Pursuant to A.R.S. § 38-431.02 notice is hereby given to the members of the Alpine Fire District and to the general public that the Alpine Fire District will hold a meeting open to the public on the date mentioned in this notice at the Alpine Fire Station. The District Board may go into executive on any agenda item, pursuant to A.R.S. § 38-431.03 (A) (3) for legal advice with the district’s attorney or matters as set forth in the agenda item. The District Board or other participants may attend by teleconference. The following topics and any variables thereto, will be subject to the Boards consideration, discussion, approval, or other action. All items are set for possible action.

AGENDA FOR THE FEBRUARY 15, 2017 ALPINE FIRE DISTRICT BOARD REGULAR MEETING.

Members Present: Lavon Martin, Mike Cox, Linda Fite, Tom White. Tony Pellegrino was absent.

Also Present: Chief Noth, Dep. Chief Jensen, and Capt. VanSlyke.

  1. APPROVAL OF AGENDA.

Member Martin made the motion to approve the agenda and Member Cox second. Approved.

  1. APPROVAL OF MINUTES FROM JANUARY 18, 2017 REGULAR MONTHLY BOARD MEETING.

Member Cox made the motion to accept the January 18, 2017 meeting minutes and Member Fite second. Approved.

  1. CALL TO THE PUBLIC.

Kay Ramsey wanted to know who was in charge of the Christmas tree and to thank the board for their continued commitment to the community.

  1. REPORTS FROM OFFICERS AND COMMITTEES:
  1. DISCUSSION/ACTION:FINANCIAL REPORT

General Operating: $208,981.83

Bank of the West: $4154.80

Total: $213,136.63

Treasurer Martin explained the new financial report packet and how we are compliant with our monthly reporting requirements. AFD finally received FDAT after almost a month behind schedule. All members present are now required to sign off on the monthly financial report. Member Fite made the motion to accept the finance report and Member Cox second. Approved.

  1. DISCUSSION/ACTION:FIRE CHIEFS REPORT

Chief Noth gave an update on Nutrioso and the appointment of a new board member there. Member Martin made the motion to accept the chief’s report and Member Fite second. Approved.

  1. BUDGET COMMITTEE REPORT.

Committee just received the Tax Levy Worksheet and had not been able to meet yet.

  1. INSURANCE COMMITTEE REPORT.

Committee met once and reviewed the options presently available for workers comp plans. Health insurance premiums are locked in unless we were to get into a group plan.

  1. FLSA REVIEW COMMITTEE REPORT.

Committee met once and discussed some of the problems with implementing the Prop 206 sick leave requirements. AFD attorney was contacted in regards to this and we were advised to take it slow with creating a policy since there are still some variables with the 206 requirements. Any changes to payroll will be contingent upon budget.

  1. OLD BUSINESS:
  1. DISCUSSION/ACTION: PROPOSED REVISION TO ALPINE FIRE DISTRICT SOP’S. EXPLANATION OF TERMINOLGY AND DEFINITION OF SOP’S AND SOG’S.

AFD attorney was contacted in regards to an opinion on SOP or SOG. It was explained that guidelines certainly give you more flexibility on the scenes of incidents to make sound decisions. However, make sure you have a clause that states the use of the flexibility and also make sure that any procedure that does not allow for flexibility is spelled out as such. Member Cox made the motion to move toward guidelines more flexibility during fire department operations and Member Martin second. Approved.

  1. DISCUSSION: PROPOSED REVISION TO AFD ACCOUNTING AND FINANCIAL POLICY MANUAL. UPDATED POLICY MANUAL TO INCLUDE STATUTORY REQUIREMENTS.

Tabled in the January meeting until the March meeting.

  1. DISCUSSION/ACTION: PROPOSED REVISION TO AFD PAY SCALE. REVIEW CURRENT PAY SCALE AND MAKE RECOMMENDATIONS FOR ANY REVISIONS TO THE PAY SCALE.

Tabled until the March meeting. Member cox made the motion to table and Member Fite second. Approved.

  1. DISCUSSION/ACTION: OPEN MEETING LAW COMPLIANCE. SIGNING OF OPEN MEETING LAW CERTIFICATE OF COMPLIANCE.

Member Fite made the motion that all board members have reviewed and signed off on the OML Compliance form Member Cox second. Approved.

  1. NEW BUSINESS:
  1. DISCUSSION/ACTION: ALPINE EAST ANNEXATION. ANNEXATION NO. 001. ACCEPTANCE OF THE PROPOSED IMPACT STATEMENT.

Discussion on the benefits of annexing into the AFD. Savings for residents outside of the district on home insurance. Member Cox made the motion to proceed with scheduling an Open Hearing for the Annexation and mailing the impact statement to all residents in affected area Member Martin second. Approved.

  1. DISCUSSION: REVIEW OF THE 2017 ASSESSED VALUE/TAX LEVY WORKSHEET.

Chief Noth explained that Alpine had taken another hit again this year on the assessed value for the district. $855,064.00 less than last year. Member Martin pointed out that AFD has lost over three million in assessed value in the last 3 years. Budget Committee will meet prior to the next meeting and have more information about the upcoming budget cycle. Discussion Only.

  1. DISCUSSION/ACTION: APPROVAL TO SEND ZACK VANSLYKE AND JARRET JENSEN TO THE AZ WILDFIRE ACADEMY. MARCH 11TH – 17TH IN PRESCOTT, AZ.

Member Martin made the motion to send Jarret and Zack to the academy and Member Fite second.Approved.

  1. DISCUSSION/ACTION: SET DATE AND TIME FOR THE MARCH MEETING.

Member Cox made the motion to set the next regular meeting for March 15, 2017 at 4:00 PM at the Alpine Community Center and to hold the Open Public Hearing on Annexation following the regular meeting at 5:30 PM at the Alpine Community Center and Member Martin second. Approved.
