PUBLIC COMMENT: David Sowers (Lassen Land and Trails Trust Member / Farmers Market Manager): Presents information on the Farmers Market held at the Depot. Thanks the Agriculture Department and Health Department who certify the market and assure the Market is in compliance with State laws; staff was very helpful.

PROCLAMATION

ACTION: Adopt Proclamations recognizing Richard Cook (Assessor’s Office) and Xuyen Taylor (Public Works Department) on their retirement from Lassen County.

Retirements: Richard Cook (Assessor’s office) and Xuyen Taylor (Public Works Department).

ALLIANCE FOR WORKFORCE DEVELOPMENT - TRACI HOLT

SUBJECT: Discussion Paper: Briefing on the Lassen Plumas Sierra Community Action Agency Nano Business Project - Lassen County.

Traci Holt: Presents detailed report on the Lassen-Plumas-Sierra Community Action Agency (subsidized employment program) Nano Business Project. The goal of the program was to demonstrate how a business could grow with the help of one employee. American Recovery and Reinvestment (ARRA) funds were used to fund the program. Participating businesses were: 1) Big Valley Nurseries; 2) Monath Construction; 3) Trails End Farm. Discussion is held.

Megan Dahle (Big Valley Nurseries): presents information on how well the program worked for her business.

Highlights other programs and introduces Stuart Knox, Executive Director of Northern Rural Training and Employment Consortium (NoRTEC).

MODOC NATIONAL FOREST

Modoc District Ranger Laurence Crabtree: Introduces new Forest Supervisor Kimberly Anderson.

Discussion is held regarding public use of the forests.

Forest Supervisor Anderson: Presents information on her background and what her plans are in her new position.

PLANNING AND BUILDING SERVICES - PLANNING

SUBJECT: Land Conservation Act (Williamson Act) Program. As a result of the State's failure to fund subvention payments for the Land Conservation Act (Williamson Act), on September 21, 2010, the Board directed that staff return on October 19, 2010, for the purpose of reviewing current Williamson Act contract requirements and to provide possible options for the establishment of alternative contract requirements. Any direction to modify current contract requirements may result in some existing contracts being non-renewed.

ACTION REQUESTED: 1) Receive report; and

2) Consider amending the "Lassen County Policies and Procedures for Administration of the Land Conservation Act of 1965 (Williamson Act);" and/or

3) If necessary, direct staff to return to the Board at a future date for the purpose of considering amendments to applicable sections of the Lassen County General Plan, and/or Title 18 (Lassen County's Zoning Ordinance); and/or

4) Consider directing staff to initiate non-renewal of all Williamson Act contracts or contracts that do not satisfy specific criteria identified by the Board; and/or

5) Consider implementation of Senate Bill 863 and/or Assembly Bill 2530, as it concerns Williamson Act.

Public hearing is opened at 10:50 a.m.

Supervisor Hanson: Will be participating in this discussion as long as it stays on the policy level. Reveals to the audience that his family does have a Williamson Act contract on their property.

Supervisor Pyle: States his family also has a contract.

County Counsel: Continues to recommend that Supervisors Hanson and Pyle can participate in policy discussion but should not vote; they may want to exit the room for any vote.

Planning and Building Director Maurice Anderson: As a result of the State’s failure to fund the Williamson Act on September 21, staff was requested to return with the purpose of reviewing current contract requirements and provide possible options for the establishment of alternative contract requirements. Supervisor Chapman: Requests the eleven contracts being discussed for non-renewal be brought back to the Board for the next meeting. Requests future discussions on Williamson Act be scheduled earlier in the year.

MOTION: Supervisor Keefer withdraws his motion.

Supervisor Chapman: It is suggested that a Supervisor request for discretionary funds be brought back to the next Board meeting for approval.

Supervisor Chapman: 1) Reports on Lassen Plumas Sierra Community Action Agency meeting; received presentations on funding requests. 2) Will have a Veterans Day proclamation on the next agenda. 3) Will be attending Northern Rural Training and Employment Consortium (NoRTEC) meeting next week.
