Improvement of Qala-e-Pir Saheb Irrigation Scheme in Qala-e- Pir Saheb Village of Behsood district in Nangarhar Province.

1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business published on 20, Dec, 2017

2.The Islamic Republic of Afghanistan, Ministry of Agriculture, Irrigation & Livestock has received a grant from the International Fund for Agriculture Development(IFAD) toward the cost of Support to National Priority Program, and it intends to apply part of the proceeds of this grant to payments under the Contract for the Sub project given in Para 3 below.

3.Support to National Priority Program2 , acting on behalf of the Ministry of Agriculture, Irrigation & Livestock, and now invites separate sealed bids from eligible and qualified bidders for the following packages.

Note: Mobilization, Demobilization, Dewatering, access road construction, detouring of irrigation canals and provision of irrigation water, other temporary works required for the execution of the items listed below, plus site restoration will be the responsibility of the contractor. Hence all the unit prices below are assumed to cover all activities associated with the works below, and are not limited to those activities mentioned above, and that the total contract cost quoted is all inclusive to complete the total works.

The bidders, at their option, may bid for one or more packages.

4. Bidding will be conducted through the National Competitive Bidding (NCB) procedures specified in the IFAD and govGuidelines: Procurement under GrantIFAD

5.Interested eligible bidders may obtain further information from Procurement Section, Support to National Priority Program (SNaPP2), Ministry of Agriculture, Irrigation & Livestock (MAIL) and inspect the Bidding Documents at the address given below from 9:00 to 4:00Hrs from Saturday to Wednesday (Except public holidays).

6.Qualifications requirements include:

Requirement / (a)The minimum required annual volume of construction work for the successful bidder in any of the last five years N/A / (b)Experience as prime contractor in the construction of at least one works (Horizontal, Hydraulic and Irrigation) of nature and complexity equivalent to this work during the last five (5) N/A / (c) The bidder should have liquid assets and/or sanctioned credit facilities, net of other contractual commitments and exclusive of any advance payments which may be made under the Contract AFs 2.00 Million or equivalent

A margin of preference for eligible national contractors/joint ventures will be applied.

7.A complete set of Bidding Documents in English may be obtained free of charge by interested bidders on the submission of a written application to the address below or sending an e-mail to the address below. The Bidding Documents will be sent by electronic mail.

8. The bidders or their authorized representatives are invited to attend a pre-bid meeting which will take place onJan-01at 14:00Hrs in the meeting room of SNaPP2 at Pamir Building, 5 floor,at the address given belowto explain the procedure of proper preparation and submission of bid, clarify issues and to answer questions on any matter that may be raised at that stage.

9.Separate Bid for each package must be delivered to the address below at or before 13-Jan-2018at 14:00Hrs(if the submission date is announced an official holiday, then bids must be submitted next working day at the same time and venue). Electronic bidding shall not be permitted. Late bids will be rejected. Bids will be opened physically in the presence of the bidders’ representatives who choose to attend in person at the address below at 13,Jan,2018 at 14:00Hrs.
