Minutes of Committee Meeting held at Lordswood Leisure Centre on Wednesday, 5th February 2014 at 7.30 p.m.
1. COMMITTEE:

2. MINUTES OF THE LAST MEETING: (held on 4th December 2013)

3. CORRESPONDENCE:
K.F.A. Ltd. League statements of player suspensions dated 11/12/13, 18/12/13, 1/01/14, 8/01/14, 15/01/14, 22/01/14 and 29/01/14.
Clubs should be aware that details of suspensions are checked against result cards. If a player is fielded whilst under suspension KFA will charge them for not complying with their decision using the MMYL result card as evidence. If found guilty by the KFA the club will then be charged by the League with fielding an ineligible player and Rule 8(O)
i-iii will be applied.
K.F.A. Ltd. Liz Symons asking for issues around the implementation of the FA Youth Development Review relating to mini soccer. An update on the Programme and issues identified have been supplied to her by the League secretary.

Omega 92 Would like to return to Medway Council for their pitch hire next season.
Request noted and application to be issued 2014/15 season.

Any applications will be dealt with after existing hirers have been offered first refusal on an existing hiring and then in date order received.
Horsted Youth U/15 noting an impressive performance by league appointed referee, Bradley Webb on 15/12/13.
Lordswood Youth sending thanks to league appointed referee, Oliver Lea who officiated the U/15 fixture on 15/12/13, in an excellent manner, in tricky conditions.
Pegasus 81 U/11 Flyers placing on record thanks to Wigmore Youth U/11 for kindly facilitating the fixture change on 8/12/13.
New Ash Green regarding the possibility of the League organising U/17s for next season. The Committee discussed the pros and cons and advise that the teams are already ‘seeded’ at U/18s, effectively as 1st or 2nd year U/18s. On balance the Committee felt any change may result in a loss of teams overall as many clubs are known to merge teams at U/18s and only exist as the age group allows more flexibility. Committee will not therefore propose change at AGM but Rule 20 is available to clubs.
Walderslade F.C. declaring interest in rejoining MMYL 2014-15 (U/12s)
Sittingbourne Athletic interest in entering an U/16s team in the MMYL 2014-15
Northfleet Eagles may be interested in entering MMYL 2014-15
Mr Spencer Davis and Mr Steve Roddie interested in formation of a new club for entry to MMYL 2014-15.
Decision: With regard to the above four items of correspondence. The Committee discussed the need to concentrate on the implementation and delivery of The FA Youth Development Programme for existing member clubs and the ongoing challenges of the fixture formats and competition requirements. The Committee decided, by vote, that no new clubs can be accommodated for the forthcoming season or will be recommended for entry to the member clubs at AGM.
Woodcoombe Youth
The League was informed of the sudden death of their U/10 United manager, Nick Sketchley, on 28th January.
It is with great sadness that the Committee recorded sincere condolences to the Club and especially to Nick’s family during this difficult time.
4. CHAIRMAN’S REPORT:

5. VICE-CHAIRMAN’S REPORT:
Will secretaries please request their managers to exchange reg cards at games and to please check photos against the opposing players it is considered important to the league that this takes place at games. Also ensure that they fill out the result card and referees card correctly ie both identical with players name and numbers - discrepancies are being found causing extra work for Reg Secs and resulting in charges issued to offending clubs.
Would all secretaries please remind managers of the guidance for marking referees (pages 129-130 of the KFA handbook.)
Please remember a mark of 60 or lower requires a report within 7 days of the fixture and should be sent, in the first instance, to the age group registration secretary.
ie; 60 and below - The referee demonstrated shortcomings in the accuracy of decision making and control which affected the game.

6. SECRETARY’S REPORT:
The backlog of fixtures is going to be a real problem now in some age groups and it is important that managers realise that re-arranged games will be issued, wherever possible by the appropriate age group secretary for the next available Sunday. If you know players are away on a school trip in future weeks please send in your postponement request as per Rule 10(N) even if you do not have a scheduled game that week as yet.
When the fixtures listed in the fixture booklet are complete the fixture secretaries will issue new lists for the benefit of all teams. It is also very important that you keep your club results secretary up to date with all re-arranged fixtures in order for them to know which results to submit.

All age groups: De-registrations applied for after 1st February require decision of the Management Committee as per Rule 8(X)
16/02/14 : U/18 D2 league games as published for that date will go ahead whether or not cup games are played on 9th February. If any other teams would like a fixture on 16th February please let your age group fixture secretary know.

Futsal
Well, another two Futsal sessions have been successfully held. The League had great recognition and was highlighted on KFA website with regard to our commitment to trial the Futsal Indoor Trophy Events. All went really well again and all teams showed their commitment. I would like to say a big thank you to Barry Griffiths the President of Thamesview Youth F.C. who volunteered to help me out again with running of both events, for which I am really grateful.
Only one team failed to attend and gave insufficent notice. Under Rule 5N, Thamesview Youth U/7 must pay an administration fee of £10 and pay their share of the hire of the venue £12.50 costs. They did however meet the cost of the referees fee by paying £10 on the day.
I have noted that filling in of match cards has not been as good since Christmas. Please remember that all sections must be completed correctly.
Also a reminder that all teams should have records detailing players appearances and that they could be called in by a registration secretary at any time.

Under 9 & U/11 Registration Secretary
- Can all U9’s Managers make sure they fill out all match cards correctly and completely as getting lots of silly mistakes and missing information as you can see from all the points awarded, this all takes lots of my time. Managers are not putting full team names or division and nearly every single card I receive has mistakes and on most more than one mistake every single week. You must also check how names are spelt on player card please don’t shorten names or use names that you call your player but the full name that is on your card.- Lot of teams changing kick off times from times in fixtures book without any notification.
- If you a just dropping off a match card to my house- there is no need to knock on the door just post through the letter box.
- If you have two teams in the same age group please can you ensure that you indicate the full correct team name.
- If you mark a referee 60 or below I need a report with 7 days of playing the match
- Can all U11’s Managers make sure they fill out all match cards correctly and completely lots of silly mistakes leading to fines that all take lots of my time, please take care when completing. Can managers please be careful when writing players names on match card only use the name registered on player card not a shortened name or name you use for player. Also if you are sending in a match card I must receive by Wednesday, if you send it 1st class Wednesday it does not arrive on time! /- If you a just dropping off a match card to my house there is no need to knock on the door just post through the letters box.

Re-arranged fixtures for those not in the next round of the cups on 2nd March have been sent out to club secretaries. So, up until that time – if any do manage to go ahead are as per fixture booklet unless otherwise stated.Sue

Considering we have not had many games since the middle of Dec the fines are appalling. Match cards not arriving even after I have chased them, ,cards not filled out correctly etc. I have also received cards with the team names missing!! Please make sure you exchange your players cards before the start of a game, If a team does not exchange cards please make sure the card is marked NO and if I could ask you let me know the reason given for this please. I am receiving cards from Royal Mail stating incorrect postage on cards and they charge a surcharge for this, I will not be collecting these so can you all make sure you put the correct postage on items sent to me.
