1.1Project Profile
The aims of the sewerage works of Zhoucun District, Zibo in Shandong Province, which is invested and constructed by Zhoucun City Construction and Development Co., Ltd, are the transformation and expansion of the sewage pipe network as well as the dredging waterway of Ganhe River, Zhuhe River and Migouhe River. Its construction covers an area of 38.9km2, which starts from Mishan Road in the south to Jiqing Express Way in the north, from the West Outer Ring Road to Yaonan Road in the east., among which the urban area is 29.6 square kilometers and the North industrial zone is 9.3 km2. The Project will lay sewage conduit of 131049m, build 2196 inspection chambers. It also include the waterwaydredging of Ganhe, Zhuohe and Migouhe, among which Zhuohe is 6400m ,Gahe is 8700m, and Migouhe is 5071m. The total investment amounts to 20.546 million RMB, and of the total , $ 19.20milliom is borrowed from the World Bank.
1.2 The Conformance of the project constructionand theindustrial policies.
1.2.1 The Conformance to the industrial policies.
The Project consists of the reorganization and expansion of sewer network, and waterwaydredging and it obeys the instructions from “The industrial structure, adjustment, provisionalregulationGuidance–Contents(2005 edition)” which isissued by the No.40 Order of National Development and Reform Commission . It also doesn’t belong to “limit, the prohibition for the project to catalogue of Shandong Province(2006 edition)”. So this project is in compliance with the industrial policies of the state.
1.2.2 Theprogramming compliance
The national economic and social development of 11th five-year plan of the PRC strengthens environmental protection as the important task of social development and it also says “Drinking water source area must be demarcatedscientifically,strengthens major rivers and lakes pollution control, stop drinking water sources of sewage directly and forbid discharging exceeds sewage water to rivers and lakes.
The economic and social development of 11th five-year plan of Zibo City points out emphatically:”Increase pollution control, organize the Blue sky earnest plan seriously, Prominent in sewage disposal. Focus on each area county’s sewage treatment facilities of construction and operation, Concentrates urban sewage treatment infrastructure construction plan, fully realizes urban sewage discharge standards. By the year of 2010. the surface water environment’s success rate reaches above 60%,the urban centralized drinking water source’ssuccess rate reaches 100%. The urban sewage treatment’ can reach a rate of 80%.
Thisconstruction can realize sewage disposalcentralizedly and can prevent sewage directly into the water. Therefore the construction projectin accordance withstate and local planning.
1.2Environmental quality assessment conclusion
1.3.1 Environmental quality status
The day mean concentration range of PM10of Zhoucun urban area ranges from0.061 to 0.174 , which is overweight the standard, and the most overweight is 0.16 times. and its annual concentration is 0.099, which is not over the standard.The day mean concentration range of SO2 is 0.034~0.087, which does not exceed the standard. and its annual concentration is 0.059,with the standard. The day mean concentration range of NO2 is 0.017~0.067,with the standard, and its annual concentration is0.031, within the standard. The regional environment air quality is rather poor, it cannot satisfy the secondary standards of <.the environmental air quality standards >(GB3095-1996)
1.3.2 The surface water quality status
Now all the water from Zhuohe, Ganhe and Migouhe cannot reach the 5th class of “The Surface water environment quality standards”.(GB3838-2002). The water from Xiaofuhe River cannot reach the standard class of “The Surface water environment quality standards”.(GB3838-2002)of which the index of COD、BOD5, ammonia-n and hypermanganate exceeds the standard a lot.
1.3.3 Groundwater quality status
The quality indicators of the groundwater in each monitoring site are all within standards and can satisfy the 3rd class of “Groundwater quality standards”.(GB/T14848-93).
1,3.4 The acoustic environmental quality status
The acoustic environmental quality in this area is good, and it can meet the second class of “the standards for acoustic environmental quality”.
1.4Environmental impact analysis conclusion
1.4.1Environmental impact analysis during construction period
- Ambient air
In this project construction process, the factors which influence the ambient air are Stench, construction dust and gas construction machinery.
Through field investigation and comparison analysis, the stink caused by this project is low-intensity., whose sphere of influence is about 30m. And the Stink only exists in the construction period, which will disappear with the end of the construction.In the public opinion surveys, most of the people surveyed said the stink caused by the project was acceptable.
The construction dust is mainly composed of vehicle transport and construction of soil, whose sphere of influence is within 100ms. The mechanical exhaust mainly consists of various transportation vehicles and fuel mechanical emissions, whose sphere of influence is within 50 meters around the site. By taking certain effective pollution prevention measures, theconstruction dust pollution can be effectively controlled. The Mechanical exhaust quantity and the pollutant concentration is low. As long as the Supervision and management to the exhaust of all kinds of vehicles and equipment are done well, the impact on the environment will be basic.
- Acoustic environment impact analysis conclusion
In this project construction process, the noise caused by all kinds of construction machinery and equipment impacts on the environment much. The noise generated in the construction site around about 20m can achieve the standard requirement.If the Project construction takes effective measures for the prevention and control of noise pollution and effective environmental supervision, reasonably designs the engineering construction scheme, the project construction noise impact can completely be lowed to public acceptable level, and the environmental impact can be minimized as well.
- Environmental impact analysis of solid waste.
The solid waste produced by this project construction mainly includes Channel sludge and various bait-casting rubbish. The River sediment of Ganhe, zhuohe and Migouhe is hazardous waste, which can be directly transported to Zhoucun HeishanLandfill for disposal. Thevarious soil and construction waste from the construction can be dissolved by the filling for other urban construction projects, and Residual soil and construction waste can disposed by Zhoucun HeishanLandfill. Life waste can be transported to Zhoucun city rubbish landfill for unitydisposal .
- Water environment analysis conclusion
The wastewater from this project is mainly construction waste and sewage effluent. Due to the construction site is located in downtown zhoucun, after collecting all the wastewater comes into the city drains, The emission of the wastewater will take adverse effect on the surroundings.
- Ecological environment impact analysis conclusion
The project will build greening of 176298m2 along the river banks, which canimprove the regional ecological environment.
Project construction area is not permanent and the Temporary area is small, both of which is in the urban area. and only few of them have surface vegetation. This Engineering construction will make this part vegetation disappear for a short time, but With the construction ended, and after the repeated covering and greening,this part of the land vegetation will recover gradually .
The effect of the channelcleanouton the aquatic organisms is temporary and with the end of regulation river bait-casting, the rivers will become clear,The aquatic organisms living environment will be recovered and improved.
1.4.2Operating environment impact analysis conclusion
- Theanalysis conclusion of sewage pipes’influences on wastewater treatment plant
After completion, the project can effectively collect the industrial wastewater and sewage in the old city. It is expected that the area sewerage volume will reach 12 million m3/d after the project is completed, no more than two sewage treatment plant design scale, and it will not have adverse effecton the normal operation of the sewage. At the same time,it also can improve the capacity of wastewater treatment and increase the sewage treatment plant economic, environmental, and social benefits.
- Environmental impact analysis conclusion of Ganhe,zhuohe and Migouhe.
After the completion of the project, the external pollution sources of these rivers will be eliminated , so will be the internal pollution sources. It will greatly changethe existing water pollution situation of these rivers.
- Environmental impact analysis conclusion of Xiaofuhe River.
After the completion of the project, the urban sewage pipe network system for Zhoucun will be perfect. The urban industrial wastewater and sewage will be transported to zhoucun Ganqing sewage treatment plant and Beijiao sewage treatment plant by the sewage pipe network. After treatment, the wastewater will be transported into Xiaofu River as it has reached the A standard 1st Class of “Urban sewage treatment plants standards for pollutants discharge”.There is no wastewater from the urban Zhoucun and the northern industrial park directly poured into Xiaofu River. This construction belongs to River sewage drain outletcomprehensive renovation plan of the middle and upper reaches of Zibo Xiaofuhe River. Afterwards, the water quality will be greatly improved.
- Management personnel activities affect analyzing conclusion
During the operation period, the management personnel in the project will produce a small number of sewage and garbage. The wastewater will be transported to Ganhe sewage treatment plant after the septic tank through the sewage pipe network. Household garbage will be collected by sanitation departments. The management personnel’s office activities have less impact on the environment.
- Air quality and the noise impact analysis conclusion
The implementation of the project bait-casting river will remove most of the river sediment pollution., and will governance pollution stench along the riverbanks. It will also improve the air quality of Zhoucun urban water basinto some extent. There will be no noise during the project, so there is no influence on environment of sound basically.
- Social environment impact analysis conclusion
The implementation of project will improve Zhoucun district’s infrastructure, it will improve and enhance the level of environmental quality, and play an important role in beautifying the city. It will greatly improve and enhance the surface water, and it will play an important role in preventing infectious diseases, pollution, and in improving the people's health level.
1.5Public participation
Because this project is urban infrastructure construction and river regulation, the implementation of project will improve Zhoucun district’s infrastructure, improve the urban river water quality and the residents’ living environment qualityeffectively and improve the image of the city’s environment. At the same time it will have an actively and far-reaching influence on the local economic construction. The public in project area has been fully aware of the construction significance and has a positive attitude to approve the construction project.
1.6General conclusion ofenvironmental impact assessment
As the reconstruction and expansion of collecting network and river regulation, this project complies with local overall development plan and industrial policies of the state. Its construction can improve zhoucun district sewerage system and the water quality of Ganhe, ZHuohe ,Migouhe and Xiaofuhe in Zhoucun urban area, can meet the three rivers’ drainage function requirement, improve current environmental quality ofZhoucun District, ensure the people's health and promote the sustainable development of society. During the roject construction period, the project will bring certain influence on the environment. But through effective and feasible measures,its influence can get effective prevented, controlled and palliated. Therefore, From the perspective of environmental protection, if the construction unit can earnestly implement the form of pollution prevention measures and realize pollutant discharge standards, the construction of this project is feasible.
