Call to Order
Supervisor Donnelly called the meeting to order at 12:30 P.M.
Pledge
The Pledge of Allegiance was led by Councilman Grommeck.
Motions
Motion was made by Councilman Liddle, Seconded by Councilman Gladstone to appoint Martin A. Donnelly Chairman of the Board. All in favor, motioned carried.
Organizational Resolutions
Be it resolved that:
#1 Deputy Supervisor
Martin Liddle be appointed Deputy Supervisor to serve the people and the Supervisor.
Term expires: December 31, 2012
#2 Town of Andes Planning Board Member and Chairman
Frank Winkler be appointed to the Town of Andes Planning Board.
Term expires: December 31, 2018
Frank Winkler be re-appointed Chairman of the Town of Andes Planning Board.
Term Expires: December 31, 2012
#3 Town of Andes Zoning Board of Appeals Member
Doug Woodin be re-appointed to the Town of Andes Zoning Board of Appeals

#12 Town of Andes Monthly Meetings for the Town Board
Monthly meetings of the Andes Town Board will be held on the Second Tuesday of each month at the Town Hall unless otherwise posted. In November, December, January, February, March and April meetings will begin at 1 P.M. The remainder of the year the meetings begin at 7:30 P.M.
#13 Monthly Meetings for the Town of Andes Planning Board
Monthly meetings of the Town of Andes Planning Board will be held on the Second Monday of each month at 7:30 P.M. at the Town Hall.
#14 Monthly Meetings for the Town of Andes Zoning Board of Appeals
Monthly meetings of the Town of Andes Zoning Board of Appeals will be held on the Fourth Monday of the month when needed at 7:00 P.M. at the Town Hall.
#15 Depositories of Funds
National Bank of Delaware County- Andes, NBT-Norwich, National Bank of Delhi are appointed as Town of Andes depositories of funds.
#16 Authorization to Pay Vouchers in Advance of Audit
Town of Andes Supervisor Martin A. Donnelly be authorized to pay in advance of audit, utilities, election and primary, postal, insurance, and retirement and any other bills deemed to be a savings to the town.
#17 Mileage Reimbursement
Mileage reimbursement for the Town of Andes officials is .55 cents per mile.
#18 Procurement Policy/ Investment Policy, Standards for Officers and Employees Policy/ Drug and Alcohol Testing Policy/ Highway Policy/ and Workplace Violence Protection Policy
The above named Town of Andes Policies are in effect and on file in the Town Clerk’s Office
#19 Annual Accounting
The Annual Accounting for the Town of Andes Supervisor, Justices & Tax Collector will take place at the Town Hall on January 10, 2012, directly following the regular board meeting.
#20 Official Newspaper
The Oneonta Daily Star will be the official newspaper for the Town of Andes
#21 Transfer Station Committee
Councilman Grommeck and Councilman Hall.
#22 Highway Committee
Councilman Liddle and Councilman Gladstone.
#23 Town Hall Committee
Councilman Gladstone and Councilman Liddle.
#24 Pool Committee
Councilman Grommeck and Councilman Hall.
#25 Construction Committee
Councilman Gladstone and Supervisor Donnelly.
Councilman Gladstone asked for a construction committee in order to oversee the construction for the Town Court, but the committee will not be overseeing the Waste Water Treatment Plant Renovation.
All committees will meet at least once a month. All committees will give a monthly report at the town board meeting. All committees will report any and all requests to the Supervisor.
#26 Petty Cash
Petty Cash is as follows:

#27 District Meetings
All Town of Andes District Meetings will take place directly after the monthly town board meetings until further notice.
#28 Delegate to Association of Towns Meetings
Any Town of Andes elected official is authorized to attend any Association of Towns meetings.
#29 Water and Sewer District Clerk
Kimberly Tosi be appointed Water and Sewer District Clerk.
Term expires: 12/31/2015 or the Board’s pleasure.
#30 Salaries and Wages
Are as per the 2012 budget
Prior to voting, Councilman Gladstone inquired about moving all meetings to the evening. He has received many requests from tax payers to do so. Councilman Liddle, pointed out that the reason the meetings are during the day in the winter is because of the weather conditions that may be unfavorable. It was decided to leave the meetings at the previously discussed times.

Motion to approve the organizational resolutions proposed by Councilman Liddle, seconded by Councilman Hall.

If you have a matter that you would like the board to address please let the town clerk know a week prior so that the board will have time to research your questions. In order to obtain privilege of the floor please call the town clerk the week prior to the meeting as well.
Councilman Gladstone stated that he felt people should be able to come to the board any time with an issue, not during the meeting but at the time privilege of the floor is held any one should be able to speak.
Supervisor Donnelly stated the reason the board decided to run the meeting this way is so everyone has a chance to prepare and research the questions that may be asked of them.
Councilman Liddle stated that if an issue arose any one could call one of the board members personally and any issues would be dealt with.
Policy will remain the same as in past years.
