We’re preparing a pre-qualification form in response to your Document: PQF-17232. We have a question. The PQF calls for “electrical, mechanical and civil, services associated with annual major maintenance projects which require design, documentation, cost estimating, scheduling, construction management and project closeout.” Our company provides civil engineering services. We routinely team with other specialized firms (architects, mechanical engineers, electrical engineers, landscape architects, etc.) as needed for a variety of projects. Question: Would your office prefer that we submit a statement of qualifications for our firm alone, or for a complete team, including sub-consultants to provide all of the electrical and mechanical services?

  • We are mainly focusing on your firm alone, but you may add sub-consultants if you will be using them.

Is it the intent of LCCC to hire a team of engineering professionals that include an electrical, mechanical, and a civil engineer, or hire an individual firm or a “short list” of firms for each discipline?

  • We are looking for an electrical, mechanical, and civil engineer. It doesn’t matter to us if they are in separate firms or the same firm.

Are you looking for each qualification form submission to have all disciplines listed in paragraph 1 of Section 1 covered? I.E. if we have Mechanical & Electrical company in-house, but not Civil – should we list a sub-consultant so we have Civil covered? Or is it okay to just submit our qualifications for just M & E?

  • Just submit for your M/E.

The PQF is for electrical, mechanical and civil services. Our firm provides electrical and mechanical engineering only. May we submit for mechanical and electrical only, or do we need to team with a civil engineer to respond?

  • Submit what you have in your firm.

In Section 2.C., you ask for proposed sub consultants. Since we do not, at present, know the nature of your projects, this is difficult. Can you be specific on what type of sub consultants you might need?

  • Example…If you were to use an architect, or an estimator as a consultant

In Section 2.E., you ask for our current project list. Our firm is somewhat large and we have hundreds of active projects. May we provide instead, a statement of our projected staff availability over the next 3 years?

  • Please provide several examples of local current projects within the last year.

Does your institution have a preference toward Wyoming based firms? If so, could you elaborate?

  • LCCC does not have a policy on preference for Wyoming based firms for professional services

I am putting together the hourly fees for section 4 and it also asks for Fee schedule as well. Would you be able to clarify what you are looking for on that? I was going to attach our billing classifications and hourly rates to each of those, but I don’t want to miss anything with the fee schedule.

  • Yes, hourly rates for your staff, or if you have travel time etc. (if different).
