- Requirement Description
Describe the requirement (gap). Include a description of the delivered PeopleSoft functionality.
Each Agency is required by the State of Connecticut, under CGS 46a-68, to report on job group movement (hires and promotions) by count and job group for job codes with fewer than 25 full time active or leave employees. Currently agencies using the APS-PC reporting system create this report using an ad hoc query and manually enter the information onto a form. Other agencies produce the report manually or with in-house systems. PeopleSoft delivers a report for job group movement analysis but this report cannot excise job codes containing 25 or more employees by labor market area nor does the delivered report provide the six specific types of terminations.

State of Connecticut Commission on Human Rights and Opportunities (CHRO) under CGS 46a-68 requires annual reporting on the number of hires and promotions by job group within each Agency for job codes with less than 25 full time active or leave employees. The year period is determined by the CHRO for the Agency’s Affirmative Action Plan.

Agencies will run queries to produce information needed. This process is currently handled manually except for UCONN/UCONN Health.

The Agency HR Specialist must be trained to run the queries.
- Process Solutions
Describe the possible Process Solutions. Include a description of impacts and benefits of each solution.
Option 1. Create a query to select the number of hires and promotions by job group within an agency for job codes with less than 25 full time active or leave employees. In addition, the number of non-applicant Hires, Promotions, Terminations due to dismissal, transfer, layoff, voluntary retirement, involuntary retirement, and resignations by job group within an agency must be identified for a specified period via queries. Each Agency would then compile the information into a form to be given to the CHRO. The queries would use the Employee’s “Emplid” to find the active job row for reference the appropriate job group, job code and department. Currently, the State runs an ad hoc query and manually enters the information into a form. This option would maintain the State’s current process.

Description: Modify the delivered Job Group Movement Report (APP002) to include the breakdown of applicants hired and promoted by race and sex by job group within an agency for job codes with less than 25 full time active or leave employees for a specified period. As delivered, the report has total applicants by race and sex by job group within an agency for a specified period. In addition, the total number of Terminations due to dismissal, transfer, layoff, voluntary retirement, involuntary retirement, and resignations by job group within an agency, race and sex for a specified period must be identified. Also, modify the report to run by Agency. This report would improve the State’s current CHRO reporting process which is manual.
