REVISION OF TEACHERS’ PENSIONS

I am directed by the Minister for Education and Science to issue the attached Schedules, which outline the revised Common Basic Scale and Allowances for pensioners.

Schedule A will apply to:

All teachers who have retired since 1/7/1994.

Teachers who retired prior to 1/7/94 and whose total pension increases under the PCW Restructuring Pay Deals came to more than 2% in pension (see C/L 65/98)

Schedule A includes Post of Responsibility Allowances which apply to:

Teachers who have retired on or after 1/9/98 with entitlement to Post of Responsibility Allowances rather than In-School Management Allowances (because they declined to undertake the In-School Management duties).

Schedule B will apply to:

Teachers who retired prior to 1/7/94 and who remain entitled to the Special Increase of 2% in pension (because their total increases under the PCW Restructuring Pay Deals would not have exceeded 2% in pension).

Note that the only pensioners to whom Schedule B applies are those who retired prior to 1/7/94 and who retired in some or all of the circumstances indicated below:

(i)with no post of responsibility

(ii)with a B post of responsibility only

(iii)with a low average of days on a post of responsibility (other than a B post)

(iv)without benefiting from the restructuring of the Common Basic Scale

I am to convey approval for the application of the revised rates of pay and allowances for pension purposes with effect from 1st December 2006.

The adoption of the Vocational Education Committee of the terms of this Circular Letter should be formally recorded.

The current hourly rate payable to teachers in respect of supervision/substitution is €45.60 with effect from 1 September 2006, an increase of 2.5% on the 1 December 2005 rate of €44.49. The pensions of teachers, whose retiring pensionable pay included an element in respect of payment received for supervision/substitution should be adjusted to reflect this increase.

Circular Letter 0145/2006 has issued to VECsregarding the revised rates of pay applicable to serving teachers.
