000 active South Korean forces; and
WHEREAS, the tensions for both North and South Korea are now higher than it has been since the war; and
WHEREAS, the military war games deployed by the United States and South Korea as of March 20, 2016 have not been able to deter North Korean aggression; and
WHEREAS, Russia and China are losing interest and pulling support for North Korea; and
WHEREAS, the United Nations has allowed the United States and South Korea legal grounds to protect their interest from North Korean aggression; therefore,
BE IT RESOLVED by the Congress here assembled that South Korea and the United States should triple its forces on the peninsula by this date next year (September 6, 2017).
A Bill to Eliminate the Opt-Out Option for Vaccinations
SECTION 1. The U.S. federal government shall eliminate the option for students grades PreK-12 to opt out of vaccinations.
SECTION 2. In order to attend public schools, students may not opt out of vaccinations due to religious and/or philosophical reasons. Students unwilling to comply shall not be permitted to attend public school.
SECTION 3. This act will be implemented by the Department of Health and Human Services in conjunction with appropriate state health agencies.
SECTION 4. This act will be implemented upon the start of the year 2018.
SECTION 5. All laws in conflict with this legislation are hereby declared null and void.
A Bill to Reverse the Supreme Court Decision in Citizens United v. Federal Elections Committee
SECTION 1. Section 203 of the Bipartisan Campaign Reform Act shall apply to all electioneering communications in federal elections.
SECTION 2. Section 203 prohibits electioneering communications within 60 days of a general election or 30 days of a primary election.
SECTION 3. The Federal Election Commission will oversee implementation of this legislation.
A. All funding for oversight shall come from the standard budget of the FEC.
B. Any individual or organization not in compliance with Section 203 of the Bipartisan Election Reform Act will be fined $500,000 for each infraction.
SECTION 4. This will take effect immediately upon passage.
SECTION 5. All laws in conflict with this legislation are hereby declared null and void.
A Resolution to Withdraw from the North American Free Trade Agreement (NAFTA) in Order to Maintain Economic Security
WHEREAS, Since the North American Free Trade Agreement was signed by President Bill Clinton in 1993, the United States has lost thousands of jobs; and
WHEREAS, The free trade agreement among Mexico and Canada has allowed for businesses and companies to move their production outside of the United States; and
WHEREAS, The results of these businesses moving their companies to Canada and Mexico has resulted in many companies and industries being harmed in the United States; and
WHEREAS, NAFTA is the primary reason for the loss of many manufacturing and factory jobs have been lost in the United States; therefore,
BE IT RESOLVED by the Congress here assembled that this Congress withdraw the United States from the North American Free Trade Agreement.
A Bill to Implement the College for All Act
SECTION 1. The Secretary of Education shall award grants to States for the purpose of enabling the States to eliminate tuition and required fees at public institutions of higher education. Each State that receives a grant under this section shall provide matching funds for a fiscal year in an amount that is equal to one-half the amount received under this section for the fiscal year toward the cost of reducing the cost of attendance at public institutions of higher education in the State.
SECTION 2. In order to be eligible to receive this grant, a State shall (1) ensure that public institutions of higher education in the State maintain per-pupil expenditures on instruction at levels that meet or exceed the expenditures for the previous fiscal year; (2) ensure that tuition and required fees for in-State undergraduate students in the State’s public higher education system are eliminated; (3) provide an assurance that not later than 5 years after the date of enactment of this Act, not less than 75 percent of instruction at public institutions of higher education in the State is provided by tenured or tenure-track faculty.
SECTION 3. The Department of Education will oversee the grant process. An amount of $47,000,000,000 shall be appropriated for these grants, to be raised through a .1% transaction tax on stock and security transactions and transfers. An individual taxpayer whose adjusted gross income does not exceed $50,000 is eligible for a tax credit for the amount of tax paid on covered transactions.
SECTION 4. This bill will go into effect the beginning of fiscal year 2018.
SECTION 5. All laws in conflict with this legislation are hereby declared null and void.
A Resolution to Abolish the Use of Superdelegates
WHEREAS, superdelegates are party insiders such as members of Congress, governors, the current President and Vice President, former Presidents and Vice Presidents, former leaders of the U.S. Senate, former Speakers of the House and minority leaders, members of the party’s National Committee, and former chairs of the party’s National Convention; and
WHEREAS, candidates could lose the popular delegate vote but still go on to win the nomination by amassing enough votes from superdelegates; and
WHEREAS, superdelegates are detrimental to the democratic process because these persons are not bound to represent the people’s choice and may vote for whichever candidate they choose; and
WHEREAS, superdelegates have the power to immensely sway the nomination away from the candidate chosen by voters; and
WHEREAS, superdelegates are a method for the party establishment to undermine the voices of American citizens; therefore,
BE IT RESOLVED by the Congress here assembled that national parties should abolish the use of super delegates in the primary nomination process for President of the United States.
A Bill to Require All Law Enforcement Officers to Wear a Body Camera
SECTION 1. Police departments are constantly scrutinized when acts of violence are suspected or witnessed, but often reports will result in multiple officers with one story and citizens with another. In order to calm this dispute this law requires all police officers to wear a body camera.
SECTION 2. Reports from New Jersey Legislature found that putting a body camera on police officers would cost 2,500$ per officer. As there is 1.1 Million sworn in officers, this will require only 2.75 billion dollars.
SECTION 3. To create this revenue the Congress will enact a .2 cent tax on each gallon of gasoline for a single year generating 2.886 billion dollars. This tax would be decreased to .001 cents per gallon generating 14.43 million dollars a year for general upkeep to be distributed by the Department of Revenue to individual city departments.
SECTION 4. This bill will be managed and oversaw by the Department of Justice, who will create The Department of Law Enforcement Legal Oversight in over to manage abuses of the bill.
SECTION 5. Any police officer who allows his camera to be turned off will be scrutinized by the Board of Ethical Review for their department and will be subject to a 5 day unpaid suspension.
SECTION 6. This bill will be enacted six months after passage.
SECTION 7. All laws in conflict with this legislation are hereby declared null and void.
A Bill to Ban Hydraulic Fracturing
SECTION 1. The process of hydraulic fracturing for the extraction of fossil fuels shall be banned in the United States.
SECTION 2. Hydraulic fracturing is defined as the injection of high-pressure liquids to forcefully open fissures in the ground to extract oil or natural gas. Hydraulic fracturing within the United States entails fracking on or within federal lands, the 50 states, or any United States owned territory.
SECTION 3. The Federal Energy Regulatory Commission and Department of Energy will be jointly responsible for enforcement of this ban and will be given the authority to deactivate any site in which the process of hydraulic fracturing is being used.
SECTION 4. This bill will take effect 90 days upon passage.
SECTION 5. All laws in conflict with this legislation are hereby declared null and void.
A Resolution to End Animal Cloning
WHEREAS, animal cloning fails 90% of the time; and
WHEREAS, animal cloning results in physical defects, disease, and premature death in animals; and
WHEREAS, 3 out of 12 surrogate mothers died while pregnant in one cattle cloning project due to fetal abnormalities; and
WHEREAS, animal cloning is cruel and causes inhumane suffering in animals; therefore,
BE IT RESOLVED by the Congress here assembled that the United States should prohibit animal cloning in all 50 states.
A Bill to Ban Firearm Ownership from Mentally Disabled
SECTION 1. If you are diagnosed with a mental illness it will be illegal for you to own agun. If a person living in your residence has been diagnosed with a mentalillness it will be illegal for you to have one in the residence.
