Duties of Superintending Engineer

The Superintending Engineer, Electricity Department has been declared as Head of Department of Electricity and he/she has to exercise the powers of Head of Department within the GFR. He/She has to discharge the duty of coordination, planning, designing and overall control and function of the Electricity Department. He/She is to discharge the duties of appointing and disciplinary authority for Non-Ministerial staff Group ‘C’ & ‘D’ Posts. Supervision over Planning of stores for the implementation of Plan and Non-Plan schemes. Budgeting of fund under Plan and Non-Plan and monitor the control of expenditure. Preparation of Financial account of the Electricity Department and its submission to Audit.

Charge of a Superintending Engineer

A Circle office is an administrative office under the charge of Superintending Engineer. It coordinates and supervises the activities of Seven Divisions employed on construction and/or maintenance work. It maintains close liaison with the Administration in respect of works and all technical matters and with the Central Office in regard to administrative matters concerning personnel of various categories numbering 3000 to 4000. It also works in close contact with the CEA, DGS&D, Central Design Office and the Office of the Superintending Surveyor of works for layout, design & drawings and estimates of the works entrusted to its charge. The budgetary control over the Divisions under Circle Office rests with the Superintending Engineer, who in turn is accountable in this respect to the Administration.

The Superintending Engineer is required to examine the books of Divisional Office and Sub-Divisional offices during his inspection and see that the matters relating to accounts are attended personally by the concerned officers. He/She has to keep a strict watch on expenditure to ensure that there is no excess expenditure and that the system of management prevailing in the units is efficient and economical.
