City Council Regular Meeting

CALL TO ORDER: Mayor Holmes.
PRESENT: Council: Ryan Holmes, Larry VanDeWalker, Danny Benson, Jennifer Berquam and Jamie Majerus
Deputy City Clerk: Jean Rugg
ABSENT: City Administrator: Michael Boulton
ALSO PRESENT: Terry Campbell – Wanamingo Messenger, Terri Washburn – Kenyon Leader, Alicia Hunt-Welch – Zumbrota News Record, Ron Berg, Steve Haggstrom, Nicole Holmes, Mike Farrell, Chris Farrell, Brandon Theobald – WHKS, Tim Penny – SMIF, & Rex Welch.
ADOPT AGENDA: VanDeWalker motioned to adopt the agenda, seconded by Berquam. Passed 5-0-0.
CONSENT AGENDA: Benson motioned, seconded by Majerus to consent. Passed 5-0-0.
PRESENTERS:
A) Tim Penny – Southern Minnesota Initiative Foundation (SMIF):
- Presented SMIF Facts and Financials – Serving Southeastern MN for over 25 years
- Map of 2013 SE MN Partnerships presented
- New businesses are starting to pop up around the region
- Business loans and assistance for these new business are being assisted by SMIF
- Questions were asked about the ‘Picture It Painted’ program by Mayor Holmes – Wanamingo applied but did not receive a grant for a small amount of paint for the Pool Fence Project. Mr. Penny said to contact him directly next year and apply again. He will aid in making sure that the project gets the needed paint.
B) Steve Haggstrom reported on:
- Log Cabin at the Riverside Park was stained
- Installed self closure mechanisms on the gates at the swimming pool – satisfying MN Department of Health requirement
- Draining/Winterized Pool for the season
- 8 Curb Stops repaired in streets along with asphalt patch with assistance of Goodhue County Maintenance Department
- Mowed at the Wastewater Plant, Prairie Ridge & retention pond on Nelson Avenue
- Took Out Wood Floor down to concrete on alley way in main level of the Livery Barn
- Storm Sewer Ditch cleaned out & rip rap placed at intake and outtake by Ag Partners Elevator
- Burned Brush Pile & Hauled out dirt and remaining ash
- Well House – water main break – patched (seals continue to leak on valves) – planned repairs are needed
- Goodhue County Electric allowed the City to utilize boom truck to perform maintenance and repairs of siren – repairs did not seem to work – siren still has troubles rotating
C) Brandon Theobald – WHKS – City Engineer:
- Spoke about the Water Tower/ Well House Rehab/Paint Project
- May 2012 WHKS provided a feasibility study with three options
1) Overcoat/Paint Tower - $142,000
2) Full Sandblast/Paint - $253,000
3) New Tower Construction - $634,000
- WHKS & Council thought the overcoat/paint would give best bang for the buck considering current financial situation
- Construction would have a 2013 plans developed – going forward 2013/2014 send out for bids – 2014 work to be done
- 80 Hours of Construction Observation would be needed in order to be sure project is done correctly – can be adjusted downward depending on how smoothly everything goes
- Inside of Tank will have a full sandblasting and 3 coats of epoxy paint applied
- Will look at partial spot repairs/sealing paint on the outside for cost savings depending on conditions
- Work at well house would include replacing of check valve, pressure valve and flex connector – also install floor drain, and paint lines – roughly would cost $15,600 – could be included in project or bid/done separately

RESOLUTION:
13-047 = Adopting 2013 4th Quarter Maintenance Work Plan: VanDeWalker moved to approve, Seconded by Majerus. Passed 5-0-0.
Mayor Holmes opened up the public hearing on the abatement process at 216 3rd Ave at 7:26pm. Information was provided about the burn personal items in the yard that needed to be properly disposed. No public input was given at the meeting. Mayor Holmes closed the public hearing at 7:31pm.
13-048 = Approving Abatement Procedure on burnt house contents left over at 216 3rd Ave: Benson moved to approve, Seconded by Berquam. Passed 5-0-0.
13-049 = Approving Eagle Scout Projects that are to be completed on Nature Trail Area: VanDeWalker moved to approve, Seconded by Berquam. Passed 5-0-0.
13-050 = Approving 3rd Avenue Road Closure/Parking request for Veterans Memorial Dedication on September 21, 2013: VanDeWalker moved to approve, Seconded by Majerus. Passed 5-0-0.
13-051 = Approving a Professional Service Agreement between the City of Wanamingo and WHKS for the purpose of providing engineering and inspection on the Water Tower/ Well House Painting & Rehab Project: VanDeWalker moved to approve, Seconded by Majerus. Passed 5-0-0.
OLD BUSINESS:
*Next City Council meeting on 10/7/2013.
Adjourn: At 7:40 PM a motion to adjourn the meeting made by VanDeWalker and seconded by Holmes. Passed 5-0-0.
