2015 SMSA Election Results
The National Association of State Motorcycle Safety Administrators (SMSA) is pleased to announce the following result from the recent elections:
Andrea Nygard, Motorcycle Safety Program Manager, Washington Department of Licensing; Ray Pierce, Program Manager, Missouri Motorcycle Safety Program and Chuck Stiteler, State Program Coordinator, Motorcycle Ohiohave been elected to serve on the SMSA Executive Committee as State Members At Large.
Roberta “Bobbie” Carlson, Program Manager, Total Control Training, Inc. has been elected to serve as the Supporting Members’ Representative.

Bobbie Carlson
Bobbie Carlson started her career in Motorcycle Safety by implementing a Motorcycle Safety Program into a high school in Pennsylvania where she was an English and Driver Education Teacher. She then moved into management of State Motorcycle Safety Programs. She started as a Regional Manager of the Pennsylvania Motorcycle Safety Program. Eventually, she became the State Coordinator, on the staff of Millersville University in PA. Bobbie went from PA to the Motorcycle Safety Foundation in CA where she managed the Training Standards Department and the Train-the-Trainer Team, as well as working on the team that field tested and rolled out the BRC. From MSF, Bobbie moved back East to work with federal contractors to provide traffic and motorcycle safety training for the Military Services. For Cape Fox Professional Services, she rolled out a traffic and motorcycle training program in Europe. She then returned full circle to State Program Management in Pennsylvania, still under Cape Fox. She is now serving as the Program Manager of the CMSP in CA, working for Total Control Training. She also works as the Deputy PM, Southwest, of the Navy Traffic and Motorcycle Safety Program. Bobbie attributes her growth, development and change in perspective on Motorcycle Safety to being part of a team that provided motorcycle training to our warfighters.
At Large Members-
Andrea Nygard
I became the Program Manager of the Washington Motorcycle Safety Program in 2013. In this position I am responsible for the oversight of our state’s comprehensive motorcycle safety program which includes strategic planning, training, educational outreach, licensing standards and policies, and regulatory enforcement. I am a strategic forward thinker and extremely familiar with policy and rule making procedures. I am a detailed researcher and have significant analytical skills. I am a strong believer that decisions should be made after analysis of available data and it’s applicability to real life scenarios.
As a motorcycle safety professional I am extremely aware of the need to continue to improve our efforts to promote motorcycle safety and awareness, identify responsible practices and establish sound policies and programs. Motorcycle safety programs must evolve to better address rider behaviors and the challenges we are faced with, including changes to the riding community (age and gender), safety/technological improvements to motorcycles and motorcycle related protective gear, and changes in public perceptions.
I would like the opportunity to be an Executive Committee Member and bring ideas that will expand motorcycle safety beyond the established rider training efforts. There is no one sole strategy that will accomplish the common goal of reducing motorcycle related fatalities; a multiphase, comprehensive approach is necessary. Consistency and collaboration across different jurisdictions, and the use of best practices and nationwide strategies is a goal I would strive to accomplish in this position.
Ray Pierce
Ray Pierce is the State Coordinator for the Missouri Motorcycle Safety Program. Before accepting the challenge of managing the Missouri program he spent more than twenty years with the TEAM OREGON Motorcycle Safety Program where he managed various aspects of that program. A few accomplishments include the development of rider training curricula, instructor training programs and quality assurance programs used in three states. He has previously served the SMSA as an executive committee member on two occasions and has worked as a member of the team which created with NHTSA’s Model National Administrative Standards for State Motorcycle Rider Training Programs. When he isn’t immersed in motorcycles, Ray spends time with his son or can be found sacrificing wood in his shop.
Chuck Stiteler
35 years in marketing, sales, brand management, budgeting, corporate innovation training, performance standards and contract negotiation.
27 years as motorcycle instructor and 8 years as Lead Trainer in Ohio. In addition to training, provided program structure analysis and deployment analysis and ROI of various initiatives.
Currently completing first year as state coordinator for Ohio. Focus on instructor recruitment , budget analysis, grant writing, system structure, accident analysis, and rule review and curriculum comparison.
