Budget and Finance Committee Meeting Minutes

November 23, 2010

Bill Vertrees welcomed the committee.

Bill Vertrees gave a brief overview of the BPS (Budget and Planning System) that is being developed.

Fiscal Year 2011 Status

Bill distributed the Fiscal year 2011 Status reports (Spending Projection and Net Resources Available Projection) as of October 31, 2010. FY09 and FY10 were shown as a comparison for FY11. Some changes will occur based on the legislature and/or governor. These documents will be shared with the Board of Trustees at their December 3, 2010, meeting. No action was taken.

The amount of financial aid available to students was discussed. Agnes Canedo indicated that we are about $5 million short to fill need grants. Bill indicated that CWU is the highest ranked state higher ed institution on ratio for waivers. Agnes indicated that there is now a Pell Accelerated grant that allows four quarters of aid rather than three.

Summer Session budget 2011

Bill distributed the Summer Session 2011 Budget Proposal from Wayne S. Quirk, Provost/Vice President for Academic and Student Life. Kevin Nemeth reviewed the document with the committee. Wendy B. suggested adding an academic chair to the committee on summer session. Matt C. asked if CWU is doing enough to grow the potential for summer session. Matt will further discuss this with Kevin Nemeth. No action taken.

Policy Change on Requesting Establishment of or Alteration to Academic Fees

Bill distributed a proposed policy change on Requesting Establishment of or Alteration to Academic Fees (CWUR2-10-030). This proposal will change the date for submission of changes.

The next meeting is scheduled for December 7, 2010.
