REPORT OF THE CHAIRPERSON

  1. The Task Team was established by ICG-WIGOS in February 2012, as authorized by EC-63. The main purpose of the TT-WIP was thedevelopmentof the WIGOSImplementation Plan (WIP); the first draft to be submitted to EC-64 for approval and guidance; a final version to be approved by EC-65 (2013).
  1. The first session of the Task Teamwas held in Geneva, from 27 to 30 March 2012, chaired by Fred Branski (USA), the president of the Commission for Basic Systems and the Chair of ICG-WIGOS.
  1. The Task Team considered an initial draft of the WIP prepared by the Secretariat and developed a new version distributed to Members of ICG-WIGOS for feedback;an updated version was submitted to EC-64 for consideration and approval.
  1. TT-WIP-1 agreed on the following Terms of Reference:

a)Develop theWIGOS Implementation Plan (WIP);

b)Develop a high–level guidance document for theWIGOS-Functional Architecture (WIGOS-FA);

c)Review the Implementation Plan for the Evolution of the Global Observing System (EGOS-IP), the Implementation Plan for the Global Observing System for Climate (GCOS-IP), the GFCS Implementation Plan with a major focus on the Observations and Monitoring component, the Global Cryosphere Watch Implementation Plan (GCW-IP) and other relevant implementation plans, strategic plans and implementation activities of WIGOS core observing system components to ensure consistency of the plans and coordination of implementation activities as appropriate;

d)Submit WIP through ICG-WIGOS to EC-65 for approval and further guidance;

e)Complete initial tasks by July 2013.
