Transition Arrangements

Version 2 of this replaced qualification was republished in June 2017 to extend its last date for entry from 30 June 2017 to 31 December 2017.

This qualification and the National Certificate in Suspended Scaffolding (Level 4) [Ref: 1771] have been reviewed and replaced by the New Zealand Certificate in Scaffolding (Level 5) [Ref: 2363].

The last date for entry into programmes leading to the replaced qualification is 31 December 2017.

The last date to meet the requirements of the replaced qualification will be 31 December 2019 when the qualification will be discontinued. From that date no results can be reported against the qualification.

People currently working towards previous versions of this qualification may either complete the requirements by 31 December 2019 or transfer their results to the replacement qualification.

It is anticipated that no existing candidates will be disadvantaged by these transition arrangements. However, anyone who feels that they have been disadvantaged may appeal to The Skills Organisation at the address below.

Purpose

The National Certificate in Advanced Scaffolding (Level 5) builds upon skills and knowledge already gained in first and second-level scaffolding, and recognises the skills required of a supervisory scaffolder. It is designed to equip a supervisory scaffolder with all the necessary skills and knowledge expected within the industry and is therefore comprised of a single compulsory selection of standards. The holder of the qualification is able to manage advanced components of, and apply design principles in order to, design, plan, erect and dismantle multifaceted scaffolding structures, including suspended scaffolding structures.

This qualification is a prerequisite for the award of the following classes of endorsements within an Advanced Certificate of Competence in Scaffolding, as specified in the Health and Safety in Employment Regulations 1995:

·  D. Bracket scaffolding for tank and formwork

·  E. Cantilevered scaffolding

·  H. Hung scaffolding – including chain and wire rope

·  I. Loading platforms cantilevered from scaffolding

·  K. Safety nets for public protection.

Candidates should note that the Department of Labour or its authorised Issuing agency (The Skills Organisation) may apply additional factors in relation to the award of the Advanced Certificate of Competence in Scaffolding, such as experience requirements. When necessary, more details will be available by referring to http://www.skills.org.nz.

Study and training towards the National Certificate in Suspended Scaffolding (Level 4) [Ref: 1771], can be undertaken concurrently with this qualification, where the award of Ref:1771 is pre-requisite for the award of this qualification.

Replacement Information

This qualification and the National Certificate in Suspended Scaffolding (Level 4) [Ref:1771] replaced the National Certificate in Scaffolding (Level 4) with strands in Advanced Scaffolding, and Suspended Scaffolding [Ref: 0110].

Special Notes

People intending to study and train towards this qualification should be able to demonstrate the skills and knowledge required in planning, erection, and dismantling of complex scaffolding structures; and those required to lead a scaffolding team. Therefore, the National Certificate in Scaffolding (Intermediate) (Level 4) [Ref: 1463], or the demonstration of equivalent knowledge and skills, is a prerequisite for entry to this qualification.

Credit gained for a standard may be used only once to meet the requirements of this qualification.
Unit standards and achievement standards that are equivalent in outcome are mutually exclusive for the purpose of award. Reviewed standards that continue to recognise the same overall outcome are registered as new versions and retain their identification number (ID). This qualification and the National Certificate in Suspended Scaffolding (Level 4) [Ref:1771] replaced the National Certificate in Scaffolding (Level 4) with strands in Advanced Scaffolding, and Suspended Scaffolding [Ref: 0110].

People enrolled in programmes leading to the award of version 6 of the National Certificate in Scaffolding (Level 4) with strands in Advanced Scaffolding, and Suspended Scaffolding [Ref: 0110] with the Advanced Scaffolding Strand are advised to transfer to this qualification.

This qualification contains standards that replace earlier standards. For the purposes of this qualification, people who have gained credit for the replaced standards are exempt from the requirement to gain credit for the replacement standards - see table below.

Quality Management Systems
Providers and Industry Training Organisations must be granted consent to assess by a recognised Quality Assurance Body before they can register credits from assessment against standards. Organisation with consent to assess and Industry Training Organisations assessing against standards must engage with the moderation system that applies to those standards. Consent to assess requirements and the moderation system are outlined in the associated Consent and Moderation Requirements (CMR) for each standard.
