Freedom Of Information –recruitment agencies

I write in response to your request for information in relation to recruitment agencies used by NHS Lothian.

I have been provided with information to help answer your request by the Staff Bank and Finance Department of NHS Lothian.

Question:

  1. How many recruitment agencies did the Health Board utilise in the provision of Locum Medical Doctors during the financial year of 16/17?

Answer:

Within NHS Lothian Locums are first sourced from our own pool of locums on our staff bank. Where there is a requirement to approach locum agencies we then attempt to source staff from the 10 agencies contracted under NHS Scotland Procurements NP500 framework. In addition the Staff Bank has sourced from 6 non framework agencies in the year 2016/17.

  1. Can you provide me with a monthly breakdown on thespend that was attributed to each of these recruitment agencies?

The above figures Include paid invoices and accrued expenditure, the reversal of the accruals sometimes is more than the actual cost and therefore creates negatives in the month
Medical Agency recharges include a 5% Internal NHS Lothian Administration fee
Medacs
Medacs Envoy - NHS Lothian used Medacs Envoy for a pilot period, during this period they sourced locums from the contract agencies. We are unable to split by agency as invoices are consolidated.
Medacs Healthcare - We engaged directly with Medacs Healthcare outwith the pilot period mentioned above

Question:

  1. Medacs ran a 6 month pilot of a master vend solution in 2016, please can you provide me with information on why this did not progress past a pilot stage?

Answer:

MEDACS provided a managed service as opposed to a master vend solution in 2016. It was agreed from the outset that this was a six month pilot with specific objectives set for that time frame in relation to providing best value for NHS Lothian in the sourcing of Medical Locums.
