Nature of work:

(i) Cleaning of each of the toilets in the APSHCL, three times every day

i.e. 8:00 A.M., 12:00 Noon, 3:00 P.M.,

(ii) Brooming and mopping of office premises two times every day with

specific timing in forenoon and afternoon i.e. 8:00 A.M. and 1:00 P.M.

(iii) The agency should also inform how many workers are deployed for

the purpose every day and the professional knowledge of the

supervisor and method of supervision.

iv) The services shall also include the cost of materials like sweeping

broomsticks scented phenol, acid and other cleaning material all put

together.

v) There are 31 Toilets in G + 4 Floors.

vi) The G + 4 Floors of Office premises is having a carpet area of 28500 Sfts(Approx)

I. GENERAL INSTRUCTIONS FOR BIDDERS TO PROVIDE SERVICES OF CLEANING TOILETS, BROOMING MOPPING IN THE OFFICE INCLUDING COST OF MATERIALS

1. The Andhra Pradesh State Housing Corporation Limited requires well established and reputed Company/Firm/ Agency (hereinafter referred to as Agency) to provide cleaning of Toilets brooming & Mopping of Offices services on outsourcing basis for its Headquarters at Hyderabad located at H.No.3-6-184 , Street No.17, Himayathnagar, Urdu Gally Hyderabad. The details and application forms are attached herewith.

2. The contract will be initially for a period of one year and is likely to commence from ___.11.2011 which may be extended for a further period depending upon the performance of the agency and also manpower requirement and administrative convenience of APSHCL. The APSHCL, however, reserves right to terminate/curtail the agency at any time after giving one week notice to the selected service providing Agency owing to deficiency of service, sub-standard quality of manpower deployed, breach of contract etc.,

3. The interested Agency may put the bid document complete in all respects along with Earnest Money Deposit (EMD) of Rs. 5,000/- (Rupees Five Thousand only) drawn in favour of Managing Director, APSHCL, payable at Hyderabad, with all details before 15.00 hours on 15-11-2011 in the Box kept at the Administration wing, First Floor, in the O/o. APSHCL, Urdu Gally, Himayathnagar, Hyderabad.

4. The interested agencies are advised to submit sealed envelopes for providing Toilet and Office cleaning Services super scribing “Details for Providing Toilet and Office cleaning Services to APSHCL” and “DD towards EMD for Providing Toilet and Office cleaning Services to APSHCL”. Both sealed envelopes should be kept in a third bigger sealed envelope super scribing “Expression of Interest for Providing Toilet and Office cleaning Services to APSHCL”.

5. The Earnest Money Deposit (EMD) of Rs. 5,000/- (Rupees Five Thousand only), should be necessarily accompanied with Bid of the agency in the form of Demand Draft / Pay Order drawn in favour of Managing Director, APSHCL, Payable at Hyderabad, failing which the EOI of the agency shall be rejected summarily.

6. The successful bidder will have to deposit Performance Security Deposit as mentioned below, in the form of A/C Payee demand draft or Bank Guarantee (BG) issued by a Nationalized Scheduled Bank or Fixed Deposit Receipt (FDR) made in the name of Managing Director, APSHCL, Hyderabad covering the period of contract. The performance security should remain valid for a period of sixty days beyond the date of completion of all contractual obligations by the firms. In case, the contract is further extended beyond the initial period, the performance security will have to be accordingly renewed by the successful bidder.

7. The Agency is required to enclose duly attested photocopies of the following documents, failing which their bid shall be summarily/out rightly rejected and will not be considered any further

(a) Registration Certificate under Companies Act

(b) Registration Certificate under Contract Labour

(c) Copy of PAN card of the Agency (not of the individual);

(d) Copy of the IT returns filed for the last three financial years by the Agencies (not by the individual);

(e) Copy of EPF registration certificate

(f) Copy of the Service Tax registration certificate;

(g) Copies of previous contracts awarded by the Central /State Government/PSUs/ Bank/reputed private firms during last three years.

(h) Certified copy of bank A/c for the last two years issued by the bank

(i) Copy of the Turnover statement of last three years duly certified by the Auditor.

8. Conditional bids shall not be considered and will be out rightly rejected in very first instance.

9. Each page of the document should be signed by the bidder or by his authorized signatories with seal of the agency.

10. The bid shall be opened on the scheduled date and time (At 15.30 hours on 15-11-2011), in the meeting hall of APSHCL office, Ground Floor, in the presence of the representatives of the Agency, if any, who wish to be present at the time of opening the tender.

11. The APSHCL reserves the right to cancel all bids without assigning any reason and notice.

II. QUALIFICATION CRITERIA

The Agency must fulfill the following specifications in order to be eligible for evaluation of the bid described in detail:

a) The Agency (not individual) should have a PAN number. Certified copy of the PAN card shall be attached with the Bid document.
b) The Registered Office of the Agency should be located in Hyderabad.
c) The Agency must have a minimum of 3 years experience in Providing services to reputed private companies/Public Sector Companies/Banks /Central and State Government Departments. Details of contracts relating to Providing of services to Central Government/State Governments/PSUs/Bank/reputed private firms; in the last three years.
d) The agency should have Provided the following minimum services per month;
Toilet and Office cleaning personnel - 25 Nos.
e) The agency has to submit the details of services Provided during last three years, along with the attested copies of the concerned firms/offices.
f) The Manpower Agency should have a minimum annual turnover during last three years as mentioned below;
Toilet and Office cleaning Services - Rs.05.00 lakhs.
A copy of turn over statement duly certified by the Auditor must be enclosed with the bid document.
g) The Agency should have its own Bank Account. Certified copy of the account for the last three years issued by the Bank shall be enclosed.
h) The Agency (not individual) should be registered with Service Tax department. Certified copy of the registration shall be attached with the Bid document.
i) The Agency should be registered with appropriate authorities under Employees Provident Fund and Employees State Insurance Acts. Certified copies of the registration with EPF shall be enclosed with the bid document.
j) The Agency must be registered under Contract Labour (Regulation & Abolition) Act 1972. Registration & license No. of the agency must be submitted along with the documents.

III. REQUIREMENTS OF TOILET AND OFFICE CLEANING

SERVICES TO B E PROVIDED

The qualifications and work experience required for personnel to be deployed by Agency is detailed below. The age of the personnel deployed by the Agency should be between 21-40 years.

a) Toilet cleaning

Experience in reputed private companies/Public Sector Companies/Banks /Central and State Government Departments. Age- 21-40 years.

IV TERMS AND CONDITIONS

a) General

1.  The contract will be initially for a period of one year and is likely to commence from __.11.2011 which may be extended for further period depending upon the services requirement and administrative convenience of APSHCL. The APSHCL, however, reserves the right to terminate/curtail the agency at any time after giving one week notice to the selected service providing Agency owing to deficiency of service, sub-standard quality of manpower deployed, breach of contract etc.

2.  The agency shall not be allowed to transfer, assign, pledge or sub-contract its rights and liabilities under this contract to any other agency without the prior written consent of the APSHCL.

3.  The requirement of Toilet and Office cleaning Services to the APSHCL is only indicative and may further increase or decrease during the period of contract depending upon the exigency of work.

4.  The tenderer will be bound by the details furnished by him / her to the APSHCL while submitting the bid or at subsequent stage. In case, any of such documents furnished by him/her is found to be false at any stage, it would be deemed to be a breach of terms of contract making him / her liable for legal action besides termination of contract and EMD will be forfeited.

5.  The APSHCL reserves right to terminate the contract during the period also after giving a week notice to the contracting agency without assigning any reason.

6.  The EVALUATION COMMITTEE of APSHCL will evaluate the bid documents and award marks based on the qualification parameters prescribed. The agency scoring highest marks will be selected.

b) Liabilities, Control etc. of the persons deployed

7.  The Agency shall ensure that the services provided in the APSHCL confirms to the specifications of age, and experience as prescribed in the Tender Document.

8.  The contracting agency shall furnish the following documents in respect of the services who will be deployed by it in the APSHCL before the commencement of work:

a. List of persons deployed;

b. Bio-data of the persons along with the certificates in respect of educational/professional qualifications etc.

c. Certificate of verification of antecedents of persons by local police authority.

d. Detailed proof of identity like driving license, bank account details, proof of residence and recent photograph of the personnel deployed by the agency in APSHCL.

9.  The committee of APSHCL will conduct Screening Tests followed by Oral Interview to short list the candidates sponsored by the agency and a Panel will be drawn.

10.  The Agency shall ensure that the personnel deployed are medically fit. The Agency shall withdraw such employees who are not found medically suitable by the office immediately on receipt of such a request.

11.  The Agency shall provide Photo Identity Cards to the persons employed by him/her for carrying out the work. These cards are to be constantly displayed & their loss reported immediately.

12.  The Agency shall be responsible for proper conduct of his personnel in APSHCL office premises and out side during duty hours. In case of any damage/ loss/theft etc. to the property of APSHCL which is caused by the personnel deployed by the agency, the agency will either be liable to make good the loss on the basis of the value of the property as determined by APSHCL or the same could be recovered from the performance guarantee/ monthly payments due to the Agency.

13.  The contracting agency shall replace immediately any of its personnel who is found unacceptable to the APSHCL because of security risks, incompetence, conflict of interest, improper conduct etc. upon receiving written notice from the APSHCL. The delay in providing a substitute beyond five working days would attract a penalty @ Rs.100 per day on the service providing agency.

14.  The personnel deployed to APSHCL, to attend services shall not be changed by the agency in any circumstances unless there is a specific request for so from APSHCL in writing. Similarly Agency can change the personnel deputed with advance intimation to the APSHCL duly providing substitute.

15.  The agency shall nominate a coordinator who would be responsible for immediate interaction with the APSHCL so that optimal services of the persons deployed by the agency could be availed without any disruption.

16.  The agency shall immediately provide a substitute in the event of any person proceeds on leave/ absent to the services due to his / her personal reasons, from the panel finalised by the APSHCL.

17.  The agency shall immediately provide a substitute in the event of any person leaving the services due to his / her personal reasons. The delay in providing a substitute beyond five working days would attract a penalty @ Rs.100 per day on the service providing agency.

18.  It will be the responsibility of the agency to meet transportation, food, medical and any other requirements in respect of the persons deployed in the APSHCL and the APSHCL will have no liabilities in this regard.

19.  For all intents and purposes, the agency shall be the “Employer” within the meaning of different Labour Legislations in respect of manpower so employed and deployed in the APSHCL. The persons deployed by the agency in the APSHCL shall not have claims any Master and Servant relationship against APSHCL.

20.  The agency shall be solely responsible for the redressal of grievances/ resolution of disputes relating to person deployed. The APSHCL shall, in no way, be responsible for settlement of such issues whatsoever.

21.  The APSHCL shall not be responsible for any financial loss or other injury to any person deployed by service providing agency in the course of their performing the functions/duties, or for payment towards any compensation.

22.  The personnel provided by the agency shall wear uniform which are to be provided by the agency.

23.  On selection the agency is required to enter into agreement with terms and conditions as prescribed by APSHCL and to sign on each page of document.

24.  The personnel provided by the agency are liable to be utilized anywhere within or outside the campus as per need and requirement. The agency should ensure that the personnel report and perform duties accordingly as per orders of A.P.State Housing Corporation Limited from time to time.

c) Legal

25.  The agency will be responsible for compliance of all statutory provisions relating to Minimum Wages, Provident Fund, and Employees State Insurance etc. in respect of the persons deployed by it in the APSHCL.

26.  The agency shall also be liable for depositing all taxes, levies, Cess etc. on account of service rendered by it to APSHCL to concerned tax collection authorities from time to time as per extant rules and regulations on the matter. In case, the contracting agency fails to comply with any statutory/ taxation liability under appropriate law, and as a result thereof the APSHCL is put to any loss/obligation, monetary or otherwise, the APSHCL will deduct the same from the monthly bills and or the Performance Security Deposit of the agency, to the extent of the loss or obligation in monetary terms.
