To check the invasion by rats, the Government started the rat hunt in 1902.
> As a part of the rat hunt, the French hired the Vietnamese and paid them for each rat they
killed. For this the French introduced the bounty system.
The bounty was paid when a tail was given as proof that a rat had been killed.
>For the Vietnamese the rat hunt seemed to provide an early lesson in the success of collective
Bargaining.
>The rat- catchers took to just clipping the tails and releasing the rats and this process repeated over again and again and gained more and more bounty.
>Defeated by the resistance of the weak, the French were forced to scrap the bounty programme.

PHAN BOI CHAU:-

●He met the Chinese Reformer Liang QiChao at Yokohama in 1905 and his influence Phan wrote
the book “ The History of the Loss of Vietnam”
● This book focuses on two theme such as, the loss of Sovereignty and the serving ties with China.
●He was the founder of the Revolutionary society, Dui Tan Hoi, in 1903 with prince Cuong De as the
Head.

● He was against Monarchy and opposed the idea of resisting the French with the help of the court.

●This was largely because of a deliberate policy of failing students, particularly in the final year.
● So that the Vietnamese could not qualify for better paid jobs where the French was working.
● In 1925, in a population of seventeen Million , there were less than 400 who passed the Examination.
