JOB DESCRIPTION

ASSISTANT SCHEME HOUSING MANAGER

BACKGROUND

Jewish Community Housing Association’s main objective is to provide housing primarily for Jewish people in housing need who are without sufficient resources or alternative options to meet such needs. The housing is operated as a stand-alone scheme.

RESPONSIBLE TO

Jewish Community Housing Association’s Housing Manager.

AIMS AND OBJECTIVES

(1)To provide housing management services to all tenants.

(2)To access Support Services for those tenants in need.

(3)To monitor the Health and Safety of the block and its tenants and to carry out all necessary tasks to ensure the running of the block.

MAIN DUTIES & RESPONSIBILITIES

Direct Services to Tenants

(i)To be available to tenants who require assistance with repairs and maintenance within their flats and refer as appropriate

(ii)To develop personal skills relative to the needs of the tenants including skills in communication, observation and active listening.

(iii)To build effective relationships with tenants and their families, observing discretion, confidence and tact.

(iv)To deal with emergencies if they arise whilst on duty and to provide a response service out of office hours in accordance with the European Working Time Directive via the Associations Helpline Provider.

(v)To provide a daily check call to tenants via the scheme Helpline system

(vi)To refer tenants for assistance with Housing Benefits to appropriate Advice Agencies or Support Services

(vii)To orientate new tenants to the Scheme, to refer and access appropriate Support Services as necessary, ensure familiarity with Tenant Obligations as stated in the Tenancy Agreement, ensure rent payment system is established for tenant.

(viii)To attend viewings with prospective tenants.

Organisation & Monitoring of Services to Tenants

(i)To make appropriate and necessary referrals to statutory services and Support Services.

(ii)To encourage Tenant Participation within the Scheme and communal activities. Where activities are organised to take place outside the development, it is essential that adequate cover is arranged with the Jewish Community Housing Association’s Head Office.

(iii)To hold, participate in, and minute quarterly meetings with the tenants to discuss relevant issues and problems forwarding to Head Office distributing them to all tenants.

(iv)To liaise, through agreed channels of communication, with the Development Manager regarding repairs to tenants’ flats.

(v)To undertake inspections of void properties and annual inspection of all flats.

Staff

(i)To attend staff meetings and meetings outside the Unit as required by the needs of the establishment.

(ii)To ensure that communication between staff is maintained at all times through the line management system.

(iii)To undergo appropriate training as available and determined in conjunction with senior members of staff.

(iv)To participate in regular supervision by the Housing Manager or other designated senior member of staff.

(v)To work effectively, supervise and monitor volunteers involved in working with the tenants, when appropriate.

Management & Administrative Duties

(i)To maintain a daily log of events.

(ii)To maintain an up-to-date list of all tenants showing their names, addresses and telephone numbers of their doctors and next of kin

(iii)To assist in the compilation and presentation of reports and assessments

(iv)To undertake administrative duties where appropriate

(v) To ensure that the communal areas are kept clean and available for use.

(vi)To maintain and monitor adequate security precautions.

(vii)To ensure that there are adequate heating levels.

(xi)To supervise contractors working within the unit.

(xii)To arrange the booking and letting of the guest bedroom.

(xiii)To collect, reconcile and bank laundry money and miscellaneous income.

(xiv)To maintain a small petty cash float.

(xv)In conjunction with (Housing Manager) monitor rent arrear levels and tenancy contraventions and take appropriate actions.

Health & Safety

(i)To be aware of and comply with safe working practices as laid down under the Health & Safety at Work Act and as applicable to Unit procedures.

(ii)To ensure the safety of all personnel in the building through regular attendance at fire drills, check of regulations and regular inspection of fire-fighting equipment.

(iii)To make the Head Office aware of any defects in the building, plant or equipment.

(iv)To ensure that any accidents to staff, tenants or volunteers are reported in accordance with correct procedures.

Other

(i)In the course of their duties, the Scheme Manager will be required to use the Association’s IT system when implementation is complete.

(ii)To carry out any other reasonable duties as requested by the Housing Manager or other senior members of staff.

(iii)This Job Description could be subject to alteration according to changes in legislation and Jewish Community’s operational procedures.
