MINUTES OF THE PLANNING AND ENVIRONMENT COMMITTEE

245. Apologies for Absence
Apologies for absence were received from Councillor F.G. Coonghe. These were approved by the Council. Councillor J.F. Wood was not present.
246. Chairman’s remarks
The Chairman had no remarks to make.
247. Declarations of Interest
The following personal interests were declared:
a. Councillor J.O. Pocklington – agenda item 6. Planning Applications – 3. N/105/01131/12, Mr. B. Shaw, 12 Mount Pleasant – as an acquaintance of the applicant.
b. Councillor B. Burnett – agenda items 7. Planning Correspondence and 13. Louth Cattle Market – as a member of ELDC and Councillor Burnett also informed the Council that, as yet, he had no personal interest in planning application 5. N/105/01593/12, Taylor Wimpey Ltd, Land adjoining Fulmar Drive but he suspected that he might soon have, bearing in mind he is a board member of Waterloo Housing and this development would be required to have a percentage of social housing, given its size.

248. Committee Minutes
Following a proposal by Councillor R. Featherstone, seconded by Councillor Mrs. M. Ottaway MBE it was RESOLVED by vote of the Committee that the notes of the meeting held on 24th July 2012 be approved as the Minutes.
249. Town Clerk’s Report on Matters Outstanding
The Town Clerk had no outstanding matters to report on.
250. Applications received by the Local Planning Authority
The Committee considered the applications listed in the schedule (PA/Schedule 08-07-12) and RESOLVED to support them all.
251. Planning Correspondence
The Committee noted that the following notification had been received:
a. Planning Decisions (Variances) –
1. N/105/0944/12 – Land rear of 2 and 8 Maple Close, ELDC have refused Planning Permission, which was supported reluctantly (backland development) by LTC.
b. Planning Appeal to the Secretary of State
1. N/105/00115/12 56 Little Lane. An appeal has been launched following the Refusal of Planning Permission by ELDC, which was supported by LTC. Comments can be made/ modified or withdrawn by 15th August 2012.
252. Correspondence
The Committee noted that the following correspondence had been received:
a. From: LCC Re: London Road – No waiting at any time order in place, 16th August 2012 for Charity Cricket Match. Parking is available at Louth Cattle Market (promotion material).
b. From: Smart Wind Re: Hornsea Round 3 Offshore Wind Farm. Comments to be received by 12th September 2012.
c. From: David Loveday ELDC Re: Electronic Planning System Update
It was agreed that the Town Clerk could inform ELDC that they need not send hard copy planning decision notices.
253. Publications Received
Councillors noted that the following publications had been received and were in the Members Room to view:
a. Village SOS. The Local Issue 05
254. Bus Routes
The Committee received feedback from Councillor Mrs Makinson-Sanders following a stakeholder meeting on Thursday 26th July 2012 to discuss bus routes in Louth.
255. Lincolnshire East Clinical Commissioning Group (LECCG)
The Committee received a report from Councillor R. Featherstone who attended the stakeholder meeting on 25th July 2012 and Councillor Mrs. J. Makinson-Sanders informed members that an additional meeting will be held to accommodate those who were unable to attend the meeting on 25th July due to commitments with other authorities.
256. Traffic Regulation Orders
Following a proposal by Councillor Mrs. J. Makinson-Sanders, seconded by Councillor Mrs. M. Ottaway MBE it was RESOLVED that the Town Clerk should write to LCC and request that a review of all road markings be carried out as soon as possible and prior to the introduction of the new on-street parking regime.
257. Louth Cattle Market
Following a proposal by Councillor Mrs. J. Makinson-Sanders, seconded by Councillor B. Burnett it was RESOLVED that the Town Clerk should write to ELDC and express concern over the state of maintenance of the Cattle Market grounds and buildings.
