AGREEMENTS REACHED

Agreement No. 1To adopt the summary minutes of the second regular meeting of the Executive Committee, contained in document CIM/CD/doc.31/05, with the change requested by Saint Lucia.

Agreement No. 2To request the Executive Secretariat, in conjunction with the Department for the Prevention of Threats against Public Security, to begin to compile information on best practices at the government level in dealing with trafficking in persons, for publication.

Agreement No. 3To accept the offer by the Delegate of Mexico to prepare a preliminary proposal document on amendment of the CIM’s legal instruments. This will be distributed by the Permanent Secretariat to all principal delegates for their comments.

With those inputs, the Permanent Secretariat will prepare a document that will be distributed to the delegates for review and subsequent presentation to the Assembly of Delegates.

Agreement No. 4To setNovember 13 to 15, 2006, as the date for the Thirty-Third Assembly of Delegates of the CIM, to be held in El Salvador.

Agreement No. 5To approve the following Draft Agenda for the Thirty-Third Assembly of Delegates of the CIM, which contains the observations of the principal delegates. To transmit it to the member states and the OAS Permanent Council for their information.

THIRTY-THIRD ASSEMBLY OF DELEGATES OF THE CIM

San Salvador, El Salvador, November 13 to 15, 2006

  1. Adoption of the agenda
  1. Dialogue of heads of delegation:
  • Prevalence of HIV among women and gender-based violence:

Multidimensional security aspects.

3.Consideration of reports:

a)Report of the President and of the Executive Committee;

b)Report of the Executive Secretary;

c)National reports and reports of the specialized organizations of the inter-American system and the specialized agencies of the United Nations;

d)Report of the Committee on Credentials.

  1. Election of officers of the Commission:

a)Election of the president;

b)Election of the vice president;

c)Election of the five member states that will make up the Executive Committee for the 2006-2008 biennium.

  1. Topics for priority attention:

a)Prevention and eradication of violence:

-Status of signatures and ratifications of the Convention of Belém do Pará;

-Implementation of resolution CIM/RES. 229 (XXXII-O/04), “Inter-American Convention on the Prevention, Punishment, and Eradication of Violence against Women, ‘Convention of Belém do Pará’”;

-Mechanism for follow-up on implementation of the Convention of Belém do Pará;

b)Follow-up of resolution CIM/RES. 236 (XXXII-O/04), “Fighting the Crime of Trafficking in Persons, Especially Women, Adolescents, and Children,” and of the mandate issued in resolution AG/RES. 2256/06 (XXXVI-O/06);

c)Fourth Summit of the Americas: Follow-up strategies;

d)Parity and political participation by women in decision-making.

  1. Inter-American Program on the Promotion of Women’s Human Rights and Gender Equity and Equality:

a)Follow-up of measures for integrating the gender perspective into ministerial meetings;

b)Training course on gender, conflict, and peace-making;

c)Training course on incorporating the gender perspective at the OAS.

Agreement No. 6To request the President to send a note to the OAS Secretary General:

a)Thanking him for his participation in the regular meeting of the Executive Committee;

b)Asking that, in any discussions on the structure of the OAS, he ensure that the CIM retains its status as a specialized organization;

c)Requesting that he guarantee the necessary financial and human resources to enable the CIM to be fully functional;

d)Requesting also that he ensure the sustainability of the Mechanism to Follow Up on Implementation of the Convention of Belém do Pará (MESECVI);

e)Requesting that a formal relationship be established between the CIM and the Department for the Prevention of Threats against Public Security for continued incorporation of the gender perspective in the area of trafficking in persons.

Agreement No. 7To approve the budgetary execution as of April 30, 2006, contained in document CIM/CD/doc.36/06.

Agreement No. 8To ask the President, in coordination with the Executive Committee, and with support from the Permanent Secretariat of the CIM, to prepare a proposal for a cooperation project with the Inter-American Development Bank (IDB), to be presented to the Office of the President of the IDB before the CIM Assembly of Delegates, on the creation of a network for dialogue on gender policies and on the integration of gender as a cross-cutting issue in the work of the Bank, especially in project design and execution.
