STATE EMERGENCY OPERATIONS CENTER ACTIVATION LEVEL: Full Activation as of 0800, 3 SEPT 2010

AGENCIES PRESENT AT SEOC: CT DEMHS, CTDEP, CTDPH, CTDOT, CTDPS-CSP, CTNG, CFPC, CTDOIT, CTDPW, CTDoAg, FEMA, USARMY, USACE, USDHHS, USCG, Red Cross, 211 Infoline, United Illuminating, CL&P

DEMHS STATUS REPORT/BRIEFING:

·  At the Governor’s request, DEMHS convened a meeting of the Interagency Debris Management Task Force (IDMTF) at 1400 hours to review current weather events, as well as potential actions listed in the Disaster Debris Management Plan Concept of Operations. Participants included DEMHS, DEP, DPH, FEMA, the Army Corps of Engineers, and the two primary state debris management contractors, Ashbritt and BDR. The group discussed the fact that the Governor has not declared a state of emergency. There is no current plan to activate the contracts. In preparation for the potential storm, DEP evaluated 8 possible debris sites in the southeast quadrant of the state. BDR has volunteered to send a point of contact to CT to be available for any technical questions.

·  DEMHS’s five regional offices are open and standing by. Nothing significant to report at this time. Groton Town, East Lyme, Montville, Durham, Glastonbury and Old Saybrook, and Mashantucket are partially activated and Bridgeport EOC is activated.

·  A WebEOC incident is open titled “Hurricane EARL 2010”

·  At 0800 Sep 3, 2010 the SEOC was fully activated per order of Governor Rell.

OTHER AGENCIES/PARTNERS BRIEFING:

·  USCG - Port Condition YANKEE (24-hour alert) remains in effect for Long Island Sound Captain of the Port (COTP) zone as set by the U.S. Coast Guard on Thursday afternoon, per the Maritime Heavy Weather Plan. Gale-force (34kts/39mph) winds from Hurricane EARL threaten to impact Sector Long Island Sound within 24 hours. The maritime heavy weather plan is posted at: http://homeport.uscg.mil/lis (path on left side of screen via > "Waterways Management" > "COTP Long Island Sound Maritime Heavy Weather Plan"). It is applicable to all waterfront facilities, marinas, vessels and barges in the COTP Long Island zone. ·  American Red Cross (ARC) - reports Local Operations Center open at Waterford Office. The Town of Groton opened one shelter at 1430 at Fitch High School. It serves as a “regional” shelter. This shelter is managed by Red Cross, with additional support staff from CERT volunteers.

·  CT DOT:

o  Amtrak has suspended service between NY and Boston, this was preplanned. The Rail line at Waterford is closed due to a tree down on wires, not storm related. Shoreline East is busingriders from OldSaybrook to New London. Amtrak is working on getting line open.

o  A skeleton crew has been dispersed to variousgarages for Sand Bag pick up by municipalities as theDOT's Maintenancepersonnel is on a mandatory furlough day today 9-3-2010.

·  CT DEP - The following State Parks and Forests and their associated campgrounds in Southeast Connecticut will be closed from Friday at noon until noon Saturday due to severe weather forecast from Hurricane Earl.

·  Hammonasset Beach State Park, Madison

·  Hopeville Pond State Park, Jewett City

·  Devil’s Hopyard State Park, East Haddam

·  Salt Rock Campground, Sprague

CT WEATHER SUMMARY

CATEGORY 1 HURRICANE EARL NEARING SOUTHEASTERN NEW ENGLAND... TROPICAL STORM WARNINGS REMAIN IN EFFECT FOR THE CONNECTICUT COAST…

A Hurricane Warning remains in effect for Cape Cod and the Islands. A Tropical Storm Warning remains in effect for the Connecticut coast from New Haven to Stonington.

At 5:15 PM radar showed a solid area of heavy rain just south of Long Island continuing to rotate around the center of Hurricane Earl. This area of heavy rain is expected to enter extreme Southeastern CT during the next 60 minutes. Downpours within this area of heavy rain will result in rainfall rates of 1 – 1 ½ inches per hour.

Towns along the Connecticut coast from the New Haven area to Stonington can expect that Tropical Storm conditions may develop during the next several hours and continue through very early Saturday morning. The period of highest winds and heaviest rain is expected in Southeastern CT between 8:00 – 11:00 PM. During this period towns can also expect 2 – 4 inches of rainfall, heavy at times, that may cause some urban flooding. In addition, large waves of 5 – 8 feet can be expected both in Long Island Sound and across the exposed beaches of Southeastern, CT from now through 2:00 AM Saturday morning.
