2  Job purpose

Working within the Project Management Office, the Web Project Management Officer will be responsible for project managing the delivery of web related projects and will act as the key point of contact for the business.
Responsible for digital / web / online projects, managing the complete project lifecycle, pulling teams, IS, Business, creative and developers together to deliver web projects, managing issues, risks and dependencies ensuring projects are delivered on time and to budget whilst offering clear reporting, communications, accountability and definition for projects.

Key result areas

·  To support the Project Management Framework in driving forward the organisation’s projects and process changes.
·  To work with the Portfolio Manager, Head of Business Systems and Web Manager to manage Web projects, ensuring they are managed through the IOSH Portfolio Management Framework (PMF) ensuring correct approval, Governance and Quality Assurance processes are followed.
·  To support in generating a resourcing plan to support projects and provide resource usage and forecasts to the Portfolio Manager.
·  To support the production of Project budgets for sign off, monitoring costs, timescales and resources used, and taking action where these deviate from agreed tolerance
·  To be pro-active in identifying potential risks, changes in scope and suggesting remedial recommendations.
·  To delegate tasks and responsibilities to members of the Project team influencing them to take positive action and accountability for their assigned responsibilities.
·  To work with the Business Analyst, IS Developers and Web team to establish Web project scope by discovering and validating business and technical requirements and parameters; obtaining input from subject-matter experts; examining and recommending changes to current business practices; identifying work process improvements and developing and writing proposals.
·  To provide the main day to day operational oversight of our subcontractors – ensuring absolute rigour in project definition and scope, monitoring their progress day to day, applying pressure and influence to ensure our projects are successful, and escalating both internally and within our subcontractors as appropriate.
·  To develop Web solutions by formulating objectives; planning project life-cycle deliverables and resource availability and application.
·  To implement Web solutions by monitoring project progress; tracking action items; conducting design and implementation reviews; examining, researching, and resolving issues; escalating issues to the Portfolio Manager; responding to team members' concerns and coordinating requirements across internal departments.
·  To assure quality Web solutions, working with the Quality Assurance Engineer, by developing and completing test plans; maintaining project and technical documentation, ensuring quality and standards are identified and delivered up until project completion.
·  To provide project status reports in line with the PMO.
·  To carry out any other reasonable duties within the remit of the role.

4. Skills, Qualifications & knowledge, experience and training

Qualifications
·  GCSE grade C or above English and Maths or equivalent – essential
·  An understanding of information technology and its application to business issues – essential
·  Prince 2 or project management qualification or equivalent experience – desirable
Experience
·  Experience of working within a Digital Agency or Digital Environment - essential
·  Experience of managing projects in a professional capacity – essential
·  Experience of working within a formal project management environment – highly desirable
·  Experience of successful project initiation, planning and delivery of technical projects – desirable
·  Experience of technical and/or functional testing of systems - desirable
·  Experience of detecting and resolving problems – desirable
·  Experience of using a MS Project– desirable
Knowledge
·  Knowledge of Integration of front end websites and back office systems and databases – desirable
·  Knowledge and experience of Sitecore CMS, or other object based content management systems – desirable

·  Understanding of the web development process from working in a digital environment.
·  Administration / project / commercial experience, particularly with regards to web based projects and or mobile application development.
·  Strong technical knowledge and the ability to understand digital concepts and communicate with technical resources.

5. Job Context

The role is based in the IS Division as part of the Project Management Office (PMO) and provides support to the Portfolio Manager and is a project management service to the delivery of Web related projects.
The Web Project Management Officer is accountable to the Portfolio Manager and, where relevant, project boards in respect of each project.

6. Job Dimensions

The role has responsibility for supporting the Web Team and other Business Units with projects with web related project management activities.
The job-holder will take lead responsibility for Web projects valued up to £100k.
The job-holder is likely to be managing up to half a dozen projects at any time.
The total scale of Web Development projects which the post holder will manage is roughly £200k of subcontract development and the work of 4 in house web developers and content authors.

7. Complexity and creativity

The job-holder performs a broad range of work, sometimes complex and non-routine, in a variety of environments. Applies methodical approach to problem definition and resolution.
The job-holder will be required to maintain sufficient breadth of knowledge of the functions within the remit of responsibility to ensure they are efficiently and effectively managed.
The job-holder will be required to assist Web projects working with the management structure to ensure that adequate funding, resources and project controls are in place.
The job-holder will rely on their creativity, problem solving and management skills in ensuring that projects are efficiently run.
The job-holder will be strong at analytical thinking, acquiring a proper understanding of a project or situation by breaking it down systematically into its component parts and identifying the relationships between these parts.

8. Decision making

The job-holder will be responsible for ensuring project controls are maintained and presented to the Portfolio Manager.
The job-holder will be responsible for assessing and responding to project issues and will be required to make decisions regarding resourcing, deadlines and utilising 3rd party contractors.
Makes decisions whichmay impact on the work assigned to individuals or phases of projects.

Internal contacts
The job-holder will communicate with stakeholders across the business, often acting in a pivotal position as the link between technical and non-technical sides of the business.
Interacts with and influences department/project team members and all IOSH employees working on project delivery and providing assistance on matters relating to the areas of responsibility.
The job-holder will work with the Head of Business Systems, IS team, Business Analyst, Web Manager, the Web Team and other key stakeholders to enable clear and transparent communications.
The job-holder will have indirect contact with the volunteers and members working with IOSH in supporting the information and online systems provided or accessed.
