POST OF CHIEF EXECUTIVE OFFICER

SUMMARY OF PRINCIPAL CONDITIONS OF EMPLOYMENT

1.DUTIES AND RESPONSIBILITIES

The successful candidate will be required to perform any duties that may be assigned from time to time by the Board as appropriate to the position. The successful candidate will be prohibited from engaging in or having any connection with any outside business or activity, which would interfere with the performance of the duties of the position and/or lead to a conflict of interest.

The core responsibility of the Chief Executive Officer (CEO) of a County Enterprise Board is to support and advise the Board in the formulation and implementation of its County Enterprise Plan and associated policies.

In general the areas of activity encompassed by the CountyEnterprise Plan are:

  • The creation and administration of an appropriate range of supports for small enterprise activities in the area.
  • The establishment of links and strategic alliances with other relevant institutions.
  • The generation and maintenance of a culture of enterprise in the area.

Direct responsibilities to be discharged by the CEO will include:

  • The provision of broad administrative support to the Board.
  • The management of a central business information and advice service.
  • The establishment and maintenance of strategic alliances and close exchanges with other business support agencies and institutions.
  • Participation in the development of co-ordinated strategies with the County Development Board and other relevant agencies.
  • The establishment of close linkage with community groups and other local interests.
  • The management of a range of public relations activities.

The ideal candidate will:

  • Be capable of managing a small enterprise promotion agency with agreed budgets and targets.
  • Have an excellent understanding of the requirements of small business operators.
  • Be capable of assessing the viability and likely success of a business proposal underpinned by a sound commercial awareness.
  • Be action orientated with the ability to set goals and monitor results.
  • Have a track record of achievement in local enterprise development.
  • Exhibit high levels of leadership, motivational and interpersonal skills.
  • Display strong communications and influencing skills in dealing with Board representatives, social partners, agencies and interest groups.

2.SALARY

  • Starting salary for the post will be at the minimum of the pay range €70,515.20.

3.CONTRACT

  • The contract of employment will be a fixed term contract to August 2013 or upon the finalisation of the CEB restructuring whichever is soonest.
  • Is subject to a satisfactory probationary period of 3 months.
  • In the case of misconduct the contract may be terminated at any time without notice.
  • Retirement is compulsory on reaching 65 years of age.
  • The Board may require the successful candidate to take up the appointment within a period of one month and if he/she fails to take up the appointment within such period, or such longer period as the Board at its absolute discretion may determine the Board shall not appoint that person.
  • The successful candidate will be required to sign a contract of employment before taking up duty.

4.LOCATION

  • The CEO will be based at the offices of the Mayo County Enterprise Board.
  • The CEO should reside in the area in which his/her duties are to be performed or within a reasonable distance as acceptable to the Board.

5.HOURS OF WORK

  • The hours of attendance for the CEO will amount to not less than 41 hours gross a week.
  • The hours of attendance are from 9.00am to 5.30pm.
  • The CEO will be required to work additional hours from time to time as may be reasonable and necessary for the proper performance of his/her duties and to attend outside of normal working hours subject to the limits set down in the working time regulations.
  • The rate of remuneration payable covers any extra attendance liability that may arise from time to time.

6.ANNUAL LEAVE

  • The CEO will be entitled to 31 working days holidays in each year (in addition to the usual Public and Bank Holidays).

7.OUT OF POCKET EXPENSES

  • The CEO will be required to have his/her own car and to have a full driving license.
  • The Board will pay the CEO all reasonable travelling and other expenses incurred by him/her in the performance of his/her duties.

8.CHARACTER

  • Candidates must be of good character and must provide a minimum of two character references with their application.

9.HEALTH

  • The successful candidate should be of good health and may be obliged to undergo a thorough medical examination with a medical practitioner nominated by the Board before taking up duty with the Board.

10.RECRUITMENT

  • Applicants may be short listed on the basis of information supplied on their application form and curriculum vitae in which event only candidates who have been short listed will be called for interview.
  • Selection shall be by means of an interview.

11.DISQUALIFICATION

  • Any attempt, direct or indirect by any candidate to influence the selection process will automatically disqualify the candidate.
