Continuing Education Application – Approved Provider

Introduction

The California Physical Therapy Association (CPTA) is dedicated to fostering an evidence based continuing education program in California. To assist with this goal, CPTA has established an Approved Provider program for continuing education sponsors. Sponsors have the opportunity to apply for Approved Provider status through CPTA so that they may offer all of their courses to California PTs and PTAs for continuing education units without having to apply for each course individually. To become an Approved Provider, a sponsor must read and complete this application in its entirety.

Once approved, an Approved Provider will be listed on our website via a hyperlink that will allow individuals to locate quality approved courses that they can take for their license renewal.

Approved Provider status is granted for a period of three (3) years for an organization that successfully meets all requirements set forth in this application. The Approved Provider is responsible for maintaining their status throughout the approval period by submitting their $750 annual renewal fee. At the end of the three (3) years, Providers must re-apply in order to maintain their Approved Provider status with the CPTA.

Instructions

1.  Carefully review all the parameters within the application prior to responding to the questions. A complete understanding of each item is critical to a successful application. Please note that if a course includes a laboratory component which integrates patients, then the speaker must have a current license in Physical Therapy.

2.  Assess your organization’s ability to meet the requirements for the Approved Provider status.

3.  Complete this application to its entirety and submit one (1) hard copy to CPTA.

4.  Be comprehensive in your responses. Additional attachments that support your responses are also acceptable. Inadequate or incomplete responses will delay the application process.

CPTA Continuing Education Policies

California Physical Therapy Board - Business and Professions Code Section 2630

It is unlawful for any person or persons to practice, or offer to practice, physical therapy in this state for compensation

received or expected, or to hold himself or herself out as a physical therapist, unless at the time of so doing the person

holds a valid, unexpired, and unrevoked license issued under this chapter.

Nothing in this section shall restrict the activities authorized by their licenses on the part of any persons licensed under

this code or any initiative act, or the activities authorized to be performed pursuant to Article 4.5 (commencing with

Section 2655) or Chapter 7.7 (commencing with Section 3500).

Clinical Continuing Education for Individuals Other Than

Physical Therapists and Physical Therapist Assistants

Physical therapists and physical therapist assistants conducting clinical continuing education courses are obligated to

identify target audiences and indicate in the printed, lecture, and advertising materials that course content is not intended

for use by participants outside the scope of their license or regulation.

Furthermore, they should make it clear when teaching elements of physical therapist patient/client management that

subsequent use of those elements is physical therapy only when performed by a physical therapist or by a physical

therapist assistant under the direction and supervision of a physical therapist, in accordance with Association policies,

positions, guidelines, standards, and the Code of Ethics.

In the interest of public safety, physical therapists and physical therapist assistants should not conduct clinical continuing

education courses that teach elements of physical therapist patient/client management to individuals who are not licensed

or otherwise regulated, except as they are involved in a specific plan of care, and in accordance with Association policies,

positions, guidelines, standards, and the Code of Ethics.

CEU Approval for Physical Therapy Technique/Procedure Courses

When educational offerings are submitted to the Chapter for continuing education units (CEU) approval, and the goals

and objectives of the course are designed to enhance skills in the physical or corrective treatment, or rehabilitation of any

bodily or mental condition utilizing techniques/procedures (as determined in reference to the Physical Therapy Practice

Act), CEU approval shall be withheld, if either the faculty or target audience do not possess the statutory authority to

perform the skills being presented.

This provision does not apply to the teaching of theory.

Teaching of Physical Therapy Techniques to Unlicensed Persons and Persons

Not Legally Qualified to Perform Such Techniques

It is the Position of the California Physical Therapy Association that the citizens of California are not well served and the

quality of care which may be provided them may be jeopardized if individuals teach physical therapy techniques to

unlicensed persons or persons who are not legally qualified to perform such techniques.

This Position shall not be interpreted to apply to teaching in physical therapist or physical therapist assistant education

programs; to on the job training of physical therapy supportive personnel for the needs of their individual physical therapy service; or to home instructions for a patient, his or her family, or a family member substitute.

Section 1: Provider Information
Requirements:
The Provider must have an identifiable continuing education entity or group with assigned responsibility for administering continuing education (CE) activities. Organizations must be an approved continuing education provider through CPTA for the at least the past three (3) consecutive years and have offered at least ten (10) CPTA approved courses or one hundred (100) CPTA approved hours within the last twelve (12) months before being eligible to apply for Approved Provider status.
Providers who are eligible to award the Approved Provider Continuing Education Units (CEUs) will have a well-defined organizational structure in which the authority and responsibility for administering continuing education activities is assigned to a particular entity or group that can ensure that each of the continuing education criteria are met.
Large, complex Providers whose continuing education is conducted by various parts of the organization may apply for Approved Provider status as a whole if all continuing education activities fall under the auspices of a single entity or group.
The Provider’s continuing education group or entity must be clearly identified within the organizational structure. The activities of the group/entity must support the organization’s mission. This support must be evidenced by the group/entity’s own mission statement or similar document that defines the group/entity’s responsibilities.

Section 2: Provider Responsibility
The Provider must have a review process that ensures that the Approved Provider Continuing Education parameters are met. Internal policies should clearly show the continuing education entity has authority and responsibilities to establish and implement review procedures that ensure continuing education activities meet current CE criteria.
The Provider must designate one person from the organization as the AP CE Administrator who is responsible for ensuring that all continuing education criteria are followed. The person designated by the Provider as the CE Approved Provider Administrator must be qualified by experience and training to ensure that all requirement and procedures are followed.
If the Provider’s Designated CE Administrator is not a physical therapy practitioner, the Provider must identify a system for ensuring that a physical therapy practitioner licensed in the United States serves a consultant to the Provider in all levels of program development, planning, and implementation for each activity to which the Provider assigns AP CEUs.

Section 3: Instruction Level
The course content must be identified by instructional level.
The Provider defines the potential participants/target audience, educational level, and any prerequisites for each continuing education activity and includes this information in promotional efforts (Course Brochure/Announcement).
Educational levels are categorized as one of the following:
·  Basic – This level assumes that the participants have little information within the areas to be covered so that the focus of the activity is a general orientation and increased awareness
·  Intermediate – This level assumes that the participants have a general familiarity with the topic, so the focus is on increased understanding and application
·  Advanced – This level assumes thorough familiarity with the topic, so the focus is on advanced techniques, recent advances and future directions
·  Various – This category indicates that a single level cannot be determined. It is intended for programs in which the instructional level may vary

Section 4: Delivery and Instructional Method
The instructional methods related to the objectives must be identified and be consistent with the stated objectives.
Instructional methods (lecture, group discussion, lab, case study, video, reading of material, etc) should appeal to the diverse learning styles of each audience. The delivery format (live seminar, web-based course, home-study) should be appropriate for the given content and support the identified learning outcomes.
