3. Minutes of 2016 AGM
Resolution sought: That the minutes of the 2016 AGM be accepted / Moved: Pragati Gautama

5. Financials
a. Financial update report, RNZCGP (tabled)
b. Resolution sought: That financials update be noted / As tabled and were accepted
A request was made that cost centre 610 financials be presented to the AGM in 2018 as this represents the training fees paid for the DRHM training programme. There should be more transparency with both the governance and the training cost centre.
6. Reports
a. Report by DRHM Chair of Council – Steve Main
b. Report by DRHM Chair of Board of Studies – James Reid / Steve and James both spoke to their chair reports which are included with the minutes.
7. Election/Appointment of Council members / Comments were made that the regulations need to be reviewed and updated to ensure there is depth and experience across the Council membership.
A clause needs to be included to ensure a regular turnover of Council members. For example, a third of Council is required to step down every three years.
An experienced Council member should move into the role of Chief Examiner
Amendments to regulations will be presented at 2018 AGM.

8. General Business / A question was raised that it seemed the DRHM trainee fees are $3,000 more than other training programmes.
In comparison GPEP1 fees are $40,000 in comparison
The fees are relative to the small size of DRHM cohort, the RNZCGP does cover RHM costs and losses, only 28 trainees paid RHM fees for 2016.
Issues with HWFNZ funding:
There is disparity of funding dependant on being DHB employed.
Funding goes directly to DHB for DHB posts, RHM training posts include non-DHB training posts and a six- month GP training run where funding from DHB’s is not released for RHM trainees.
Discussions with HWFNZ need to explore whether the DRHM could hold training funds for the final year, the non- DHB trainee placements and the six-month GP training run for RHM trainees only.
Access to the Voluntary Bonding scheme is limited to PGY1 applications for RHM – this is not an option for more senior applicants to RHM training.
