This is work negotiating for environmentally endangered lands and other lands which have been identified as being desirable for acquisition by the state.

EXAMPLES OF WORK PERFORMED:

  • Performs negotiations related to the potential acquisition of environmentally endangered lands, lands for use and protection of natural floodplains, marshes or estuaries, state parks, state forests, public beaches, wilderness areas, wildlife management areas, restoration of altered ecosystems, and the preservation of significant archaeological or historical sites.
  • Establishes liaison with landowners to assess availability of such real properties for sale or donation to the state.
  • Inspects properties and gathers and evaluates pertinent information, including current market data.
  • Maintains liaison and effects coordination with the appraisal staff, legal counsel, and others, as required.
  • Prepares written reports concerning the initial contact, as well as each such subsequent contact, with the property owner to outline the status of negotiations.
  • Provides assistance to those agencies in whose behalf acquisition negotiations are being carried out.
  • Performs related work as required.

  • Knowledge of the principles of land management and real estate.
  • Knowledge of the principles and techniques of effective communication.
  • Ability to negotiate and reach a settlement for state land acquisitions.
  • Ability to collect, evaluate and analyze data relating to the acquisition of state lands.
  • Ability to understand and apply applicable rules, regulations, policies and procedures relating to the acquisition of state lands.
  • Ability to work independently.
  • Ability to utilize problem-solving techniques.
  • Ability to plan, organize and coordinate work assignments.
  • Ability to communicate effectively.
  • Ability to establish and maintain effective working relationships with others.

MINIMUM QUALIFICATIONS

  • A bachelor's degree from an accredited college or university and three years of professional experience in land management, land use analysis, land appraisal, land acquisition, real property law, real estate, environmental law, land surveying or abstract and title work.
  • A master's degree from an accredited college or university in real estate, planning, civil engineering, geography, geology or natural resources management can substitute for one year of the required experience.
  • Professional or nonprofessional experience as described above can substitute on a year-for-year basis for the required college education.
