MINUTES of the Annual General meeting of the Parish Council held in the Village Hall,

Little Downham, on Thursday, 10thMay 2007commencing at 7.00pm.

Councillors present: KI Norton, in the chair, and Mrs D Adams-Payne, Mrs H Atwal, Mrs CM Frankland,

Mrs CE Hall,EW Hall, RS Martin,R Pearl,BL Taylor, AJ White and KO Winters.

Chairman’s Opening Remarks – The Chairman welcomed everyone to the meeting and expressed a special welcome to the new members. He praised the previous Council on its achievements and being a ‘good team’ and wished the new Council continued success. The Clerk confirmed that all members had duly signed Declarations of Acceptance as members of Little Downham Parish Council.

1/07APOLOGIES FOR ABSENCE

Apologies were received from Dist. Cllrs Ms A Bailey and A Goodge.

2/07ELECTION OF CHAIRMAN

1. It was proposed by Cllr EW Hall, seconded by Cllr Mrs CM Franklandthat Cllr R Pearl be nominated as Chairman. There were no other nominations. A vote taken was unanimous in favour.

It was resolved that Cllr R Pearl be duly elected as Chairman for 2007/08.

Cllr Pearl accepted the position andsigned a Declaration of Acceptance as Chairman of Little Downham Parish Council.

Thanks were expressed to Mr Norton as he vacated his seat for Cllr Pearl to take over. As a parting gift, he passed on an edition of the Local Council Administration book to Cllr Pearl and cakes for the members to enjoy after the meeting.

7.05pmMr Norton was thanked for his services and left the meeting.

3/07ELECTION OF VICE CHAIRMAN

1. It was proposed by Cllr Mrs CE Hall, seconded by Cllr KO Winters, that Cllr Mrs CM Frankland be nominated as Vice Chairman. There were no other nominations. A vote taken was unanimous in favour. Cllr Frankland accepted the position.

It was resolved that Cllr Mrs CM Franklandbe duly elected as Vice Chairman for 2007/08.

4/07TO APPOINT MEMBERS TO SERVE ON THE FOLLOWING COMMITTEES:

It was resolved that the Parish Council Committees be made up of the following members:

1. Admin & Finance Committee–Cllrs Mrs H Atwal, Mrs CM Frankland, Mrs CE Hall, EW Hall, RS Martinand R Pearl.

2. Play Area & Recreation Committee–Cllrs Mrs D Adams-Payne, Mrs CM Frankland, Mrs CE Hall, R Pearl, BL Taylor, AJ White and KO Winters.

5/07TO APPOINTREPRESENTATIVES ON THE FOLLOWING BODIES:

It was resolved that the Parish Council representatives should be as follows:

1. Book Café Subcommittee (3) – Cllrs Mrs CE Hall andR Pearl.

2. Downham Parish Conservation Volunteers (6)–Cllrs Mrs CM Frankland, RS Martin, R Pearl and AJ White.

3. Parish Website – Cllr R Pearl.

4. Village Hall Committee (2) – Cllrs Mrs D Adams-Payne andMrs CE Hall.

5. Youth Action Group (2) – Cllrs Mrs D Adams-Payne and R Pearl.

6/07TO APPOINT MEMBER AS THE FOLLOWING OFFICERS

1. Staff Appraisal Officer - Cllr R Pearl

2. Lead Child Protection Officer – Cllr Mrs CM Frankland

7/07TO REVIEW PARISH COUNCIL STANDING ORDERS

1.The Standing Orders were briefly reviewed. The Clerk informed that they will need to be reviewed when the new Code of Conduct is adopted.

It was resolved not to amend the Standing Orders at this time.

8/07TO REVIEW PARISH COUNCIL POLICIES

1. To amend Credit Card Policy (Min.244/06.3) – The Council considered the draft clause.

It was resolved to add a clause 5 to the Credit Card Policy that reads If the cardholder should leave her position as an employee of the Council for whatever reason, the credit card will be destroyed and returned to the Council. Arrangements for a new card will be considered if and when required.

There being no further business, the meeting was closed at7.40pm.
