ANNEX F – Technical Offer forms

Please complete the following forms with accurate and reliable information.

As specified in the Invitation to Bid, the Technical Offer must:

·  Be stamped and signed by the Bidder or his duly authorized representative;

·  Include a CD-ROM or PEN DRIVE containing the electronic version of the technical offer

The Technical Offer and any other relevant document shall be in English language only. Documents in other languages will not be considered.

Wherever the original documents are in Myanmar Language, an English translation must be attached.

All the documents indicated in the present Annex F shall be included in the Technical Envelope.

1.  Implementation Approach

The Bidder shall provide:

1.1.  Organization and Methodology Document (not exceeding ten pages) This Document, in English language, shall provide a detailed description of the methodology proposed by the Bidder for the implementation of each task described in Annex A – Terms of Reference (i.e.TA1, TA2, TA3, TA4, TA5, and TA6); and a list of the proposed actions that the Bidder considers necessary in order to achieve the Contract objectives according to the requirements specified in the Bidding Documents. The Document shall well demonstrate the Bidder’s accurate understanding of the scope of the Service, clarifying the quality and relevance of the proposed approach to deliver the required Services. The Bidder is also requested to propose a Set of Monitoring and Evaluation Indicators. Eventually, the document shall also include an identification of possible risks and mitigating measures affecting the execution of the Contract, with clear explanation on how to deal with potential conflict of interest, confidentiality, etc. Maximum score that can be obtained is equal to 30 points;

1.2.  Example of Data Collection Sheet that the Bidder proposes to be utilized for the survey of the culturally and historically significant buildings to be carried out as per the scope of the present Bidding (see Annex A - TA3 and notably TA3.1). Maximum score that can be obtained is equal to 8 points;

1.3.  Number of Buildings to be surveyed (see Annex A - TA3 and notably TA 3.3 and 3.4). The Bidder shall indicate the overall amount of buildings that will be surveyed within the time limit indicated for the Service (12 months) and as per indications provided in the Invitation to Bid, Terms of Reference and other relevant Bidding Documents. Detailed information, clarifying the rational justifying how this was calculated shall be provided to bring evidence of the capacity of the Bidder to properly and effectively survey the sites (see Annex A - TA3). Maximum score that can be obtained is equal to 10 points;

1.4.  Example of Detailed Data Collection Sheet to be utilized for the survey of the 6 to 8 buildings that may be restored and/or re-used in the short or mid-term according to the indications provided in Annex A - TA5 and notably TA5.1). Maximum score that can be obtained is equal to 7 points.

2.  Personnel and Organizational Aspects

The Bidder shall provide the following detailed information:

2.1.  List and brief summary of the Bidder’s Organization Human resources and relevant expertise and the number of professional and administrative staff permanently providing their services within the organization. The profiles indicated in the table below shall be considered only for reference and shall be updated by the Bidder according to the Human Resources of his/her organization.

A description of how the Bidder intends to identify and contract the support of additional short term experts with the required profiles shall be provided. The Bidder should clearly describe the steps that will be used for identifying short term experts, and clarify from where it intends to outsource them (international reputed consultancy, research and academia institutions operating either in English). It should also indicate when and how it will avail of these short term experts, the allocation of tasks, workload and profiles envisaged for the various services.

2.2.  Brief Executive Summary of the Previous Experiences and Detailed CVs of the two Key Experts requested for the present Bid and described in Annex A - paragraph 5.1), well clarifying their educational qualifications and professional experiences

3.  Proposed Implementation Schedule

b)  The identification and timing of major milestones that the Bidder identifies in executing the Contract

The Bidder is expected to take into account the implementation period of the Contract, the timetable proposed in the Annex B - Indicative Project Schedule, the deliverables submission deadlines indicated in the Annex A – Terms of Reference. The submitted Timetable of Works shall be aimed at having a feasible and effective work plan which possibly proposes ameliorations in accomplishing the tasks described in the Annex A.
