Division Council Meeting

December 19, 2007

Present: Gary Robertson, Jan Caldwell, Jonathan Ott, Arlene Bautista, Josh Armstrong, Michael Doucette, Michael Martinez, Stephen Port, Erick Mendoza, Ruben Lopez, Michael Desanto, Jeffrey Lewis

The meeting began at 2:05 p.m.

The minutes of the October 17, 2007 meeting were approved with the following corrections: Bike Patrol - Redondo Beach PD could provide more training for our bike patrol officers.

Old Business:

Segway Project – About a week ago, a Segway sales representative met with Chief Port. The product was demonstrated, and the police department is waiting for a price quotation for 4 Segways.

ECC Bookstore ADT Presentation – Since our last division council meeting, there has been no further information from the bookstore regarding the ADT presentation.

Pacific Parking Systems – The vendor can provide an upgrade for the machines. All machines will be hardwired instead of using solar power. The machines will also be fitted with wireless connection to allow students to purchase parking permits with a credit card.

In 2008, the counting of parking permit machine monies will go back to the cashiers at the accounting department.

Officers at the EC Compton Center Police Department are ready to make a proposal for negotiations. The department moved from the modular building to building V-72. The consultant has just finished the radio, etc. specs for EC Police Department and EC Compton Center Police Department. It is ready to go out to bid.

New Business:

Active Shooter Training - Gardena Police Department invited El Camino Police officers to participate in the active shooter training in February 2008.

Gardena SWAT Membership - Lt. Rickerl made a proposal to offer El Camino Police Department membership for two officers on their swat team. This was presented to VP Jeff Marsee. If this works out, ECPD will have access to a SWAT team. ECPD will have to purchase equipment and uniforms. Training is held each month for a day and a half.

Tiburon Update – It is anticipated that the department will go live with Tiburon on January 1, 2008. A specific format must be used. All codes have changed. Reports are going to change, and stats used as part of the yearly officer employee evaluations will no longer be available on Tiburon. Officers will be able to do warrant checks and report writing can be done from the MDC. Tags will be entered on real time and will no longer be able to be back dated. There is a training version available for officers’ use.

Used Blankets in Booking Area - Sgt. Ott sent an email with the procedure for used blankets. When officers are finished booking the suspect, the used blanket should be placed in the designated dry cleaning bag stored in the top drawer of the 2-drawer lateral file cabinet.

Police Vehicles In Sally Port – Police vehicles in the sally port should be parked in a stall at all times.

Facility for Rape Victims – There was a discussion as to which rape crisis facility a rape victim should be taken. There are two facilities: SART which is located in the South Bay area and Santa Monica Rape Center in Santa Monica, California. Chief Port will contact SART (Sexual Assault Response Team) and report back at the next division council meeting.

It was recommended to have a procedures manual at the Dispatch Center. Rape kits should also be available for use.

Round Table

There are officers who take a considerable amount of time off and sign-up for overtime.

When time off is approved, a junior officer gets called to fill the shift. It is an issue when the junior officer is off during a special family occasion and is ordered to come in to fill the shift. Officer Robertson will discuss this further with Chief Port.

New student worker position titles and salaries – Implementation of this is on hold until the department receives further direction from Human Resources.

Transients who have “roots in the park” – Can the El Camino Police Department coordinate with the County of Los Angeles Police Department to do a once a month sweep? Chief Port will contact the County of LA police chief.

ECPD Dispatch Center receives calls from residents in the neighboring communities. Can the El Camino Police Department send a representative to attend the monthly resident neighborhood watch meeting?

Crimes Involving Property - When officers handle crimes which involve property, a dollar amount is needed. The dollar amount on damages must be a separate amount so that it will not be incorporated into the report. With a stolen car, it is reported stolen, and if it is recovered the recovery amount is needed.

Active Shooter – Can Gardena modify their program to use ECPD’s weapons?

Chief Port was please on how sexual assault case was handled. The reports were excellent.
