BOONSBORO MAYOR AND COUNCIL
REGULAR MEETING MINUTES
February 4, 2008

The Mayor and Council of Boonsboro regular meeting session convened at 7:00 PM with the pledge and invocation. In attendance were Mayor Kauffman, Assistant Mayor Long, Councilmen Chambers, Hawkins, Nuice, Grove, and Councilwoman Mose. Also in attendance were Town Manager Smith and Police Chief Hewett.

The regular session of the Mayor and Council on Monday, January 7, 2008 closed at 8:30 PM. and moved into executive session to discuss a personnel matter as stated under 10-508-1 of the Annotated Code of Maryland. In attendance were Mayor Kauffman, Assistant Mayor Long, Councilmen Chambers, Hawkins, Nuice, Grove, Councilwoman Mose, Town Manager Smith, and Police Chief Hewett.

Motion by Hawkins, second by Chambers to approve the January 7, 2008 Regular Session Minutes, and motion carried.

Motion by Nuice, second by Mose to approve the January 7, 2008 Executive Sessions Minutes, and motion carried.
Motion by Chambers, second by Long to approve the January 29, 2008 Workshop Meeting Minutes, and motion carried.

Motion by Grove, second by Chambers to approve the January 29, 2008 Workshop Executive Session Minutes, and motion carried.

Motion by Hawkins, second by Grove, to approve the January 2008 Treasurers Report, and motion carried.

Motion by Grove, second by Long to approve the January 2008 Bills to be Paid, and motion carried.

GUESTS
Swearing in of Officer Shawn Faith: Mayor Kauffman presented the Oath of Office to new Boonsboro Police Officer Shawn Faith. Officer Faith paid his own way through the Police Academy and graduated in June 2007. Officer Faith thanked Chief Hewett and the Town for allowing him to begin his career in Boonsboro.

County Commissioner Kristen Aleshire was in attendance for a short portion of the beginning of the meeting.


Boonsboro Recycling Task Force: Janeen Solberg presented the door-to-door survey results for curbside recycling with a goal of completing 33% in each of the nine zones (489 homes). The results showed an average of 40.7% of the homes surveyed taking part in some sort of recycling, and 86% wanting curbside recycling. Mayor and Council are concerned about cost for curbside recycling, and Commissioner Aleshire commented about the County’s need to become partners in the matter in order to make the program and the cost feasible.

NEW BUSINESS

Introduction of Ordinance 2008-01; $78,000 Alternate 40 Waterline Extension Bond: Engineers portion of the ALT 40 Waterline Extension was presented to the Board of Public Works and approved on Wednesday, January 30, 2008 for $78,000 and an Ordinance is being requested for introduction authorizing the Mayor and Council to enter into this loan at an interest rate to be established at the time of loan closing. Estimated interest rate is at 2.10% for 20 years. Public

Hearing to be held prior to March Mayor and Council meeting. Motion by Chambers, second by Grove to approve the Introduction of the Ordinance. Motion carried.

Introduction and Approval of Resolution 2008-01; Authorizing Resolution to Secure Interim Financing for the Construction of a Wastewater Treatment Facility: A 2 year line of credit will be established at 4.76% to provide Interim Financing for the Waste Water Treatment Plant in the amount of $5,991,000, or the equivalent of the USDA Loan, and will be paid off with the USDA Federal Funding Loan at project completion. Motion by Grove, second by Hawkins to approve the Resolution. Motion carried.

Introduction and Approval of Resolution 2008-02; Authorizing Resolution to Secure USDA Funding for the Construction of a Wastewater Treatment Facility: USDA Authorizing Funding Resolution is required to permit the Town to obtain the $5,991,000 in loan funding and the $1,009,000 in grant funding for the Waste Water Treatment Plant at 4.5%. Motion by Nuice, second by Chambers to approve the Resolution. Motion carried.

Procurement of Character Counts Banners: The Town Manager contacted Carolyn Brooks, Founder and Chairperson, in October 2007 regarding information on the banners to be placed at the Boonsboro School Complex. The outdoor banners cost is $750. Motion by Grove, second by Nuice to purchase the banners. Motion carried.

State Highway Administration to Retro-Fit Sidewalk Grant: The Town has received a $79,250 Construction Grant Award – Engineering to be paid by Town. Quote obtained from CDM in February 2007 for $11,600. Request to seek engineering bid from TRIAD for engineering, and pole vote Mayor and Council. Sidewalks to be constructed along MD State Highways in designated revitalization areas. Grant money to be used to complete sidewalks alone MD34 from the Library to the center of Town. Motion by Grove, second by Hawkins to obtain engineering quotes. Motion carried.

Donations: To Ronald Shumaker in lieu of flowers for brother’s funeral in the amount of $100. Motion by Mose, second by Long. Motion carried.

Donation of Bast Clock: Antique Boonsboro clock to be donated to the Town, and the Town to be named Trustee to the clock. Attorney Wantz will acquire information on insuring the clock. Motion by Grove, second by Long to accept the clock from the Bast Estate to the Town, and to place it in the New Library. Motion carried.

COMMISSION REPORTS

Planning Commission: Councilman Nuice – Commission met on January 23, 2008. Met with ERM on January 10, 2008 to discuss the Comprehensive Plan, and Work Sessions are scheduled for further discussion of the Comprehensive Plan. Concept Plan for single story quad condominium units for Fletcher’s Grove approved. Forty single family homes proposed for Griffith Farm on Monroe Road denied.

Police & Public Safety: Assistant Mayor Long – January 10, 2008 meeting. Attorney Wantz reviewing new Skateboard Ordinance. Cost of yellow striping for St. Paul Street to be prepared and submitted for approval.

Police Department Report: Chief Hewett – 316 calls for service in January 2008. Annual Report submitted to Mayor and Council.

Utilities: Councilman Chambers – Updates of the Waster Water Treatment Plant and Alternate 40 Waterline. Developer Agreements – New Water Monitoring Requirement and Water Rate Study.

Park Board: Councilman Hawkins – Dave Wade appointed Chairman. Discussion and preparations of events for the coming spring and summer. Shafer Park playground equipment in use by children, and area has been mulched. Library Update – Carpet installed – progress meeting on February 13, 2008. Possible opening in early March 2008.

Town Manager: Town Manager Smith –

·  Spring Bulk Pick-Up is scheduled for Saturday, April 12, 2008

·  Independence Day Event is scheduled for Sunday, July 6, 2008, with a rain date of Monday, July 7, 2008

·  Continue to seek interested citizens to fill vacancies on the Park Board, EDC, and Planning Commissions

·  Bids received on Park Pavilion Upgrade on Friday, February 1, 2008.

Citizens Comments

Representatives from Washington County Community Mediation Center explained their programs. Information and services are offered to each Municipality. Brochures distributed to Mayor and Council. All mediation is confidential.

Motion by Nuice, second by Grove to close the regular session at 8:45 PM, and move into Executive Session to discuss a personnel matter. Motion carried.
