ALERT PICKET STAFF CATCH GANG OF DREADED CRIMINALS : THREE ACCUSED WITH ARMS AND AMMUNITION ARRESTED AND STOLEN TATA SAFARI RECOVERED

The alert picket staff of PS Khanjhawla, Outer District arrested three dreaded criminals namely Kapil @ Ajay @ Kala (25 years) s/o Rohtash Singh r/o Village Kundan, District Jhajjar, Haryana, Udham Singh @ Master (31 years) s/o Ravinder Prakash r/o VPO Gwalison, District Jhajjar, Haryana and Naveen (24 years) s/o Kapoor Singh r/o VPO Morekheri, District Rohtak, Haryana.

BRIEF FACTS / INCIDENT :

In order to prevent incidents of M.V. theft and snatching as well as to curb other criminal activities in the area, a strong picket was set up on 25.07.10 from 6 PM to 11 PM at Village Jaunti, near Jaunti Toll Tax and ASI Rajender Singh 2623/PCR, Ct. Mahavir 2462/OD, Ct. Raj Kumar 2014/OD, Ct. Munim 1185/OD and Ct. Satish 2409/OD were conducting checking of vehicles under the close supervision of Inspr. MaheshMeena, SHO/Kanjhawla. At about 10.20 PM, a Tata Safari, bearing Regn. No. DL 5CA 4137 came from JauntiVillage side, the picket staff signaled the driver of Tata Safari to stop the vehicle for checking. The driver stopped the Tata Safari and the picket staff checked the vehicle. There were two more persons were also sitting in the vehicle and on their checking, a loaded country made pistol (9 mm) was recovered from the possession of Kapil, two live cartridges recovered from the possession of Udham Singh and two live cartridges recovered from the possession of Naveen. All the accused persons were arrested and a case FIR No. 144/10 u/s 25/54/59 Arms Act, 468/470/471/472 PS Kanjhawla was registered and investigation taken up.

INVESTIGATION :

During the course of investigation, ownership of Tata Safari No. DL 5CA 4137 was verified from Mayur Vihar Transport Authority and the same was found to be fake. As per the records of Transport Authority, Regn. No. DL 5CA 4137 was issued to a Maruti-800 instead of Tata Safari. In order to establish source of weapon and ownership of vehicle, concerned court has been requested for one day PC remand.

INTERROGATION :

During the course of sustained interrogation, it revealed that all the accused persons previously involved in murder and attempt to murder cases in Haryana. They met each other in jail and decided to commit crime together and accordingly formed their gang after releasing from the jail.

Accused Kapil @ Ajay @ Kala remained in judicial custody for eight and half years in a murder case and was released from jail in January, 2009.

Accused UdhamSingh @ Master remained in judicial custody in a murder case for four years and was released from jail in 2007. He was again arrested with his 11 associates in 2008 during an encounter with police in Sadar, Sonepat, Haryana and was released from jail in January, 2009. Accused had also fired on a waiter in Murthal, Haryana when he objected for smoking in the hotel. In this regard, a case was registered in PS Murthal and accused was yet to be arrested as he was absconding from the day of incident.

Accused Naveen was arrested in an attempt to murder case in Haryana in the year 2009. After releasing on bail, he was not appearing before the court and was absconding.

ACCUSED ARRESTED :

  1. Kapil @ Ajay @ Kala (25 years) s/o Rohtash Singh r/o Village Kundan, District Jhajjar, Haryana.
  1. UdhamSingh @ Master (31 years) s/o RavinderPrakash r/o VPO Gwalison, District Jhajjar, Haryana.
  1. Naveen (24 years) s/o KapoorSingh r/o VPO Morekheri, District Rohtak, Haryana.

MODUS OPERANDI :

Accused persons used to rob trucks loaded with goods in the area of Dadri, Bhiwani, Jhajjar, etc. on the point of pistol.

PROFILE OF ACCUSED PERSONS :

  1. Kapil @ Ajay @ Kala (25 years) s/o RohtashSinghr/oVillage Kundan, District Jhajjar, Haryana has studied upto 10th class. He is still unmarried. His father was expired and he has only his mother in the family. After releasing from jail, he started the work of supplying building material in Rohtak.
  1. UdhamSingh @ Master (31 years) s/o RavinderPrakash r/o VPO Gwalison, District Jhajjar, Haryana has completed B.Sc. (H) in Physics from MD University, Rohtak. He is till unmarried and presently he had no work. He has father and mother in his family.
  1. Naveen (24 years) s/o KapoorSingh r/o VPO Morekheri, District Rohtak, Haryana has studied upto 10th class. He is married and has wife, father, mother and one brother in his family. He works as taxi driver in Jhajjar, Haryana.

MURDER OF ROBBER DUE TO PREVIOUS ENIMITY WORKED OUT : WEAPON OF OFFENCE RECOVERED

With the arrest of Rahul @ Dharmender (25 years) s/o ThakurDasr/o VP-256-C, PitamPura, the staff of PS S.P.Badli, Outer District has worked out a recent case of murder. Weapon of offence, blood stained clothes and motorcycle used in the commission of crime has been recovered.

BREIF FACTS / INCIDENT :

On the night intervening 25/26.07.2010, Inspector Rajender Dubey alongwith the staff was performing night patrolling duty.At about 0030 hrs, he along with the staff reached at 66 Futa Road, ChandanPark and found that a young boy was lying on the road side. It was found that blood was oozing out from the dead body having multiple stab wounds.In this regard, a case vide FIR No. 216 dated 26/05/10 u/s 302 IPC PS S.P. Badli was registered and investigation taken up.

INVESTIGATION :

During the course of investigation, deceased was identified as Jangsher @ Janga S/O Dharampal R/O S-39,RanaPark, Siraspur, Delhi. He was facing trial in a murder case reported vide FIR No. 8 dated 05/01/07 U/S 302 IPC PS Samaipur Badli for committing the murder of one Kapil Dev S/O Niranjan Singh R/O 310, 66 Futa Road, Chandan Park.KapilDev was also a hardcore criminal and BC of PS S.P. Badli. Earlier, they were friends and associates in committing night burglaries reported vide case FIR No. 741/01 dated 28/10/01 U/S 457/380/411/34 IPC PS S.P. Badli. With the passage of time, their relations became strained as both of them wanted to make their supremacy over each other.

During the course of investigation, it also revealed that when Jangsher @ Janga was in jail in the murder case of Kapil Dev, he came in contact with Rahul @ Dharmender S/O Thakur Das R/O VP-256-C, Pitam Pura as he was also facing trial in case FIR No 434/09 dated 21/08/09 U/S 307/34 IPC PS Maurya Enclave. Jangsher @ Janga provided some facilities to Rahul in the jail because of his association with jail staff.Jangsher used to usurp all the money and eatables provided by the members of the family of Rahul. Both of them were released on bail in their respective cases separately. They again came in contact with each other because mother-in-law of Rahul was residing at I-65,BhagatSinghPark, PS S.P. Badli.Jangsher @ Janga was habitual of consuming liquor every day and he used to compel Rahul to provide the same to him by threatening and humiliating him. Rahul was fed up with Jangsher by fulfilling his illegal demands and felt himself humiliated. He decided to kill Jangsher @ Janga. At about 11/11:10 P.M., Rahul @ Dharmender came to the house of Jangsher @ Janga on his motor cycle No DL-8 SAC 7452 and asked him to accompany on the pretext of consuming liquor. Both of them left the house on Motor Cycle. Rahul was already having liquor with him and they went to ChandanPark and consumed liquor there. Jangsher @ Janga lay down for relaxing. Rahul @ Dharmender was aware of the fact of the murder of KapilDev was committed by Jangsher. He wanted that father of KapilDev may commit murder of jangsher @ Janga so that he will get rid of him. At about 11.30 P.M., he went to the house of NiranjanSingh, the father of deceased KapilDev.He informed NiranjanSingh that Jangsher @ Janga was relaxing in a nearby vacant place and it was the right time for him to take revenge of the murder of his son KapilDev.NiranjanSingh declined his offer on the point that he had faith in the administration of criminal justice and can not take law in his hand. Rahul @ Dharmender left the house. At about 12 midnight, again Rahul @ Dharmender went to the house of NiranjanSingh and told him that he had committed the murder of Jangsher @ Janga and after that he went away on his motor cycle.

In another incident, two shopkeepers namely Ashish @ Sunny S/O Rajnath R/O E-53, Bhagat Singh Park, owner of a Biri-Cigarette Shop and Prem Chand S/O Pratap Singh R/O D-86,Bhagat Singh Park, owner of a Chowmin Stall were admitted in BSA Hospital after sustaining stab injuries. Ashish @ Sunny was having five stab wounds and PremChand was having two stab injuries. They were declared unfit for statement by the doctor. During the course of enquiry, Shri Rajnath S/O Chedi Singh, father of injured Ashish who had witnessed the incident informed that Jangsher @ Janga, a local criminal who had recently been released from the Jail was threatening them to provide him Cigarettes and Chowmines at 10/10:30 P.M. Both of them had almost closed their shops and refused him to provide the items. Jangsher @ Janga got furious and took out a knife and caused stab injuries with the knife.The injured were removed to BSAHospital. Jangsher @ Janga managed to run away from the spot.In this regard, a case FIR No 217 dated 26/07/10 U/S 326 IPC PS Badli was registered.

TEAM ANDARREST :

In order to work out the case, a dedicated team was constituted consisting of Inspector Rajender Dubey, ASIRajbir and Ct Ashok under the supervision of SHOS.P.Badli. On 26/07/10 at about 7 P.M., a secret information was received that Rahul @ Dharmender who had committed the murder of Jangsher @ Janga will come to the house of Smt. Maya, his mother-in-law at I-65, Bhagat Singh Park. On this information, the members of team immediately swung into action and traps were laid at and around her house. At about 7:30 P.M.,accused Rahul @ Dharmender came on his motor cycle No. DL-8 SAC 7452 (make Discover). On seeing the police party, accused tried to run away from the spot but the alert police team overpowered him and arrested along with motor cycle.

INTERROGATION:

During the course of sustained interrogation, accused confessed to have committed the murder of Jangsher on the night intervening 25/26.07.2010.

MODUS OPERANDI :

Accused used to target petty shopkeepers during night for fulfilling their requirements to consume alcohol. Jangsher @ Janga (deceased) used to carry knife with him in order to scare the local shopkeepers during commission of crime.

PROFILE :

Rahul @ Dharmender (25 years) is a school drop out. He is married and has a two year old daughter in his family. He works as a petty contractor for providing labours at construction sites.

RECOVERIES MADE :

1. Blood stained clothes i.e. lower part of Black Track Suit, Red T-Shirt and underwear.

2. Blood stained Knife having a sharp edge blade.

3. Motor Cycle No. DL-8 SAC 7452 (make Discover) used by the accused during commission of crime.

Now, in exercise of the power conferred upon me by the Commissioner of Police, Delhi and as envisaged vide section 67 (1) of Delhi Police Act-1978, the aforesaid vehicle/articles are notified for the information of the general public through this proclamation. Any person who may have a claim thereto may put his claim along with the proof of the ownership to establish his claim within six months of the issue of this proclamation.

The proclamation should be given wide publicity among the general public and displayed on the notice boards of the Court as well as in the Police Stations.

DELHI POLICE LAUCHES “ANTI-RAGGING SIGNATURE CAMPAIGN” IN NORTH CAMPUS OF DELHIUNIVERSITY

The new academic session 2010-2011 commenced on 21/07/2010 in various departments of the University and colleges affiliated to the DelhiUniversity.

In Delhi University there are a number of colleges namely St. Stephens College, Hindu College, Hansraj College, Kirori Mal College, Ramjas College, Daulat Ram College, Sri Ram College of Commerce, Miranda House, Khalsa College, I.P. College. Apart from this there are Law Faculty, Arts Faculty, School of Distance Learning etc.

In view of the directions of the Hon’ble Supreme Court in the matter of “University of Kerala V/s Council, Principals, Colleges and others” in SLP No. 24295 of 2006 dated 16/05/2007 and that dated 08/05/2009 in Civil Appeal number 887 of 2009 and in consideration of the determination of the Central Government, UGC, Ministry of HRD, adequate arrangements have been made to prohibit, prevent and eliminate the courage of ragging. No incidence of ragging or conduct by any student whether by words spoken or written or by any act that has the effect of teasing, treating or handling with rudeness a fresher or any other student or indulging in rowdy or indiscipline activity will be allowed.

Elaborate anti-ragging arrangements have been made in and around DelhiUniversity.To strength the spirit to stop ragging, an anti ragging signature campaign has been launched by North District police officials in North Campus of Delhi University. The campaigned has received incredible support from various stakeholders of DelhiUniversity.Prof.VinayKumarSrivastava, PrincipalHinduCollege is among the first signatories in this campaign. He has vowed to not to allow any kind of ragging. Similarly, various lecturers, professors and other teaching & non-teaching staff have lent their full support to make this campaign successful. More and more students have signed and vowed to not to indulge in any sort of ragging activities in and around the campus area.

All out efforts have been made to make DelhiUniversity a visitor friendly.

CASE OF THEFT IN A SHOP DURING NIGHT SOLVED WITHIN TWELVE HOURS.
INTRODUCTION:
With the arrest of one person namely i) Chander Singh, aged 19 years s/o Surender Singh r/o D-287, Gali No. 3, near Sai Baba Mandir, Swaroop Nagar and apprehension of two Juveniles the Police of PS Swaroop Nagar, North West District courted the thieves within 12 Hours of registration of case.
INCIDENT & POLICE TEAM:
In the intervening night of 23-24/07/10, a theft took place in a garment shop namely MANGLAM CLOTH HOUSE, SwaroopNagar by breaking locks and shutter of the shop. Later on dt. 26/7/10 during picket checking duty on Burari Road, police staff PS Swaroop Nagar intercepted two M/cycles DL8SAK1101 & DL8SN5545 and apprehended three boys namely Chander Singh and two juvenile boys. During sustained interrogation they revealed their involvement in various theft & snatching cases and also involvement in the case FIR No. 96/10 u/s 457/380 IPC P.S Swaroop Nagar. On this ChanderSingh, aged 19 years s/o SurenderSingh r/o D-287, Gali No. 3, near Sai Baba Mandir, SwaroopNagar was arrested and apprehended two juveniles by the police staff.
INVESTIGATION:
On the statement of complainant PradeepKumar, a case FIR No. 96/10 dated 26/07/10 u/s 457/380 IPC at PS Swaroop Nagar was registered and one accused was arrested and two juveniles were apprehended. Stolen case property was recovered i.e. 3 pajams and 2 shirt. One accused person namely Amarjeet is evading from his arrest.

ChanderSingh, aged 19 years s/o SurenderSingh r/o D-287, Gali No. 3, near Sai Baba Mandir, SwaroopNagar
PREVIOUS INVOLVEMENT:
Their previous involvement are being verified.

The accused persons are budding criminals
RECOVERY
3 pajams and 2 shirts recovered as case property and also stolen 3 mobiles and stolen 2 motorcycles are also recovered from the accused persons.
