Members of the public are invited to address the Town Council for 15 minutes commencing at approximately 7.00pm.

Following enquiries made to further consider the request for a delegation from Uganda to take part in an official development visit to Chepstow Town Council. (Report attached)
216. / PROPOSED CLOSURE OF BUDDEN CRESCENT, CALDICOT
To note that Caldicot Town Council hosted an open meeting for neighbouring community and town councils’ on Monday, 19th April 2010 to discus the proposed closure of the Budden Crescent respite care facility and is seeking the support of these councils in a campaign against closure of the facility. Members’ views are sought. (Notes of the open meeting are attached for information)

To consider concerns raised with regard to Military Aircraft flying west of the A466 over the Bayfield area and Pwyllmeyric. (Cllr Redhead Oral report)
218. / HORIZON NUCLEAR POWER – NEW TIMETABLE FOR NUCLEAR POWER GENERATION AT OLDBURY
To note correspondence and the news release from Horizon Nuclear Power setting out the new timetable for Nuclear Power generation at Oldbury Power Station. (Attached)
219. / MONMOUTHSHIRE HOUSING ASSOCIATION – OPEN ACCESS PLAY
To consider the offer by Monmouthshire Housing Association to provide two 2 hour open access play sessions per week for 4 weeks over the Summer at a cost to the Town Council of £1,200. (Correspondence attached) (Local Government (Miscellaneous Provisions) Act 1976 s19) Members are advised that there is an estimated underspend on the 2010/2011 budgetary provision for Summer playschemes of approximately £1,250)
220. / WELSH ASSEMBLY GOVERNMENT – WALES SUSTAINABILITY WEEK 17th – 23rd MAY 2010
To note correspondence from the Welsh Assembly Government setting out details of Wales Sustainability Week and, if appropriate to agree any action to be taken by the Town Council. (Correspondence attached)
221. / WALES IN BLOOM 2010
To consider whether to enter the Small Town Category of the 2010 Wales in Bloom Competition which will be judged during the period 28th June to 16th July 2010 and for which entries close on 7th May 2010.
222. / ROYAL AIR FORCE ASSOCIATION – CHEPSTOW AIR CADETS
To consider correspondence in received from Chepstow Air Cadets seeking the Town Council’s support and assistance in identifying and securing alternative premises for their meetings.
223. / S106 PLANNING GAIN
To note that Monmouthshire County Council and the local developer have agreed in principle to fund drainage improvement works in Lower Church Street, Chepstow from within s106 monies and, that the Drill Hall Management Committee have approached Monmouthshire County Council and the Local Developer with a view to securing s106 funding for an extension to the Drill Hall.

To confirm the reconciliation of the Council’s Bank Accounts at

(c) / Internal Audit Report 2009 -2010 (Interim)
To note the Internal Auditors Interim Report for 2009 – 2010 and to consider the nine detailed recommendations of the report. (Report attached)
(d) / Local Environmental Quality Project Grants 2010-2011
To note that the Town Council’s grant application for “Environmental Improvement Feasibility Studies and designs for two key approaches and one urban centre” under the Local Environmental Quality Project Grants Scheme 2010-2011 was unsuccessful. Bids totalling £3.8 million were received against a budget of £500,000 and the Town Council’s submission was considered not as strong as the successful applications with regard to identifying “the local environmental qualities the project was designed to address.”
(e) / Local Councils Update
To consider renewal of the Councils annual subscription to Local Council’s update at a cost of £70. (Local Government Act 1972 s111)
(f) / University of Gloucestershire – Summer Seminar Thursday 8th July – Friday 9th July 2010.
To consider the Clerks attendance at the University of Gloucestershire’s Summer Seminar which will take place on Thursday 8th July and Friday 9th July 2010 at a discounted cost of £140. (Local Government Act 1972 s111).
(g) / Additional Litter Bins For River Bank area
To consider the purchase and installation of additional litter bins at a cost of £400 per bin, within the River Bank area where need has been established.
(Litter Act 1983 ss5,6) (Members are advised that there is a budgetary provision of £2,250 for a Litter Picker in 2010/2011 and that this budget has previously been used to fund the purchase of additional litter bins)
(h) / FREE PRESS – CAMPAIGN TO FUND SARA LIFEBOAT
To consider correspondence received from the Free Press seeking the support of the Town Council in fundraising for a new lifeboat for SARA. (Correspondence attached) (Members are reminded that the Town Council makes an annual budgetary provision of £500 to support the work of SARA)

Mounton Road C61.2 – Temporary Road Closure
To note the proposed temporary closure of Mounton Road, Chepstow for a period of 3 weeks commencing on 4th May 2010 between the hours of 8.30am and 4.30pm to facilitate essential pre- surface dressing carriageway patching works.

To note the order permitting the closure of the High Street, Chepstow from 5.00am to 8.00pm on the last Saturday of each month commencing 29th May 2010 to facilitate monthly creative cultivators markets and events.
