Why this action?

As we learned in january in London at the Tibet support group meeting some governments in Europe have not shown much interest to support a Tibet/China-resolution at the forthcoming UN meeting of the Human Rights commission in Geneva. There is a need to publicly name these government and to put public pressure on them.

In London TSGs agreed to organize in March 2001 a coordinated public campaign, which was called FREE ME! 451[1] political prisoners will appeal to the European Union to support a Tibet resolution in Geneva.

It was agreed to use strong visuals. After reading this paper you should be capable to carry out the FREE ME!- action which has the potential to attract media attention in your countries and build a public pressure on France, Germany, UK and Sweden, which holds the presidency of the European Union.

The targets

The countries to be targeted as far as it concerns the FREE ME! action are

France,

Germany,

UK and

Sweden, that holds the presidency of the European Union.

It is left to the Support Groups either to target the European Union as a whole or the gouvernment of one of the mentionned states.

We would like to request you to contact the Tibet Office in Geneva as soon as you made a decision.

The Idea:

It is clear that without media attention the proposed idea does not make much sense. Therefor it is absolutly crucial to have some media people on the spot. We will concentrate this time on visuals (tv, pictures in dailies) since we don’t have any real new facts & figures to publicize.

The action:

-In front of a building (embassy, parlament or cultural institute which represents the target country) we will put up 451 posters with the name of the Tibetan political prisoners who are detained in Chinese prisons. Each poster symbolising one prisoner will carry the words: FREE ME!

-A press release about the past and present record of the nn government on the Tibet-resolution will be sent out.

-Similar actions should happen the same day in as much as possible European countries.

Supporting events:

- If possible coordinate parliamentary statement of your MPs in support of the action or the ...

- Additionally there is the idea of building a cage. E.g. there will be a cage in Geneva outside the UN-Building, which people can take turns to occupy. Ask celebrities to spend a few minutes in there. Target key countries depending on country positions – eg “I am asking UK to free me”.

What you have to do

-find in your nations capitol a site with exciting perspectives that fits to our purpose.

-invite the media

-production of the 451 posters (see dates to be kept in mind)

-decide on a method how to produce the posters

-enough volunteers who help to transport and put up the posters

-if circumstances allow do it without a permission.

Start to contact the media two days in advance. By telephone!

The most important thing is to bring photographers and tv cameras to the site of the action.

Focus on photoagencies:

-In all countries there are wires or special agencies (keystone, reuters, etc.) who are specialised on pictures. If you succeed to interest one of them you have already achieved a lot!

-Make the action sound interesting („Great visuals!“). Tell them that newspaper seem to be interested to get the pictures, a press release will follow.

-If a photographer comes, do everything to satisfy his/her whishes .

-Many newspapers decide on the base of available pictures to cover a story or not: It often is not the importance of the news but the quality of the picture which brings a story in the papers.

-Most papers choose pictures before noon. Therefor it is absolutely necessary to have the action in the morning.

-Invite them to the action and mention to them that photo agencies assured to send a photographer to the action

-Mention that you don’t have a permission but that you are determined to do the action. („It is not illegal but ...“)

-Mention that you expect a lot of movements. Maybe police, etc. ...

Interviews

-Don’t try to be creative. Repeat in the interviews the slogan, message of the action again and again. Concentrate on some keyphrases from the pressrelease: i.e.

-„451 political prisoners from Tibet are appealing to the nn government. because ...“

How to produce the posters

  1. Read the whole guideline
  2. Opent the file „poster“: file will follow, as soon as you sent the order to:

If you don’t have the computer facilities order a hardcopy (paper or CD). Send a mail to

  1. Make a print. Resolution as high as possible.
  1. Copy the „original“ 451 times Enlarged to A3 size (twice A4 or 29,7 cm x 42cm)
  1. Write the number, 001 to 451, and the name of a political prisoner on the posters. Each poster identifying one of the prisoner. (a list of prisoners will be sent to you as soon as you sent us a order)
  1. Decide how you want to arrange the FREE ME! - posters.

Design A: on 451 cardboards minimum size A3

Design B: on ropes: 20 x 25 posters

Design C: 451 Tibet supporters, holding one poster.
