RECOMMENDATION:

That the City Council, by Motion, award the contract to the lowest responsible bidder, Asplundh Construction Corp., Anaheim, California, Contractor's License No. 887660, Classification A and C10, in the amount of $524,207.50; and authorize the Finance Director to execute the Escrow Agreement pertaining to contract retentions.

DISCUSSION:

The bids are summarized as follows:

1. Asplundh Construction Corp $524,207.50

2. California Professional Engineering $648,477.50

3. International Line Builders Inc. $732,106.40

3. Select Electric Inc.. $757,659.00

4. Pro-Tech Engineering……………………………………………Non-Responsive

This project will install 63 new underground-fed street lights along Velare Street between Ball Road and Orange Avenue and two new street lights on Park Circle north of Ball Road. The project will significantly improve overall lighting levels for the neighborhood.

Funding is provided by Community Development Block Grant (CDBG) and the Public Utilities Department through its Street Light Matching Funds Program. CDBG provides a limited amount of Federal funding allocated each year to the highest neighborhood priorities. The Street Light Matching Funds Program enhances CDBG funds for priority neighborhood street lighting projects.

The bid price is consistent with the engineer’s estimate, reflects the current bidding environment, appears to be reasonable, and is within available funding. Liquidated damages for this project shall be $1,000 per day.

IMPACT ON BUDGET:

Adequate funds are available in the Public Utilities Department’s Capital Improvement Program and funded jointly with Community Development Block Grant (CDBG) funds.
