VISION

To be a Centre of Excellence for promoting education, training, research and providing extension services in the area of rural development and disability sector through effective implementation of Community Development Through Polytechnics scheme and the scheme for Integrating Persons With Disabilities in the Mainstream of Technical and Vocational Education.

MISSION

To organise education and training programmes in the area of rural development and disability sector for the faculty and staff of technical education system and rural development organisations for upgradation of their knowledge and skills.

To develop instructional material in the area of rural development and disability sector to increase the effectiveness of teaching-learning process.

To provide extension and consultancy services to MHRD, DTEs, technical education system and organizations working for rural development and the disability sector at the national and state levels.

To undertake research and development in the field of rural development and disability sector.

To extend services to MHRD and AICTE in formulating policies pertaining to vocational skill development for the underprivileged youth and the persons with disabilities.

THE DEPARTMENT OF RURAL DEVELOPMENT was established in the year 1980 with main purpose to implement the centrally sponsored Scheme of Community Polytechnics. The department has primarily worked for effective implementation of the Scheme of Community Polytechnics and over the years it has emerged as a Resource Centre in the field of community development. The department played a pivotal role in launching the revamped scheme of Community Development Through Polytechnics (CDTP) and facilitated preparation of Guideline Document for this Scheme in the year 2008-09. The major activities of the department are classified as:

  1. Staff Development
  2. Curriculum Development
  3. Development of Print and Non-print instructional material
  4. Extension Services and Guidance to Polytechnics
  5. Research and Development
  6. Liasoning with MHRD, GOI, NITTTRs and State Directorates of Technical Education.

RECOGNISED RESOURCE CENTRE FOR MHRD’s SOCIAL SECTOR SCHEMES

The Department facilitates implementation of the following social sector schemes of MHRD, GOI:

  • SCHEME OF COMMUNITY DEVELOPMENT THROUGH POLYTECHNICS

The broad objective of the scheme is to make the benefit of science & technology reach to the SCs/STs/OBCs/ Minorities/Women/Economically weaker sections of the society/School dropouts/ Disabled/Rural masses etc. At present, there are 155 polytechnics implementing the CDTP scheme in Northern Region.

  • SCHEME FOR INTEGRATING PERSONS WITH DISABILITIES IN MAINSTREAM OF TECHNICAL AND VOCATIONAL EDUCATION

The broad objective of the scheme is to facilitate effective implementation of the Scheme for Integrating Persons with Disabilities (PWDs) in the Mainstream of Technical and Vocational Education. The department ensures participation of PWDs in Technical and Vocational Education.

FACILITIES AND INFRASTRUCTURE

Major facilities and infrastructure of the department includes:

Weather Monitoring System

This system measures and display as well records information with respect to weather parameters such as temperature, relative humidity, rainfall, wind speed and direction.

Community Information Network Centre

This Department has MIS for managing the data with respect to CDTP scheme at various levels. Presently, this MIS is under testing stage. This Centre would facilitate the data receiving, sending and sharing to the MHRD, NITTTRs, DTEs and institutions implementing the scheme of CDTP.

EDUCATION & TRAINING

Department offers community development related training programmes in the areas like rural sanitation, low cost construction technologies, renewable energy sources, watershed management, organic farming, disaster management, rural entrepreneurship, micro enterprises, skill development and capacity building of rural people, empowerment of marginalized and rural women, NSQF, planning and management of CDTP activities. Training programmes under the PWD scheme include: inclusive education for the disabled, rehabilitation and training of different categories of the disabled, sign language, educational technology for the deaf/blind/mentally retarded and facilities and concessions for the disabled.

CURRICULUM DEVELOPMENT

The department has developed about 40 numbers of curricula for popular vocations. The curricula have been revised from time to time catering to the needs of polytechnics implementing the CDTP scheme. The major focus has been given on multi-skilling approach to improve the quality of training and employability of the trainees.

RESEARCH & DEVELOPMENT

The department has conducted a number of field based research projects in the field of rural sanitation and environment, renewable energy, low cost construction, agriculture waste management, inclusive education for the disabled.

NATIONAL CONFERENCES/SEMINARS/ WORKSHOPS

The department conducts conferences, seminars and workshops from time to time on themes related to community development and the disability sector.

PRINT AND NON-PRINT INSTRUCTIONAL MATERIAL

Faculty of the department has published seven numbers of books on Appropriate Technology, Watershed Management, Sustainable Rural Development, Employment and Productivity in Informal Sector, Empowering the Disabled, Vocational and Technical Education for the disabled. The faculty has also produced 54 Video films related to various rural development technologies and for the empowerment of the disabled through technical and vocational education.

NATIONAL AWARD FOR THE EMPOWERMENT OF PWDs 2013

The institute has been servicing the PWDs for the past 15 years through the Scheme for Integrating Persons With Disabilities in the Mainstream of Technical and Vocational Education. In recognition of the work done by the institute for the ultimate empowerment of the PWDs, the institute was conferred the National Award for the Empowerment of the PWDs in December 2013. The Award was given by the Hon’ble President of India on 3.12.2013.

TECH MAHINDRA SMART CENTRE

Tech Mahindra Smart Centre for the vocational training and placement of persons with disabilities has been made operational from May 2014 onwards. The Centre enrolls persons with disabilities belonging to all disabilities covered under the PWD Act 1995. This Centre is a joint initiative of NITTTR, Chandigarh and Sarthak Educational Trust, New Delhi. The Centre aims at getting certification for its trainees [in the area of IT and Telecommunication] from Telecom Sector Skill Council. The Centre has received a very encouraging response from society at large.
