NEWBOLD VERDON PARISH COUNCIL – CLERK – JOB DESCRIPTION

The post holder will initially report to the Clerk/RFO. On satisfactory completion of 6 month trial period and subject to satisfactory action plan to obtain CiLCA qualification all Clerk duties will transfer to the post holder. Hours of work initially during 6 month trial period will be 10 hours per week and are subject to agreement. Place of work will be the Parish Office, Alan’s Way Recreation Ground, Newbold Verdon. Hours to be renegotiated upon successful completion of the trial period. Salary National Joint Council Salary Scale point 15 – 22 (£17,072 - £20,661) pro rata (£8.873 - £10.739 per hour).

Duties will include the following:

  1. Attend Parish Council Meetings as necessary.
  1. Prepare minutes of all meetings, obtain copies and distribute.
  1. Attend any other meetings called by the Council or its committees.
  1. Arrange Burials, application from the funeral directors, receipt, arrange grave-digging as necessary. Mark graves and keep Cemetery plan updated. Prepare Burial Grant and enter records in the Burial Books. Send Burial form Part 3 to the Registrar for each Interment. Receive applications for memorials and approve design and inscriptions as required.
  1. Receive incoming correspondence and reply to that which does not need referral to the council. Refer all other correspondence to the Council and reply as directed by the Council.
  1. Action all requests and complaints from parishioners and report as necessary to the Council.
  1. Receive planning applications and forward to the council for comment within the statutory consultation period. Arrange for parishioners to inspect plans as requested.
  1. Attend any site meetings as necessary e.g. with contractors for giving instructions on work and repairs to Council’s property.
  1. Manage letting of the playing fields, use of the pavilion and all weather facility in conjunction with the Leisure Facilities Manager.
  1. Post Notices on parish notice boards as necessary.
  1. Arrange the village Christmas Tree erection and illumination annually.
  1. Deal with legal problems as they arise. Refer matters to the Local Association, District Council or external legal Council as necessary upon instructions from the Council. Advise members as necessary on the law relating to public meetings.
  1. Prepare Annual estimate of expenditure in conjunction with the Responsible Financial officer and Finance Sub-Committee.
  1. Follow up all matters with members that cannot wait until the next Parish Meeting.
  1. Keep Chairman fully informed on all matters as they arise. Agree Agenda for meetings with the Chairman.
  1. Keep Parish Web Site updated as required.
