REQUIRED AUDIT IMMEDIATELY FOLLOWING CERTIFICATON

1.CALL TO ORDER
2.ADOPT A POLICY FOR HANDLING MULTIPLE BALLOTS IN ONE
ENVELOPE
Board should decide, before the problem is encountered, which option to take:
- Accept ballots, IF number of voter signatures on certificate envelope matches number of ballots enclosed (This option is used by County Canvassing Board).
- Accept none if only one voter signature on certificate envelope, since it cannot be determined which one was voted by the voter who signed the certification on the return envelope.
- Accept one (by random selection, without looking at how voted).
- Accept all (not recommended when only one voter signed).
3.REVIEW ABSENTEE BALLOT REPORT
4.REVIEW AND ACCEPT OR REJECT QUESTIONABLE BALLOTS
5.REVIEW BALLOTS RECOMMENDED FOR ACCEPTANCE AND APPROVE OPENING
6.REMOVE BALLOTS FROM ENVELOPES AND IDENTIFY THOSE REQUIRING DUPLICATION
7.WITNESS LOGIC AND ACCURACY TEST
8.TABULATE ACCEPTED ABSENTEE BALLOTS
9.DUPLICATE BALLOTS AS NEEDED
10.PROCESS ADDITIONAL BALLOTS AS NEEDED
11.After the polls have officially closed and all absentee ballots have been canvassed, initiate the close of absentee ballot tabulation using the Ender Card to lock down the AccuVote
12.REVIEW PROVISSIONAL BALLOTS – ACCEPT OR REJECT
A person casting a provisional ballot shall have the right to present written evidence supporting his or her eligibility to vote to the supervisor of elections by no later than 5:00 PM on the second day following the election. (F.S. 101.048)

22.INITIATE THE CLOSE OF UN-SCANNED BALLOT TABULATION USING THE ENDER CARD TO LOCK DOWN THE ACCUVOTE
23.DETERMINE IF AN AUTOMATIC RECOUNT IS NEEDED. ANNOUNCE WHEN RECOUNT WILL BE HELD.
If the unofficial returns reflect that a candidate for any office was defeated or eliminated by ½% or less of the votes cast, the board responsible for certifying the results of the vote shall order a recount of the votes cast. A recount need not be ordered if the candidate defeated requests in writing that a recount not be made.
If the results of an automatic recount indicate that a candidate for office was defeated or eliminated by ¼%of less of the votes casts, the board responsible for certifying the results shall order a manual recount of the overvotes and undervotes cast. A manual recount may not be ordered if the number of overvotes, undervotes, and provisional ballots is fewer than the number of votes needed to change the outcome of the election. (F.S. 102.166)
24.PRESENTATION / APPROVAL OF CONDUCT OF ELECTION REPORT
25.ANNOUNCE AND CERTIFY FINAL RESULTS
City Clerk must send official results and Conduct of Election form to the Division of Elections in time for them to receive the forms by 5:00 p.m. on the 7th day following a primary election and by NOON on the 12th day following the general election. (F.S. 102.112).
26.PERFORM REQUIRED AUDIT
Immediately following the certification of each election, the county canvassing board or the local board responsible for certifying the election hall conduct a manual audit of the voting systems used in randomly selected precincts. (F.S. 101.591).
27.ADJOURN OR RECESS TO RECONVENE ON NOVEMBER 4, 2015 FOR RECOUNTING AND AUDITING PURPOSES
