REPORT OF THE HEAD OF STRATEGIC PLANNING SERVICES ON THE PROGRESS OF POOLE’S CORE STRATEGY AND SITE SPECIFIC ALLOCATIONS DOCUMENTS

  1. Members will be aware that for the last few years’ preparation of Poole’s Local Development Framework (LDF) has been taking place. The LDF will in time replace the Poole Local Plan First Alteration Adopted March 2004 as the basis for making planning decisions. The LDF is not a single document but a suite of documents that read together form the spatial planning framework for the Borough.
  2. The first and most important of the LDF documents is the Core Strategy. This sets the overarching context for the other LDF documents. It contains the Vision for Poole which is shared with the Sustainable Community Strategy, sets out 8 strategic objectives and articulates a spatial strategy for the town i.e. how the town will respond to the challenges it faces. There are then 38 overarching policies which will help shape Poole’s future.
  3. The Core Strategy has been submitted to the Secretary of State for consideration and an examination into the plan is provisionally scheduled for the first 2 weeks of November. It is hoped that the document will be found ‘sound’ (approved) and that it can be adopted in early 2009.
  4. The Site Specific Allocations Document also forms part of the LDF. It takes its lead from the Core Strategy and will set out how the Council will meet many of the strategic requirements set out in the Core Strategy e.g. a supply of housing and employment sites, green belt boundary, areas of flood risk etc. Unlike the Core Strategy it will be accompanied by a Proposals Map that will define site and policy designation boundaries.
  5. Through the autumn commencing with an exhibition in the Dolphin Shopping Centre (30 Sept – 2 Oct) there will be the opportunity to comment on the options identified for key sites in the Borough. Further we will be holding an exhibition before each of the autumn area committees highlighting issues specific to the wards covered by each committee. For this Area Committee this will be 26 November.
