Abstract

Issues and strategies on use of Licence Exempt (LE) bands. FCC and NTIA support increasing spectrum for unlicensed devices, relative to less Licence Exempt bands in Europe, and less power; differences in permitted spurious emissions. USA CFR47 Part 15 (Electronic Devices) vs. EU ERC/REC 70-03 (Short Range Devices). Unprotected RF bands for public services, network, to interconnect WLAN access points. Avoiding unfair competition of equipment suppliers (WiFi hotspots), with licensed cellular operators. The contribution describes the market scope of Ability for the available spectrum in countries to support the anticipated increased demand; the likelihood of causing interference. Developed Countries exempt RLANs from licensing; do we need protection to primary allocated 5 GHz RLANs? Why globalisation and free circulation promote similar regulations and standards for RLAN’s. Top down technology (for harmonization and roaming) vs. neutral market –based technology (for innovation). Regulations vs. standards.WiMAX chosen technology, followed by an overview of opportunities and limitations under different regulatory regimes. Are Proposed regulatory measures to be taken, in order to have quicker access to broadband, in rural areas and developing countries.

Marianna Goldhammer () was the R&D Manager and Product Manager of BreezeCOM’s BreezeACCESS line of products, innovating the WLL market with IP based, access products. Her actual position is Director for Strategic Technologies, with Alvarion.

Marianna is involved in ETSI HiperMAN (Acting Chair) and IEEE 802.16 and 802.20, for fixed and mobile systems, OFDM related standardization, and in ITU-R for regulatory activities.

Her main success is the unification of IEEE 802.16 and ETSI HiperMAN OFDM interoperability standards. The OFDM mode is now known as WiMAX mode.

Marianna received a M.S. in Electronics from the Polytechnic Institute, Bucharest, Romania.
