JOB TITLE:Public Defender Investigator

POSITION SUMMARY:Public Defender’s Office, Department Investigator: A person who performs the duties of a private investigator. The department investigator will work solely for and at the discretion of The Hualapai Public Defender’s Office. The Department Investigator will conduct private investigations on matters that have arisen on the Hualapai Reservation.

ESSTENTIAL FUNCTIONS:

  • Attendance is a priority.
  • To work alongside and in conjunction with the Department’s Director and staff.
  • Analyze police reports and determine the scope, elements, and direction of investigation.
  • Conduct investigation as assigned by the director, which may include; major crimes including but not limited to aggravated assault, battery, sexual assault, child abuse, DUI, and drug cases. Investigations will also include minor crimes such as public intoxication and disorderly conduct. The Department Investigator will have the knowledge and skills to investigate incidents that are in violation of the Hualapai Law & Order Code, tribal law, U.S. Code, Federal statues, states status, and other laws applicable within Indian County.
  • Investigate on and off reservation lands, both native and Non-native Americans people as per the Director of the Department.
  • Interviews any and all witnesses to incidents, observe and record witness’ statements and actions, photographs, collect, identify and preserve evidence. Find facts, diagram crime scenes, and work in cooperation with other Tribal Departments.
  • Secures and provides a proper chain of command of evidence and information provides to the Department Investigator.
  • Prepare initial, supplemental and final reports of all investigations in a clear & concise, logical and impartial manner.
  • Appear as a witness on behalf of the Public Defender’s Office in Tribal Court to testify about findings of a particular investigation.
  • Provide assistance, guidance and general labor (filing, cleaning etc.) as needed to the Department.
  • Assist in planning and coordination of training programs regarding investigation, technique, and policies.
  • Must maintain good relationship with other professionals associated with the Hualapai Tribe.
  • Knowledge of confidentially laws and willing to submit to confidentiality agreement.
  • Must be willing to undergo alcohol and drug testing, psychological testing, and must be willing to sign agreement consenting to such testing throughout term of employment. Failure to pass alcohol/drug test or failure to maintain confidentiality may be grounds for dismissal.
  • Prepare indexes and binders.
  • Prepare and submit travel and expense reports per Tribal Policies and procedures.
  • Other duties as assigned.

EDUCATION, EXPERIENCE AND SKILLS REQUIRED:

  • Must possess a High School diploma or GED; Paralegal Certification preferred.
  • Considerable knowledge of law enforcement procedures and techniques and of the court testimony;
  • Extensive experience in interviewing and interrogation techniques;
  • Knowledge and understanding of court procedures and rules of evidence applicable to court testimony;
  • Knowledge of computer application and information management resources used in criminal investigation;
  • Knowledge of methods and patterns of criminal operations and the availability and use of modern detection devices and criminal laboratory service;
  • Ability to analyze and evaluate and organize information for the preparation of clear and objective investigative reports;
  • Ability to plan and carry out assigned responsibilities following general instructions;
  • Ability to exercise sound judgment in carrying out responsibilities, some which will involve sensitive in Federal, State, County and Tribal relations;
  • Ability to establish and maintain effective working relationships with other employees, Community Officials and the general public, and other Tribal Departments;
  • Ability to perform all physical requirements of the position; agree to maintain a professional and drug-free workplace;
  • Must pass a background check;
  • Willing to take directions and work in a stressful, demanding and fast pace environment.
  • Some computer skills;
  • Excellent verbal, written and interpersonal skills;
  • Ability to pass an employment Drug/Alcohol screening process, including random checks.
