WINTER MAINTENANCE: We will not start before 3:00 A.M., and if they start this early, they have been instructed to shut down by 6:00 PM. This is for insurance reasons because of long hours. We do not plow private driveways unless it is an emergency or if you can no longer move the excess snow by other means. Last Mays Spring Storm stretched our limits in providing services for all in need. Thanks for being patient during that storm.
Please do not park overnight on the roadways so the snow can be removed in a timely manner. Do not plow snow onto the highway – this could cause an accident and you would be liable. If we have to come back to remove it – you will be charged for the costs.
ANIMAL CONTROL: We do not pick up Dogs or Cats. If you capture one you may take it to the Humane Society stating you are from the Town of Menomonie. The Sheriff’s Department will pick up captured dogs in some cases. The Sheriff’s Department handles dog’s running at large and excess barking complaints.
2013 ROAD CONSTRUCTION: Service road across from Birch Terrace had minor construction and re-surfaced. Woodlawn Terrace – 479th Ave., 473rd Ave. (West End) resurfaced, and part of 462nd Ave. and 463rd Ave. (West Birch Creek). We laid down 287 tons of asphalt spending $18,263. We seal coated 620th Ave., and 420th Ave. Areas were spray patched along with extending a box culvert on 450th Ave. General patching was completed and culverts replaced where needed.
390th St. / Rudiger Road: Construction will begin in the fall of 2015 on the North End. We received a grant to finish the North End. This grant totals over 1 million dollars in which we will be responsible for $500,000.
COUNTY ZONING: The county passed a new zoning ordinance that replaces the old one. The township will have new zones and the plan commission and board is in the process of drawing new maps for our town. After this is completed we will have a public meeting to allow one to review it and offer suggestions. We will remain under the old county zoning for one year in which time the board will vote to join the county or create their own zoning. It would be costly to the latter. We had much input in the drafting of the new zoning in which I spent many hours with the PDR committee.

ORDINANCE CITATIONS: The town will be passing an ordinance for issuing of citations on town ordinance violations. This will allow for a smoother operation when violations are identified- owner notified and action that maybe required.
NEW DOG ORDINANCE: January 1st a new ordinance will take effect. It addresses dogs running at large, barking dogs and vicious dogs. The board will be enforcing certain parts of this ordinance along with other statutory laws. You will still have to call the sheriff’s dept for immediate action if needed. Citations will be issued, with a witness willing to testify, after board approval. You may access the ordinance on the web or contact our clerk for a copy.
IRVING CEMETERY: The cemetery has been cleaned up – but looking for volunteers to identify an update the map. It is a mess.
PLAN COMMISSION: Land divisions/sub-divisions need to come before the commission prior to the board. Contact Plan Commission Chairman or Town Chairman if you have questions?
BURNING PERMITS: You must have a burning permit issued by the Menomonie Fire Department before you burn anything but a campfire. Failure to do so may result in the Fire Department responding, and you would be liable for the total costs of the fire call, and likely to be issued a citation for no permit.
OUTDOOR WOOD FURNACES/BOILERS: The town has an ordinance restricting the placement of outdoor furnaces. This was adopted July, 2006. Some may have installed these without permits. If one is installed without a permit the fine is $50.00 plus costs and $100.00 for every 30 days in violation without a permit. You may see the ordinance on our web site.
ANNUAL MEETING: The annual meeting will be on Thursday April 10th at 6:00 p.m. at the town hall.
ADMINISTRATION OF TOWN GOVERNMENT: Is it time to look at a town manager/administrator to manage the town – election officials would still be in charge – but day to day operations would be handled by the appointed person. Costs? Estimated costs $50,000 - $75,000 per year. The board would take fewer salaries, but would not make up the difference for the costs. Highway Commissioner: This position would oversee the roads both summer and winter – supervise employees, look for grants, file appropriate papers with the state, etc. That person would report directly to the board. Estimated Costs: $10,000 per year. Appointed Clerk/Treasurer: Is there interest in combining these positions? There would be some standard office hours allowing people to do business with the town. Less waiting for information. This would allow smoother operation in administration of the town’s needs. It would be combined before the 2015 spring elections. Financially it would be a wash. Five Member Board: Two members would be elected in the off years and three the even years. It would allow for more representation of the constituents. It would cost more as two more members would see a salary.
Presently the chairman spends up to 20+ hours a week doing the town’s administration. It is difficult for one to take on this responsibility with the time consumption needed.

REAL ESTATE TAXES: Enclosed are your 2013 Real Estate Tax Notice(s). Taxes are due on or before January 31, 2014, whether paid in full or installments. Please make your tax payment by mail. Make your check or money order payable to "TOWN OF MENOMONIE". Please do not pay your taxes in cash.

Please be sure to:

1.Add all your tax bills together;

2.Add solid waste charge ($51.00 per household);

3.Add dog(s) and make check payable (with your telephone number) to Town of Menomonie and mail to:

Please check your tax bills to be sure you have received a bill for all that you own. If you have sold all or part of your property, please notify me as soon as possible so that the tax bills can be sent to the correct owner.

I try to return your paid receipt to you as soon as possible. If you do not receive your receipt within a couple of weeks of paying your taxes, please give me a call to be sure that I received your check. If I do not receive your check postmarked by January 31, 2014, you will be charged interest and penalty.

LOTTERY CREDIT: If you were the owner of your residence on January 1, 2013, and used that property as your primary residence, you are eligible to receive the lottery credit. If you did not receive the lottery credit, please contact me and I will make the adjustment on your tax bill. If you lived in your house after January 1, 2013, you will be eligible for the lottery credit next year. Please contact me so that I can send you a Lottery Credit Application so that the lottery will be subtracted from your taxes next year.

SOLID WASTE FEES: The Solid Waste and Recycling fee is an annual fee which is separate and in addition to your real estate taxes. To cover the costs of the Dunn County program, each township is charged a per capita fee. The Town of Menomonie's portion for 2014 is $62,472.23. Each household is charged $51.00 to pay for this fee. This fee is separate from and in addition to your taxes and is due on or before January 31, 2014, along with your taxes.

Each household MUST pay the solid waste fee. Even though you may pay a private hauler to pick up your garbage, you still must pay the solid waste fee. If not paid, interest will be charged at the rate of 1% per month. In the event this is not paid in full before the next tax season, it will be charged as a special assessment on your next year’s tax bill. Your Solid Waste Permit is enclosed. If you did not receive a permit, give me a call so I can send you one.

If you do not have a house on your property and are not planning on building one in the year 2014, you do not have to pay for a solid waste sticker.

For those of you that have your mortgage lender pay your taxes, I do ask the mortgage lender to pay your solid waste. Since they sometimes do not do this, I will notify you that you still owe for this charge. Please pay that to me promptly.

ADDRESS CHANGES: If for some reason your address is not correct on any of your tax bills, please make the change on the tax notice and send it to me with your tax payment and I will update the tax records.

DOGS: In accord with Wisconsin Statutes, each dog must be licensed and have current rabies shots. Please fill out the attached form and mail with your check and rabies certificate from the Vet. I will issue a license, dog tag and return your rabies certificate. The cost of license is $4.00 for each spayed and/or neutered dog and $9.00 for each unspayed and/or unneutered dog. Kennel license are $35 for up to 12 dogs and $4.00 per dog after 12. DOGS MUST BE LICENSED BEFORE APRIL 1, 2014, OR A $5.00 LATE FEE WILL BE CHARGED. You may want to include the dog license fee with your taxes; separate checks are not needed, but please be sure to include the rabies vaccination.

Landlords: Please be sure your renter’s license their dogs. If you no longer own a dog, please make a note to that effect and send it along with your taxes so your name can be removed from my list, otherwise you may receive a reminder.
