4. Reference to (if any) Project Implementation Manual (PIM): The National Implementing Agency (FECO) has prepared a project implementation manual including a procurement management manual for the project, which has been reviewed by the Bank.
5. Any Other Special Procurement Arrangements: (i) Retroactive financing and advance contracting may be used under this project. The proposed retroactive financing is subject to the payments being made within 12 months of the signing date of the legal agreement.; (ii) Goods, works and non-consulting services under Components 1 will be procured by the beneficiary enterprises and follow the Bank procurement guidelines. The activities to be procured by the beneficiary enterprises shall be also packaged by contracts in this procurement plan and be approved by the Bank.
