PRINCIPAL LICENSURE PROGRAM CHANGES

I. PRINCIPAL LICENSURE GRADE BAND CHANGE

RATIONALE

The Ohio State University’s (OSU) current principal licensure program offers two levels of licensure; ages 3 through 14 and ages 8 through 21. These two licensure levels wereestablished to align with the two principal licensure levels that were granted by the Ohio Department of Education (ODE). These two levels were Grades PK-8 (corresponding to ages 3 to 14 years) and Grades 7-12 (which included ages 8 to 21). More recently, ODE eliminated the two licensure levels and replaced it with three;Grades PK-6, Grades 4 - 9, and Grades 5 - 12. Because the two licensure levels no longer exist, OSU must align its program to reflect the three principal licensure levels offered by ODE.

A. PROPOSED CHANGES TO THE PRINCIPAL LICENSURE PROGRAM

The Ohio State University’s principal licensure program should be approved to offer three licensure levels; Grades PK-6, Grades 4 – 9 Grades 5 – 12.

B. PROPOSED CHANGES TO THEFIELD EXPERIENCE COURSE TO ALIGN WITH THE GRADE BAND CHANGE

In addition to meeting ODE’s teaching experience and teaching license requirements, students must also complete the principal licensure coursework that includes a 3 credit hour field experience. The field experience must be completed in the grade level where licensure is sought under a site supervisor. With the change to three licensure levels, students must select which level they are seeking and complete a supervised field experience within the grade level. If the students meets ODE’s teaching and teaching licensure requirements and desire to obtain more than one principal license, they must complete additional field experience requirements as outlined below.

ESEADM 6189.xx Field Experience

The Ohio State University will offer three licensure levels aligned with the Ohio Department of Education’s Principal Licensure levels. The field experience course associated with each level will be further identified by a different course number (ESEADM 6189.xx), with hours ranging from 0.5 to 3.0 credit hours.

Candidates Seeking One Licensure Grade Band

ESEADM 6189.01 Planned Field Experience: Grades PK through 6 – Elementary Level

- Complete a minimum of 216 hours of field experience under the site supervision of an appropriately licensed (PK-6) building administrator in anelementary school setting.

ESEADM 6189.02 Planned Field Experience: Grades 4 through 9 - Middle Level

- Complete a minimum of 216 hours of field experience under the site supervision of an appropriately licensed (Grade 4-9 or 5-12) building administrator in a middle school setting.

ESEADM 6189.03 Planned Field Experienced: Grades 5 through 12 High School Level

- Complete a minimum of 216 hours of field experience under the site supervision of an appropriately licensed (Grade 5 – 12) building administrator in a high school setting.

Candidates Seeking Two Licensure Grade Bands**

- Complete a minimum of 275 hours of field experience with activities well distributed between the two grade bands under the supervision of two different site supervisors, one at each level and, respectively, in the two different school level settings where licensure is being sought. In additioncandidates seeking two licensure levels must complete two assessments (professional development case study), one for each grade band for ESEADM 7350.

Candidates Seeking Three Licensure Grade Bands**

Complete a minimum of 335 field hours of experience with activities well distributed between the three grade bands under the supervision of three different site supervisors, one at each level and respectively, in the three different school level settings where licensure is being sought. In addition, for ESEADM 7350 candidates seeking three licensure levels must complete a total of three assessments (professional development case study), one for each grade band.

**The university field experience supervisor must approve the site, supervisor and projected hour distribution for those candidates seeking two or more licensure levels prior to the start of the field experience.

II. CURRICULUM CHANGE

RATIONALE

Individuals working or preparing to work in a K-12 building leadership position need to know how to effectively use a variety of student and school related data to guide educational decision-making.

Leaders must have the skills to engage in a cycle of improvement planning to assess effectiveness and identify areas of focus. This involves the ongoing analysis of data to inform decisions. The urgency to use data to drive school improvement has been heightened in recent years by the accountability provisions of state and federal legislation.

ESEADM 6374: Data Based Decision Making for School Leaders is designed to assist building leaders in their understanding and ability to systematically use a variety of student and school related data to guide educational decision-making. This course will also emphasize ways in which school leaders can collaboratively work with stakeholders to use data to inform school improvement. It is believed that this course is needed to effectively prepare aspiring building leaders to make data based decisions.

A. PROPOSED CHANGE TO PRICIPAL LICENSURE CURRICULUM REQUIREMENTS

Replace ESQREM 6661: Introduction to Educational Measurement(3 semester hours) with

ESEADM 6374: Data Based Decision Making for School Leaders(3 semester hours)
