Resolved:

Due to a number of Councillors declaring conflicts of interest for Agenda Item 6.1 the quorum for the meeting (six Councillors) was lost and this agenda item will be now be dealt with by an officer under delegation.

That the Future Melbourne Committee resolves to advise the Department of Environment, Land, Water and Planning that it does not support the application in its current form, and requests that the Department work with the applicant to make further amendments to the proposal such that higher density development is entertained at the east of the wharf, but that the built form then steps down to the water, with buildings along the western half of the wharf better reflecting the heritage of the wharf by consisting predominantly of a horizontal lower-rise form (not dissimilar to the current Development Plan); the objective of not boxing in Victoria Harbour or dividing the water with tall architecturally similar buildings must be preserved.

Proposal to travel by Councillor Stephen Mayne, Participation in 2016 Local

Government Association of Queensland Media and Communications Forum, 18 October 2016

Resolved:

That the Future Melbourne Committee approves the proposal by Councillor Stephen Mayne to participate

in the Local Government Association of Queensland Media and Communications Forum on the Gold Coast on 18 October 2016.

Agenda item 7.3

Notice of Motion, Cr Mayne: Online donations register

Resolved:

  1. That the Future Melbourne Committee:

1.1Notes the advice from the state government and an external law firm that Council would be in breach of the Local Government Act if it was involved in funding a third party to host an online register of donations for the forthcoming council elections.

1.2Notes that individual councillors have indicated their willingness to voluntarily supply the donations data in the format outlined in the April 19 and August 30 resolutions to a nominated third party (The Age newspaper) without any formal involvement of council.

1.3Encourages non-councillor candidates to also disclose relevant campaign finance information in a timely manner to The Age, with the disclosure dates being October 3, October 14 and November 11 (not October 7 as mentioned in the August 30 resolution).

1.4Notes the following September 20 email to councillors from Clay Lucas of The Age outlining how the newspaper proposes to run the register:

Dear Lord Mayor, councillors and council candidates and campaign managers.

In response to this motion moved by Cr Mayne, The Age has decided it is in the public interest to offer to host a donations register for candidates for Lord Mayor and council.

As a credible publisher of public interest journalism and a trusted media outlet, we believe The Age should be endorsed by councillors tomorrow night as the agreed host for all candidates to provide donation data.

The information would be published by The Age at noon on the prescribed days below, and the information would be reproduced purely from data supplied by candidates. It would also highlight those who have declined to provide information.

Campaign donations for the purposes of the register would be classified all cash or in-kind donations over $500. It would include all self-funded donations.

The register would provide three snapshots of donations received: on October 3, October 14 and November 11. All donations disclosures for all candidates would be done simultaneously on three occasions.

The register will be made available on The Age website permanently.

I am comfortable with this email being made public as part of the decision making process.
