/ Senior Officer Group to lead – workshop to take place following the local government election (to coincide with Scottish Government consultation on proposed changes) and will involve both CHSCPB members and members of the Community Planning Strategic Partnership
Senior Officer Group – for first meeting of CHSCPB following Local Government election / Strategic Partnership (SP) leading on discussions on Integration of Health and Social Care. Chief Executives of NHS Dumfries and Galloway and Dumfries and Galloway Council have been remitted to undertake scoping work on possible future structures and for this to be taken forward by SP in consultation with other relevant groups such as the CHSCPB.
2 The CHSCPB operating and scrutinising in a clearly defined way: /
  • Understanding roles and responsibilities
  • Members affirming the principles of conduct underpinning public life
  • Demonstrating leadership and making the difficult decisions ahead
  • Transparent decision-making with the CHSCPB effectively scrutinising proposals around major issues
  • Founded on the four principles of effective scrutiny
  • CHSCPB members mindful of ‘common decision making’

  • Board to be briefed by senior managers about the roles and responsibilities of statutory agencies and statutory officers
  • Workshop to be planned for Board members to consider best practice in Effective Scrutiny
  • Proposals for effective joint/common decision-making to be developed
  • Current Partnership Agreement to be refreshed to reflect this recommendation
  • CHSCPB papers now available through Council’s Committee internet site and are available publically a week in advance of meetings
  • Partnership Agreement will be reviewed in response to the formal consultation on Integration of Health and Social Care

CHSCPB will be asked to
consider the formal consultation, changes to its role and remit and decision-making agreements in light of consultation. This will take place from June – September 2012 with a paper coming formally to the December meeting of the CHSCPB / Being led in Dumfries and Galloway by Strategic Partnership.

Senior Officer Group and Communications teams in NHS D&G and D&GC. To November meeting of CHSCPB / Workplan will be dependent on outcomes of local discussions on Integration and will come to a future CHSCPB following lead by SP.

  • Relevant development opportunities to enhance roles and responsibilities of members

  • Further opportunities across 2012/13 for workshop and development sessions for CHSCPB members will be identified, aligned with the priorities in the workplan
  • As Partnership Agreement is reviewed following consultation on Integration of Health and Social Care, the CHSCPB will consider the demands on its time and the balance of frequency/duration of its meetings
  • Proposals to be developed for Board members to share information in a workshop setting about their personal experience and interests in the change agenda and integrated approaches
  • Building on this, consideration to be given to board members having a key interest work-area and support to further develop specific expertise in this (mindful of time constraints)

Senior Officer Group to present options following formal Scottish Government consultation on Health and Social Care and workshop on this topic.
