2018YELLOW STARTHISTLE PROGRAM DETAILS
AND REQUIREMENTS
- Registration for cost-share can be made at the Weed Board Office, 137 East Main Street, and Wednesday’s from 9:00a.m. to 3:00p.m., January 25, 2018 to February 28, 2018. Weed Board Coordinator consultation may be scheduled by calling 509-382-9760, or by stopping by the Weed Board office Monday through Thursday between 8:30 a.m. and 12:00 p.m. or between 1:00 p.m. to 4:30 p.m. No further registrations for cost-share will be accepted after February 28, 2018 with NOexceptions. If you are an absentee landowner, you may wish to forward this letter to your farm operator or agent. You may also drop your completed and signed registrations off Monday-Thursday, by leaving them in the Extension Office.
- Cost-share programis only available to those who make a request to the Weed Board on or before
February 28th, 2018. Cost-share reimbursements are a function of the total number of acres treated during the spray program. The exact cost share amount cannot be determined before program completion.
- Herbicide, rate of application,and application must conform to Washington State University minimum guidelines, [Tordon (1 pt./A), Tordon/2,4-D(1 pt./A each), Milestone (3 oz/acre), Curtail (2 qt./A), Dicamba /2,4-D (1/2 lb. Dicamba, 1 qt 2,4-D/A)(Redeem 1.5 pt/A)], and all local, state and federal laws and regulations.
- The Weed Board will have the following available:
- Tordon 22K (Picloram) (2 lb ae/gal) at $40.50 per gallon for 2.5 gallon size and $40.50 per gallon for the 1 gallon size.
- Milestone (aminopyralid, 2 lb ae/gal) at $277.00 per gallon for the 2.5 gallon size and $70.75 per quart for the quart size.
- Curtail at $39.74 per gallon for 2.5 gallon size.
- Weedar 64 (2, 4-D amine (3.8 lb ae/gal)) at $12.75 per gallon for 2.5 gallon size
- R-11 (nonionic Surfactant) at $22.80 per gallon for 2.5 or 1-gallon size. If an additional adjuvant is used, you will be charged the current rate.
- Any, and all damage caused by applicator will subject the applicator, operator, and landowner to civil liability. Application mustconform to the regulations of the Washington State Department of Agriculture, herbicide chemical label, local, state, and federal laws and regulations. Failure to comply with the same will result in civil liability and potential criminal liability. To be eligible for cost share, chemical must be applied in compliance with WSU minimum guidelines and all applicable laws and regulations. All ground herbicide applications will be made at the discretion of the applicator and may be delayed and/or cancelled due to weather conditions, or other unforeseen events.
6.Due to the rising concern for possible development of herbicide tolerance, cost-share for Picloram (Tordon) will only be allowed with a tank mix combination of 2,4-D, 2,4-D/Dicamba, Curtail, Milestone or Redeem (landowner/operator shall furnish Dicamba and Redeem to the applicator). Tordon/Picloram cannot be sprayed alone! Other chemicals mixed with Picloram must be approved by the weed board in a case-by-case manner prior to spraying. Proof of mixture combination must be provided prior to cost-share approval. Failure to mix as required will result in civil and/or criminal liability.
7.Prior to approval for cost-share program, landowner/operator must:
a.complete the Registration and Agreement form to the satisfaction of the Weed Board including map approval.
b.notify all landowners of property that adjoins the property to be treated through this program and provide proof of said notification;
c.provide proof of purchase of Dicamba and Redeem for use with Tordon, if applicable.
8.Payment of cost-share will not be made until the landowner/operator:
a.completes and signs a certification of Completion;
b.provides sufficient proof of payment for all application expenses;
c.notifies, in a timely manner, any application skips; and
d.provides proof that 2,4-D was used with Tordon under steep terrain conditions, as applicable.
9.Pursuant to RCW 17.10.154, a mandatory control buffer of 1000 feet is required on all property contiguous toland used or intended to be used to provide for the growth and harvest of food and fiber. Failure to comply with RCW 17.10.154 will result in civil and/or criminal liability and any cost-share request will be denied.
10.Herbicide SHALL NOT be applied within 50 feet of sensitive areas. Sensitive areas are defined as any body water or waterway, including but not limited to spring, brook, river, stream, pond or lake, residential buildings, trees, power lines or sensitive crops. Sensitive crops are defined as peas, garbanzo beans, alfalfa, and any other broad leaf crops.
11.The Weed Board reserves the right to file authorized liens against the real property subject of any Registration or subject of any application using cost-share herbicide.
12. A limited number of biologicals (Eustenopus villosus) may be available for spring2018. If interested, indicate on theSPRING 2018 APPLICATION FOR BIOLOGICAL CONTROL OF YELLOW STARTHISTLE form.
13.Detailed maps must accompany application forms showing exact location to be sprayed, all sensitive areas, adjacent land use, and all areas where herbicide will NOT be sprayed.The Weed Board shall map, using Google Earth, the area to be treated using maps provided by landowner. The landowner must approve the google earth map prior to treatment. The Weed Board shall rely on the applicant’s approval and is not liable for accuracy of any map or information supplied to the Weed Board. By providing information to the Weed Board, the applicant represents that he/she will comply with all guidelines, laws, rules and regulation.
14.Approval of cost-share or payment of any kind is not approval of application. It is the responsibility of the applicant and landowner to ensure compliance with guidelines, laws and rules.
15.Any and all representations or agreements by the Weed Board, any of its members, employees, representatives, or agents are non-binding unless in writing and signed by the Weed Board and the applicant.
16.Maco Aviation Inc. will offer aerial application to cost-share participants at the following rates:
minimum charge of $ 600.00
- $17.00 per acre for less than 100 acres
- $14.00 per acre from 100 to 249 acres contiguous
- $12.50 per acre for 250 to 499 acres contiguous
- $11.50 per acre for 500 to 749 acres contiguous
- $11.00 per acre for 750 or more acres contiguous and in manageable terrain.
- Specialized jobs involving sensitive areas or other concerns will be evaluated and quoted on a case-by-case basis.
The Weed Board makes no representation as to any quality, qualifications, ability, or performance of aerial application and makes no guarantee of any kind regarding aerial application. The Weed Board does not endorse Maco Aviation Inc.and cost-share participants are not required to utilize Maco Aviation Inc. for application. By accepting any particular bid for aerial application, the Weed Board does not guarantee proper application. The Weed Board does not instruct, direct or otherwise exercise any control over any aerial applicator, including Maco Aviation Inc.. Any and all acts or omissions on the part of any aerial applicator, including Maco Aviation Inc.is the sole responsibility of said applicator.
Acres to be sprayed are grouped for two applications by Maco Aviation Inc. following a signup period of approximately one month. The first group of acres will be sprayed beginning approximately March 1st 2018. The second group of acres will be sprayed in the fall sometime after approximately October 1st, 2018. All aerial herbicide applications will be made at the discretion of the applicator and may be delayed and/or cancelled due to weather conditions, or other unforeseen events. Any approved acres not sprayed in the fall due to aerial applicators discretion may be rolled into the following spring acre program.
17.The Weed Board aerial applications and ground applications will be cost-shared at a full rate. Non-contracted aerial applications will be funded at a discounted rate to be determined at the end of the spray season by the Weed Board. Calculations will be on a per acre basis.
18.Failure to meet any of the requirements of these guidelines will result in non-payment.
