2.Consent Agenda-(Motion for approval needed)

Minutes from the September19, 2016 Regular Board Meeting and the October 3, 2016 Work Session Meeting.

Johnson moved to adopt consent agenda as presented, Weaver seconded, approved unanimously.

3.Communications and Hearing of Interested Parties

The Board welcomes visitors to our meetings, and values comments from district patrons that improve the quality of education for students. The Board, at their discretion, will recognize comments from the audience during discussion for agenda items. However, the Comments from Visitors section is intended for items that do not appear as an agenda item. We must require, however, that complaints be directed through the administration for resolution. Comments made during this session must be free of abusive language, personal attacks on district personnel, and not directed towards any department which, due to its low staffing, would amount to an attack by in affect naming district personal. We also ask that presentations be limited to (5) minutes.

Paulette introduced Lori Kellogg from NWRESD, she will be our regional representative this year.

New Business

Art Trip to Seattle w/ Janet Sheridan-(Action required for approval)-Janet Sheridan asked the board to approve an art trip to Seattle on April 20-21st 2017. She will be taking 8 students in the 11-12th grade. The trip will be paid from the Astoria Visual Arts grant and will also fund several local art shows. Vanderburg asked if other students from the local area going, she stated yes. The group will take the train from Kelso to Seattle and they will visit theSeattle Art Museum and local galleries. Weaver asked how she was choosing the eight students, Sheridan stated mainly the students who show interest or if they are pursuing an art degree, Johnson moved to approve, Weaver seconded, approved unanimously.

KEA President Melissa Grothe M97-(Information only)-Grothe gave a brief statement on the KEA’s stance onM97, they are supporting this measure as a union. No discussion.

Policy GCBDD/GDBDD Sick Time- (First Read)-Fowler stated we now need to offer sick time to our subs and coaches per the new Oregon law and this policy outlines the way we accrue it. This does not change the way we offer sick leave to our regular employees. We will need to put a practice around using sick time. Discussion followed.

Forestry Update-(Discussion only)-P. Johnson stated we have had discussions with Bob Brockey regarding the trees in the district that need to be thinned. He would like to remove the trees by the sewer system and the others by the baseball field, this would help with building and ground maintenance. Browning, Vinson Bros., and Nygaard Logging would be the local companies to pursue bids for the work. E. Johnson asked Bangs what he thought, are we losing value, he stated a small amount each year. Discussion followed. Vanderburg could we tie this into our facilities planning, E. Johnson stated yes , P. Johnson will bring back more information, E. Johnson stated we should log it all at one time. No further discussion.

General Reports

HLE/SPED Reports-Collier reviewed her notes from HLE. She stated our SOAR readers are up and running.

• The COSA conference was one of the best she has been to in recent years.

• Reminded the board about the upcoming burger bingo night.

• E. Johnson asked who does the vision screening, she stated the Lions Club, and they check K-6 students. Nurse Lynn gets all of the reports and lets families know if there is an issue, this is an annual event.

Financial Report-Fowler reviewed her notes from the district office. The auditors will be in the office Thursday and Friday this week. Bob took a second sample of water for lead testing. Ed asked when we are doing the radon testing, she stated we have the plan in place but do not have it scheduled at this time.

KHS Report-Smalley is absent, her report was included.

Superintendent Report-Gave the board the handout on the upcoming OSBA election,will put on November’s agenda for discussion.

• Clatsop County Crisis response training is next week, Laurel, Leila, Chris, Nurse Lynn and Paulette will be attending.

• Working with the Clatsop County Sheriff department to set up a visit.

• Will be replacing a language arts teacher at the high school, we had a teacher that needed to resign for personal reasons, we have interviews set up this week.

Johnson moved to uphold the superintendent's decision, Goozee seconded, Weaver yes, Vanderburg yes, Bangs, abstained. Motion passes.

Johnson moved to adjourn. 6:27 p.m.
